<strong>Kiwi<strong>Sport</strong></strong> Objectives<br />
<strong>Sport</strong> <strong>Wellington</strong> aims to achieve the objectives of <strong>Kiwi<strong>Sport</strong></strong> through the <strong>Wellington</strong> <strong>Kiwi<strong>Sport</strong></strong> <strong>Regional</strong> <strong>Partnership</strong> Fund<br />
<strong>Plan</strong> 2012-15 which outlines how <strong>Kiwi<strong>Sport</strong></strong> funding will be allocated and distributed across the greater <strong>Wellington</strong> region.<br />
<strong>Sport</strong> <strong>Wellington</strong> encompasses the following regions: <strong>Wellington</strong>, Porirua, Hutt Valley, Kapiti Coast and Wairarapa.<br />

<strong>Kiwi<strong>Sport</strong></strong> Funding Streams<br />
<strong>Sport</strong> <strong>Wellington</strong> has two types of funding streams, the non-contestable fund (funding pre-allocated to priorities outlined<br />
above and as explained on page 3) and the contestable fund (a community driven on-line application fund).<br />

<strong>Wellington</strong> <strong>Kiwi<strong>Sport</strong></strong> Non-Contestable Fund<br />
The five key priorities will be addressed with specific non-contestable projects. <strong>Sport</strong> <strong>Wellington</strong> identifies providers<br />
or organisations with the capacity and capability to deliver on these outcomes (this identification may come from<br />
the contestable fund applications). All non-contestable projects must also fufill the requirements and considerations<br />
described on page 4.<br />
Two rounds of consultation support the following projects as addressing the barriers to participation in sport by schoolaged<br />
children across our region.<br />
Fundamental Movements<br />
Skill (FMS) Projects -<br />
objectives are to increase<br />
the skill level of children in<br />
movement, manipulation,<br />
stability, and aquatics.<br />
The FMS project offers Learn to Swim, MoveMprove, Football in Schools and Get<br />
Set Go programmes to schools, every child (year 1 to 6) receives at least one block<br />
of eight lessons. Schools have four programmes to choose from .<br />
The Learn to Ride (LTR) project provides cycle skills training across three grades<br />
for children that is accessible and delievered by both accredited and trained<br />
instructors.<br />
Primary <strong>Sport</strong> <strong>Wellington</strong><br />
Expansion (PWS)<br />
ProjectProject<br />
The PSW Project aims to provide all regions with consistent, high quality<br />
coordination of school sport via the appointment of primary school sport coordinators.<br />
Generic Entry Level<br />
Coaching Course (GELCC)<br />
Project<br />
The GELCC Project is a non-sport specific coaching initiative designed and<br />
targeted at participants with an interest in coaching. GELCC aims to increase the<br />
quality, skill level and confidence of new and future coaches.<br />
Student <strong>Sport</strong> Transition<br />
Project (SSTP)<br />
The SSTP Project aims to provide information, training, support and facilitate<br />
connections to develop a seamless transition and participation by student in sport<br />
through and beyond school.<br />
Strengthening Secondary<br />
School <strong>Sport</strong>s (SSSP)<br />
Project<br />
The SSSP Project aims to provide new sporting opportunities for secondary school<br />
students through partnerships with sports and providers of sport with the goal of<br />
increasing participation and new participants.<br />
Secondary School <strong>Sport</strong><br />
Support (SSSS) Projects<br />
Change to funding via <strong>Kiwi<strong>Sport</strong></strong> negatively impacted the ability of some schools to<br />
attain funding for secondary school sports coordinators. <strong>Sport</strong> <strong>Wellington</strong> has given<br />
priority to investing in secondary schools that wish to retain sports co-ordinators.<br />
This project consists of three components which work together to support sporting<br />
participation in secondary schools:<br />
• Engaging new volunteers to coach and manage teams<br />
• Supporting these volunteers to do an effective job<br />
• Increasing opportunities to participate for current non-participants<br />

The <strong>Wellington</strong> <strong>Kiwi<strong>Sport</strong></strong> Contestable Fund is a community driven on-line application fund where schools, clubs, sports<br />
and community organisations can apply for funding with a focus on providing new or expanded sporting opportunities<br />
for school-aged children. <strong>Sport</strong> <strong>Wellington</strong> will look to invest in organisations which have programmes or projects that<br />
demonstrate a strong focus on more kids playing sport in or out of the school setting.<br />

Requirements for Funding<br />
The following requirements will be used to determine applicant’s eligibility for funding. All applicant’s must provide the<br />

Allocation of the <strong>Wellington</strong> <strong>Kiwi<strong>Sport</strong></strong> Fund<br />
The proportion of allocated funding for 2012-15 will be 80% non-contestable (allocated to initiatives identified on page<br />
3) and 20% contestable (allocated via the community driven on-line application process). The allocation of contestable<br />
funding WILL NOT go below 20% but may exceed 20%.<br />

<strong>Sport</strong> <strong>Wellington</strong> has ruled out ring-fencing monies which specifically target age groups or geographic areas. <strong>Sport</strong><br />
<strong>Wellington</strong> is willing to fund programmes or projects over a three year time frame to ensure a level of security and<br />
sustainability for the project and to enable a bigger difference.<br />
<strong>Partnership</strong> Contribution<br />
An expectation of the <strong>Wellington</strong> <strong>Kiwi<strong>Sport</strong></strong> <strong>Regional</strong> <strong>Partnership</strong> Fund is that all applicants and/or partners will contribute<br />
financially to their programme. <strong>Kiwi<strong>Sport</strong></strong> will not fund any applicant 100%. The level of partnership contribution acceptable<br />
will be determined by how well an application meets the <strong>Kiwi<strong>Sport</strong></strong> objectives, priorities, requirements and considerations.<br />
For the purpose of funding equality, the level of partnership contribution is OUTCOME based.<br />

Financial partnership contribution may be derived from the applicant directly or from partners associated with the applicants,<br />
e.g. participation fees, <strong>Kiwi<strong>Sport</strong></strong> direct fund, contribution from sports, clubs or schools, community or trust funding,<br />
sponsorship, regional and national affiliates.<br />
<strong>Sport</strong> <strong>Wellington</strong> has largely ruled out the use of “In-Kind” contribution unless it represents a significant element of the<br />
applicants for funding. For example, the provision of volunteer time would not be regarded as an existing element and not<br />
recognised specifically for funding purposes. However, the provision of contra for transportation or significant volumes of<br />
sports equipment may be considered.<br />

Celebrating <strong>Wellington</strong> Region’s <strong>Kiwi<strong>Sport</strong></strong> Success<br />
Have a Go @ Surfing - SurfingNZ<br />
‘Have a Go Surfing Day’ aims to use the surfing programme as part<br />
of the school sporting curriculum to help increase the participation of<br />
children at a grass roots level. Surfing NZ hopes to introduce coaching<br />
and development programmes, therefore enabling schools to offer a fun<br />
and exciting addition to the mainstream sports performed at school.<br />
Lee Ryan, Development Manager at Surfing NZ said ‘this is the first<br />
time we have brought the ‘Have a Go Surfing days’ to <strong>Wellington</strong> and<br />
it’s been a fantastic opportunity to give the kids a taster of what surfing<br />
is all about. It’s a great way to hook kids in; not only are we offering the<br />
children a fun and enlightening taster day, but we are teaching them<br />
vital beach water safety skills also’. more info<br />
<strong>Sport</strong>s Jam is a kid’s sports skills and leadership programme, which<br />
focuses on the development of fundamental sporting skills within primary<br />
and intermediate school children, as well as training and developing<br />
senior school student’s sports coaching skills. Ben Hannah, <strong>Sport</strong>s<br />
Jam Director, said ‘the programme allows year 12 and 13 students<br />
a chance to gain a ‘Growing Leaders’ coaching qualification by <strong>Sport</strong><br />
NZ.<br />
<strong>Sport</strong>s Jam - Waikanae School<br />
This involves planning and developing sports coaching sessions,<br />
learning rules and regulations, and policies and practices for the<br />
programme. To complete their coaching qualification they need to do<br />
15 hours of practical coaching, which is covered over the five days the<br />
programme is run’. <strong>Sport</strong> Jam is based in a fun learning environment,<br />
helping to develop key fundamental movement skills within young<br />
children and gives them a taster of many different sports. more info<br />
