3.1.1. Signed Letter of Transmittal<br />
The Letter of Transmittal must be signed by an individual who is legally authorized to<br />
make contractual obligations for the vendor. The signature must indicate the title or<br />
position that the individual holds in the firm and must be an original signature.<br />
3.1.2. Executive Summary (Section 1)<br />
Provide a brief narrative highlighting your proposal. The summary should contain as<br />
little technical jargon as possible and should be oriented toward non-technical<br />
personnel. This section should not include cost quotations.<br />
