Joe Sabatini of the <strong>New</strong> <strong>Mexico</strong> <strong>Library</strong> Association's Legislation &<br />
Intellectual Freedom Committee publishes a Legislative Bulletin online as a<br />
summary of library legislation during the 2003 Legislative Session (see HH<br />
#1485). A continuation of the report of the bills thus far introduced are as<br />
follows:<br />
House Bills:<br />
HB 570 Picraux $6,000,000 School library materials act<br />
This bill is comes from the work of the NMLA/NMSL School Libraries<br />
Task Force. Here is a key section of the bill:<br />
Section 3. A new section of the Public School Code is enacted to read:<br />
"[NEW MATERIAL] SCHOOL LIBRARY MATERIAL FUND--<br />
CREATION.--The "school library material fund" is created in the state<br />
treasury. The purpose of the fund is to provide an account from which<br />
the department of education may distribute money to school districts<br />
and state institutions to pay for the cost of purchasing school library<br />
material. The cost of purchasing school library material may include<br />
shipping and handling charges for the delivery of school library<br />
material. The fund shall consist of appropriations, gifts, grants,<br />
donations, and bequests. Money in the fund shall be appropriated to the<br />
department of education to pay for the cost of purchasing school library<br />
material. Disbursements from the fund shall be by warrant of the<br />
secretary of finance and administration upon vouchers signed by the<br />
state superintendent or his designated representative. Money in the fund<br />
shall not revert to the general fund at the end of a fiscal year."<br />

BRIEFINGS<br />
<strong>New</strong> <strong>Mexico</strong> librarians will defend privacy. The <strong>New</strong> <strong>Mexico</strong><br />
<strong>Library</strong> Association Executive Board unanimously voted to accept the<br />
American <strong>Library</strong> Association’s (ALA) resolution on the USA Patriot Act and<br />
the measures that infringe on the rights of library users. Librarians in <strong>New</strong><br />
<strong>Mexico</strong> and across the country have expressed great concern over sections in<br />
the USA Patriot Act that allow federal law enforcement officials to search
library computers and circulation records without a court order. The<br />
ALA resolution opposes the federal government’s right to access these records<br />
and encourages libraries to adopt policies that protect patron privacy. ALA’s<br />
president, Mitch Freedman, supported the resolution stating, "Librarians have a<br />
deep commitment to the First Amendment, the freedom to read, and the privacy<br />
of library users. And the USA Patriot Act knocks the hell out of that."<br />
The <strong>New</strong> <strong>Mexico</strong> <strong>Library</strong> Association is a nonprofit organization with a<br />
legislative network promoting library legislation concerning confidentiality of<br />
circulation records, and other issues important to libraries.<br />

11, 2002, teleconference sponsored by the American Association of Law<br />
Libraries, American <strong>Library</strong> Association, Association of Research Libraries,<br />
Medical <strong>Library</strong> Association, and Special Libraries Association provides<br />
libraries and their governing institutions with an analysis of the implications of<br />
recent anti-terrorism legislation. Panelists address key legal issues and policy<br />
implications for libraries and the impact of legislative and regulatory proposals<br />

Libri Foundation grants. The Libri Foundation is currently accepting<br />
applications for its 2003 Books For Children grants. The Libri Foundation is a<br />
nationwide non-profit organization, which donates new, quality, hardcover<br />
children's books to small, rural public libraries throughout the United <strong>State</strong>s.<br />
Since October 1990, the Foundation has donated over $1,840,000 worth of new<br />
children's books to more than 1,600 libraries in 48 states.
In order to encourage and reward local support of libraries, The Libri<br />
Foundation will match any amount of money raised by a library's local sponsor<br />
(s) from $50 to $350 on a 2-to-1 ratio. Thus, a library can receive up to $1,050<br />
worth of new, quality, hardcover children's books. After a library receives a<br />
grant, local sponsors (such as formal or informal Friends groups, civic or social<br />
organizations, local businesses, etc.) have four months, or longer if necessary,<br />
to raise their matching funds.<br />
The librarian of each participating library selects the books her/his<br />
library will receive from a booklist provided by the Foundation. The 700-plus<br />
fiction and nonfiction titles on the booklist reflect the very best of children's<br />
literature published in the last three years. These titles, which are for children<br />
ages 12 and under, are award-winners or have received starred reviews in<br />
library, literary, and education journals. The booklist also includes a selection<br />
of classic children's titles.<br />
Libraries are qualified on an individual basis. In general, libraries<br />
should serve a population under 10,000 (usually under 5,000), be in a rural area,<br />
have a limited operating budget, and an active children's department.<br />
Please note: Rural is usually considered to be at least 30 miles from a<br />
city with a population over 40,000. Town libraries with total operating budgets<br />
over $125,000 and county libraries with total operating budgets over $250,000<br />
are rarely given grants. Applications are accepted from independent libraries as<br />
well as libraries that are part of a county, regional, or cooperative library<br />
system. A school library may apply only if it also serves as the public library<br />
(i.e. it is open to the general public and has summer hours).<br />
A branch library may apply if the community it is in meets the<br />
definition of rural. If the branch library receives its funding from its parent<br />
institution, then the parent institution's total operating budget, not just the<br />
branch library's total operating budget, must meet the budget guidelines.<br />
Previous Books For Children grant recipients are eligible to apply for a<br />
second grant three years after the receipt of their first grant. Libraries that do<br />
not fulfill all the grant requirements, including the final report, are not eligible<br />
for a second grant. Application (postmark) deadlines are March 15, July 15,<br />
and November 15. Award dates are the end of April, August, and December.<br />
Libraries are encouraged to apply for the earliest deadline possible.<br />

PEOPLE NOTES
Phyllis Reed is the new <strong>Library</strong> Director at Ruidoso Public <strong>Library</strong>.<br />
Phyllis has been a librarian for 28 years. Phyllis graduated from South Plains<br />
College and West Texas A&M. She has a Master’s degree in <strong>Library</strong> Science<br />
from East Texas A&M, and a Master’s degree in Information Science from<br />
Texas Woman's University. She has done post-graduate work in <strong>Library</strong><br />
Science and Technology at the University of Texas and the University of North<br />
Texas. The past 12 years she has been library director at a community college<br />
library in Carthage, Texas, where she served not only college students, but<br />
public library patrons as well. She and her husband moved from East Texas to<br />
Ruidoso last July. She says her passion for libraries surfaced when the Ruidoso<br />
library position opened, and she is thrilled to be the new library director for<br />
Ruidoso Public <strong>Library</strong>.<br />
JOBS<br />
Reference head. <strong>New</strong> <strong>Mexico</strong> <strong>State</strong> University <strong>Library</strong> invites<br />
nominations and applications for the position of Department Head for<br />
Reference and Research Services. This position directly reports to the<br />
Associate Dean of the <strong>Library</strong> and is responsible for the daily operational<br />
supervision and management of the department which currently has 13 FTE<br />
faculty, five FTE classified staff, and two FTE students. Program areas include<br />
reference desk services, library instruction, collection development, and<br />
government documents. Specific duties include: responsible for programmatic<br />
planning and personnel management of the department; encouraging the<br />
professional development of staff; as a member of the department heads group<br />
and the management group advises the Dean of the <strong>Library</strong> on library-wide<br />
issues; contributes to meeting library goals/objectives/targets; assures library<br />
services are user satisfaction oriented, works with the dean and development<br />
officer in a highly collaborative setting on fund raising. As a member of the<br />
library faculty will pursue an active and ongoing program of professional<br />
development, research, and service appropriate for his/her rank at the<br />
university. Requires an MLS degree from an ALA-accredited program; a<br />
minimum of five years of progressively responsible experience in public<br />
services within an academic research library setting; demonstrated evidence of<br />
successful progressive supervisory and management experience; excellent<br />
interpersonal, written and oral communication skills; evidence of creativity in<br />
problem-solving; strong organizational skills; strong ability to work in<br />
collaborative group structures; strong in team building skills; demonstrated<br />
leadership skills; effective at multi-tasking. Preferred qualifications include<br />
strong customer-satisfaction service orientation; skills in the<br />
development/implementation of electronic service delivery; extensive, in-depth<br />
knowledge of reference collections; experience in teaching library skills/literacy<br />
using a variety of instructional delivery approaches. This is a 12-month tenuretrack<br />
or tenurable at time of hire position at rank of associate professor<br />
depending upon qualifications. Salary is commensurate with qualifications and<br />
