The <strong>minutes</strong> of the meeting held on 11 August were<br />
confirmed as a true and accurate record<br />

Water Safety <strong>New</strong><br />
Zealand<br />
Alan Muir and Matt Claridge spoke about the role of WSNZ.<br />
Made up of member organisations. Est. 1949. Last 20 years<br />
a standalone government organisation. Drowning deaths are<br />
trending down over last 20 years against participation and<br />
population growth<br />
Some emerging trends in regard to age related incidents<br />
and sharp increase in recreation downing (up to 60% of<br />
total).<br />
Focus on Education and Water Safety. Learn to Swim is a<br />
major issue within schools.<br />
Drowning prevention strategy guides WSNZ work with<br />
government. Still unsure of Hillary Council’s role but are<br />
interested in working with the Council.<br />
Discussion around what defines the sector.<br />
Walking Access<br />
Commission<br />
Mark Neeson and Kay Booth spoke about the WAC. The<br />
purpose of the NZ Walking Access Commission is to provide:<br />
“free, certain, enduring, and practical walking access to the<br />
outdoors (including around the coast and lakes, along<br />
rivers, and to public resources) so that the public can enjoy<br />
the outdoors.”<br />
Walking access primary focus, but also interested in<br />
motorised access and other interest groups gaining access.<br />
WAC Strategy is being released for public consultation next<br />
week.<br />

SPARC offered their support and expertise in the<br />
establishment of contestable investment and tribunal<br />
schemes.<br />
Daryl Carpenter presented on the role of the NZMSC, and<br />
the shift over the last few years to a sector-centric<br />
approach.<br />
The membership of MSC includes several government<br />
agencies as well as a large number of NGOs<br />
Daryl also spoke about ONZ being now located at MSC<br />
Nicky Sherriff, Roger Wood and Peter Miskimmin joined the<br />
meeting. A paper was tabled to enable a discussion around<br />
the various organisations, the different scope of<br />
organisations and what is required in the sector.<br />
It was agreed that further information would be presented<br />
to the Council at the November meeting to help inform the<br />
recommendations they wish to make to the SPARC Board<br />
on support for the Outdoor Recreation sector.<br />
Stu to talk to DH about requirement to attend NZRA<br />
conference.<br />
Discussion about Snow Farm. PW declared conflict of<br />
interest. The Snow Farm Trust would like a letter of support<br />
for the maintaining of this opportunity.<br />
