PRE-TENDER MEETING FOR AGREEMENT ISA-<strong>01</strong><br />

HELD AT 1100 HRS ON 21 NOVEMBER 2<strong>01</strong>1 AT CMRL OFFICE<br />

The Meeting was chaired by Mr. V. Carmelus, Chief General Manager (Systems), CMRL.<br />

3. The participants were advised that all written queries to CMRL, raised on or before 30<br />

November 2<strong>01</strong>1, will be clarified.<br />

4. The issues discussed during the Meeting are as follows:<br />

Q. Whether the Scope of Services of the ISA Consultant includes assessment of On-Board<br />

train signalling equipment, and if so, is it a single or multi signalling based system?<br />

A. The Scope of Services of the ISA Consultant includes assessment of On-Board train<br />

signalling equipment. Details of the systems developed by the ASA-<strong>01</strong> Contractor will<br />

be provided to the successful Tenderer.<br />

Q. Whether documents submitted in languages other than English are to be legalised?<br />

A. Any documents submitted in languages other than English are to be accompanied by an<br />

English translation, refer paragraph 3.1 of Volume 2 of the Tender Documents, and are<br />

to be confirmed/notarised/certified as per the details provided in Volume 2.<br />

Q. Will it be possible to use email communications for written questions?<br />

A. It is acceptable to use email communications for written questions provided that a dated<br />

hardcopy letter containing the same details is also sent as a record. The email address<br />

for this purpose is mailto:cgms.cmrl@tn.gov.in.<br />

Q. Can an Indian company, which is a wholly owned subsidiary, fulfil the qualifying<br />

requirements as per paragraph 1.2 ii) of Volume 2 of the Tender Documents by<br />

including the experience and expertise of the parent company?<br />

A. The individual/Partnership/Consortium/Joint Venture tendering must fulfil the qualifying<br />

requirements on its own.<br />

Q. In the Financial Evaluation, will the Tenderer with the lowest Price be considered to be<br />

the successful Tenderer?<br />

A. The Tenderer with the lowest reasonable Price will be considered to be the successful<br />

Tenderer, subject to having satisfied the eligibility requirements and submitting a<br />

responsive Technical and Financial Package. Refer paragraph 9.1 of Volume 2 of the<br />

Tender Documents<br />

Q. In the 2 nd line of paragraph 8.2 of Appendix 1 of Volume 5 of the Tender Documents, is<br />

the word “Contractor” to be read as “Consultant”?<br />

A. In the 2 nd line of paragraph 8.2 of Appendix 1 of Volume 5 of the Tender Documents,<br />

the word “Contractor” is to be read as “Consultant”. An Addendum will be issued.<br />

Q. In the 1 st and 4 th line of paragraph 1.7 of Volume 2 of the Tender Documents, is the<br />

number “1.4” to be read as “1.5”?<br />

A. In the 1st and 4th line of paragraph 1.7 of Volume 2 of the Tender Documents, the<br />

number “1.4” is to be read as “1.5”. An Addendum will be issued.<br />

Q. Can the Tenderer quote his tendered Price in non-Indian currency?<br />

A. The tendered Price can be quoted in non-Indian currency. The Financial Evaluation<br />

shall be carried out as per paragraph 8.8 of Volume 2 of the Tender Documents.<br />

5. The Chief General Manager (Systems), CMRL, advised the participants that no extension of<br />

the date of submission will be given and requested that any further queries be forwarded as<br />

soon as possible.<br />

6. The Chief General Manager (Systems), CMRL, thanked all the participants for attending.<br />
