PUTNAM VILLAGER
Hayes finishes investigation after
Froehlich no confidence vote
CONDFIDENCE
continued from page A1
session. However, due to the district’s
legal counsel not being
able to attend, that meeting was
rescheduled for Feb. 14.
Froehlich and his attorney,
Leon Rosenblatt, chose not to be
present for the February meeting.
Rosenblatt was contacted for
comment on the matter, but did
not respond as of press time.
Following the meeting, Hayes
said: “I have given the authority
an update on where I stand with
my inquiry. The Authority will be
scheduling another special meeting
so they can hear both sides of
the story from the union and
from Deputy Chief Froehlich.”
At this time, there has not been
a date set for that meeting. Hayes
said he expects it to be held sometime
within the next two weeks,
adding that Monastersky and
Rosenblatt will both be present.
Froehlich has been placed on
unpaid administrative leave
since Dec. 12, 2011, and has not
spoken publicly on the matter.
According to Hayes, the special
meeting will give Froehlich the
opportunity to give his side of the
story.
“It will be his choice if he
chooses to address the Authority
publicly or in executive session,”
said Hayes.
Hayes said following the meeting
that he could not divulge any
information regarding his findings
from his inquiry and would
not comment on what he was
looking into, other than stating
the vote of no confidence
stemmed from managerial conflict.
Froehlich was the first person
to hold the position of deputy
chief for the town, a position that
was created by Hayes back in
2007. The Local Brotherhood of
Police Officers Local 508 unanimously
cast their vote of no confidence
in Froehlich in October
— since then all discussion surrounding
the matter and Hayes’s
investigation have been held in
executive sessions.
As far as what options the
Special Services District
Authority will have after hearing
both sides, Hayes said those
options are the same as if the
investigation had been done on
any other employee. He noted
that once the Authority is confident
it has received all the facts,
they would move forward in making
a decision concerning
Froehlich’s future employment.
Hayes said “there is no timeframe
that the Authority has to
follow when making its decision.”
Until the next special meeting,
Hayes said, “It’s business as
usual and the department will be
carrying on with its day-to-day
operations of keeping the people
of Putnam safe.”
He said the Feb. 14 meeting
ended his investigation, unless
directed by the district to do
something further.
muscles that land-based therapy could not. I really liked the one on one
treatment between me and my therapist. I have used the treadmill, and
exercised against the jet stream, as well as received massage which
relaxes and relieves the tightness of my muscles and joints.”
“The physical therapist did more than just exercise with me. My
therapist saw how debilitated I was both mentally and
emotionally so she devised an exercise program that not only
helped me physically but she made sure I had the right attitude
toward good health. You don’t exercise to live, you exercise to
live healthy! I’m getting back to doing things that I used to do
that don’t even involve physical activity because now I am
getting the stamina and motivation back through my exercise
to do those things again.”
“I really liked the outpatient program at Westview. I received both
land-based and aquatic therapy while I was a patient. I found the

a person would normally receive when going through land-based

and they are always very friendly and professional. They provided a
great treatment plan.”
