For example, because the number of accidents was not going down, the city disagreed with the grand jury recommendation that the city measure the program’s ongoing effectiveness by the number of collisions before and after camera installation. The grand jury insisted that the City Council be provided a regular update on these rates on at least an annual basis, but no such report has been implemented. The City Council later voted to keep the red light cameras. After accepting the chief position in 2007, Cobarruviaz said his main focus would be on reducing overall crime in the community. In a budget recommendation report from then city manager Ingram in June 2010, Cobarruviaz stated: “During the last three years, the highly motivated, proactive efforts of sworn police personnel in our department have had a significant impact on violent crime and other serious crimes in Redwood City. Primarily through police efforts, the department has made significant reductions in crimes such as homicide, aggravated assault and other felony crimes. Simultaneously, they have increased drunk-driving arrests and the issuance of traffic citations, thereby increasing community safety.” In fact, during the 2009–10 fiscal year, Cobarruviaz and the department reduced crime across the board. Criminal homicides in the city dropped to only one. There were only 188 vehicle thefts and 106 total reported assaults. As Cobarruviaz leaves, the changes at City Hall are expected to continue. The City Council recently approved the allocation of $75,000 with Management Partners Inc. to study the city organization and make recommendations on changes. According to Mayor Jeff Ira, the city will discuss the process of searching for a new police chief “over the next few weeks.” In the meantime, Capt. Ed Hernandez and Capt. Chris Cesena will rotate as the acting chief. “I thank you all for your outstanding service and for your commitment to public safety in Redwood City. I salute you and wish you the best in all your future endeavors,” Cobarruviaz said to his officers. Events Around Town Official Grand Opening – Hawes Park Did you know that Hawes Park was the first community park in Redwood City, originally built in 1934? Well, it was, and now it has been totally renovated with new dugouts, bleachers, shade awnings, a score booth, restrooms and new synthetic turf at a cost of nearly $900,000.
