the Special Rapporteur on the promotion and protection of human rights<br />
while countering terrorism;<br />

the Special Rapporteur on extrajudicial, summary or arbitrary executions;<br />
oo<br />
the Special Rapporteur on torture;<br />
oo<br />
the Working Group on Arbitrary Detention; and<br />
oo<br />
the Working Group on Enforced or Involuntary Disappearances;<br />
oo<br />
to grant the requests of international non-governmental human rights<br />
organisations seeking to send delegations to <strong>Algeria</strong>;<br />
oo<br />
to facilitate the granting of visas to officials of international non-governmental<br />
human rights organisations who have been invited by their <strong>Algeria</strong>n partners.<br />
The European Union is called upon:<br />
• to take a clear and firm stand on the deterioration of the situation of human rights<br />
and public freedoms in <strong>Algeria</strong>, and in particular the freedoms of association,<br />
assembly and demonstration;<br />
• to take all steps necessary to implement article 2 of the Association Agreements, on<br />
respect for democratic principles and basic human rights;<br />
• to raise systematically the question of respect for freedoms and human rights in all<br />
dialogues held at the highest levels with the <strong>Algeria</strong>n government in the context of<br />
EU-<strong>Algeria</strong> relations and in anticipation of negotiations to be held in the context of<br />
the European Neighbourhood Policy;<br />
• to honour the Union’s own commitment to increase funding and expand modes of<br />
support for civil society in general, as part of the Endowment for Democracy and<br />
the Civil Society Facility;<br />
• to implement the European Union Guidelines on the protection of human rights<br />
defenders;<br />
• to establish and maintain contacts with <strong>Algeria</strong>n human rights defenders so as to<br />
document human rights violations and to provide direct support to defenders;<br />
• to make the question of respect for freedoms of association, assembly and<br />
demonstration a core element of the next EU Human Rights Strategy for <strong>Algeria</strong>.<br />
