This leaflet is all about asbestos – what it is, where it may be<br />

found <strong>in</strong> <strong>your</strong> <strong>home</strong> and how to ensure that you or <strong>your</strong> family<br />

are not put at risk.<br />

What is asbestos?<br />

<strong>Asbestos</strong> is a general name given to a group<br />

of natural m<strong>in</strong>erals, which are m<strong>in</strong>ed all over<br />

the world.<br />

There are three types of asbestos that have<br />

been given names to describe them:<br />

• Blue asbestos (crocidolite),<br />

• brown asbestos (amosite) •<br />

white asbestos (chrysotile).<br />

The different types cannot be identified by their colour alone as<br />

heat or chemicals can affect asbestos. i.e. the colour and<br />

appearance can change.<br />

<strong>Asbestos</strong> is very strong, flexible and stable. Because of these<br />

properties it was used widely <strong>in</strong> the manufacture of build<strong>in</strong>g<br />

materials between the 1930’s and the mid-1980’s and most<br />

extensively <strong>in</strong> the 60’s & 70’s. So if <strong>your</strong> <strong>home</strong> was built or<br />

refurbished dur<strong>in</strong>g this period, there is a chance that it will conta<strong>in</strong><br />

some asbestos conta<strong>in</strong><strong>in</strong>g materials (ACMs).<br />

<strong>Asbestos</strong> can be found <strong>in</strong> its pure form but ma<strong>in</strong>ly only <strong>in</strong><br />

commercial or <strong>in</strong>dustrial premises. In the domestic environment, it<br />

is usually found mixed with other substances to give the result<strong>in</strong>g<br />

build<strong>in</strong>g materials strength and heat resistance.<br />

What are the health risks?<br />

Any <strong>Asbestos</strong> conta<strong>in</strong><strong>in</strong>g material that is undamaged will not<br />

present a health risk but when asbestos materials are damaged,<br />

drilled, sawn, scrubbed or sanded, the risk can be <strong>in</strong>creased.<br />

When asbestos conta<strong>in</strong><strong>in</strong>g materials get damaged, asbestos fibres<br />

can be released <strong>in</strong>to the air. These fibres can penetrate deep <strong>in</strong>to<br />

the lungs where they may stay for a long time. This can cause<br />

cancer and thicken<strong>in</strong>g of the lungs. The greater the exposure the<br />

greater the risk but there is no safe exposure.<br />

Where might you f<strong>in</strong>d it <strong>in</strong>side and outside of <strong>your</strong> <strong>home</strong>?<br />

The follow<strong>in</strong>g is a list of some of the domestic uses of asbestos<br />

conta<strong>in</strong><strong>in</strong>g materials:<br />

• Airbricks<br />

• Corrugated cement sheet<strong>in</strong>g<br />

• Back<strong>in</strong>g boards to electricity meters<br />

• Bath Panels<br />

• Boilers & pipework<br />

• Cold water tanks<br />

• Corrugated cement sheet<strong>in</strong>g – sheds/garages<br />

• Decorative coat<strong>in</strong>gs e.g. artex<strong>in</strong>g<br />

• Fire surrounds<br />

What is the <strong>Council</strong> do<strong>in</strong>g about asbestos <strong>in</strong> the <strong>home</strong>?<br />

The <strong>Council</strong> has an <strong>Asbestos</strong> Management Policy that sets out how<br />

we are go<strong>in</strong>g to identify and manage asbestos <strong>in</strong> our commercial<br />

and domestic premises.<br />

We have undertaken sample surveys of properties to identify the<br />

locations of any materials suspected to conta<strong>in</strong> asbestos.<br />

All asbestos conta<strong>in</strong><strong>in</strong>g materials that are <strong>in</strong> good condition will<br />

stay where they are and their condition will be reviewed from time<br />

to time.<br />

If the material is damaged, we will take measures to repair, seal or<br />

remove it immediately if <strong>in</strong> high-risk situations, or as part of a<br />

ma<strong>in</strong>tenance program if the risk is low.<br />

Where necessary, we will ensure that any such work is done by<br />

specialist licensed contractors who work to strict safety standards.<br />

Please remember:<br />

• <strong>Asbestos</strong> conta<strong>in</strong><strong>in</strong>g materials are always there for a purpose.<br />

• In normal circumstances, they are perfectly safe.<br />

• They are either used to provide heat resistance (as beh<strong>in</strong>d<br />

gas fires) or provide strength (as <strong>in</strong> asbestos cement garage<br />

roofs).<br />

• <strong>Asbestos</strong> conta<strong>in</strong><strong>in</strong>g materials are only a problem when they<br />

are <strong>in</strong> poor condition, or become damaged.<br />

• If they are removed, they should be disposed of <strong>in</strong><br />

accordance with the Environment Agency guidel<strong>in</strong>es <strong>in</strong> a<br />

responsible manner and must always be replaced by a<br />

suitable nonasbestos product.<br />

What are <strong>your</strong> responsibilities?<br />

If you are carry<strong>in</strong>g out any work on asbestos conta<strong>in</strong><strong>in</strong>g materials<br />

without knowledge, expertise and personal protection you will put<br />

people’s health at risk.<br />

Changes to the structure or fabric of <strong>your</strong> <strong>home</strong> are not permitted<br />

under <strong>your</strong> tenancy agreement without prior written approval.<br />

If you want to carry out any <strong>home</strong> improvements that may disturb<br />

an asbestos conta<strong>in</strong><strong>in</strong>g material, you must contact <strong>your</strong> Hous<strong>in</strong>g<br />

Officer for permission to ensure proper controls are put <strong>in</strong> place to<br />

reduce exposure to you, <strong>your</strong> family and the person carry<strong>in</strong>g out<br />

the work (if not <strong>your</strong>self).<br />

If you carry out any work or permit others to carry out work without<br />

written approval, you will be liable for any costs of deal<strong>in</strong>g with<br />

any asbestos <strong>in</strong>cidents.<br />

What do I do if I have a problem?<br />

If you th<strong>in</strong>k you have asbestos <strong>in</strong> <strong>your</strong> <strong>home</strong> or are worried about<br />

any damaged asbestos material don’t try to deal with it <strong>your</strong>self -<br />

contact <strong>your</strong> local Hous<strong>in</strong>g Property Inspector by call<strong>in</strong>g our<br />
