TENDER FOR LEASING OF SLRs AND ASSISTANT GUARD’S CABINS
TENDER NOTICE No.J/C 442/11/2011 dt 2.4.2012.
The Senior Divisional Commercial Manager, Southern Railway, Palakkad
- 678002 for and on behalf of the President of India invites sealed tenders from
Registered lease holders of Palghat Division of Southern Railway for leasing of
Brake Van (SLR) space of 4/8/12 tonnes and 1 tonne space of Assistant
Guard’s Cabin by mail/express/passenger train on payment of lumpsum rates
(amount varies from train to trains) for loading of their parcels by the following
trains for a period of 3 (Three years). Any person or Cargo operator or
transporters, having Indian citizenship or any agency or company registered in
India who have not so far registered with Palghat Division - Southern Railway,
can apply for registration duly remitting the prescribed registration fee Rs
25,000/-(Rupees Twenty five thousand only) for category “B” (Leasing of Brake
Van/SLR) and Asst.Guard’s Cabin (AGC) or Rs 5000/- (Rupees Five Thousand
for Category “C” (Leasing of Asst. Guard’s Cabin (AGC) alone and after
obtaining the Certificate of registration can participate in the tender.
Applications for registration received up to 13.4.2012 only will be processed on
priority for registration to enable to participate in this tender.
Interested parties who desire to avail the space of one year or more
luggage compartment (LCs) 4 tonne each) should apply separately for each
Luggage compartment/Asst. Guard’s cabin as well as for each individual train
and pay separate EMD as applicable for each luggage compartment/Asst.
Guard’ cabin. Maximum compartment available are 3 (Three) as mentioned in
column 9 called as first luggage compartment of front brake van, second
luggage compartment of front brake van and first luggage compartment of Rear
Brake Van and Asst. Guard Cabin.

THE SALIENT FEATURES OF LEASING OF SPACE IN BREAKEVANS (SLR) IN
MAIL/EXPRESS TRAINS
Loading and un-loading will be permitted at all intermediate stations where
stoppage of the train is 5 minutes or more.
THE SALIENT FEATURES OF LEASING OF SPACE IN ASSISTANT GUARD
CABIN IN MAIL/EXPRESS/PASSENGER TRAINS;
The weight of individual packets carried in the Asst. Guard Cabin
should not exceed 25 kgs.
Loading and un-loading will be permitted at all stopping stations enroute
irrespective of stoppage time of the train at intermediate
stations.
In case of trains involving reversal of engine at intermediate junction
station, leasing of Assistant Guard Cabin is permitted to provided the
lease holder agrees to transship his consignments from front brake
van to rear brake van at the junction where train reverses.
Transshipment should be done within the scheduled stoppage of
train.
One representative of the leaseholder will be permitted in the Asst
Guard’s cabin of the train free of charge with an authority issued by
Railways.
COMMON SALIENT FEATURES FOR LEASING OF SPACE IN
BREAKEVANS (SLR) AND ASSISTANT GUARD CABIN (AGC) OF
MAIL / EXPRESS / PASSENGER TRAINS:
1. The tenderers are requested to specifically mention the
requirement of 4 tonne LCs and the days in a week required by
them.
2. Payment of lump sum freight should be done one day in advance
from the nominated day of loading at the originating station.
Accordingly leaseholder shall be required to deposit lump sum
leased freight one day in advance from the nominated day of
loading.
3. Earnest Money Deposit of the successful bidder would be
converted into a part of Security Deposit.
4. Only Registered Lease holders can participate in the tender.
However tenderers/prospective leaseholders can also participate in
this tender provided they submit their application for registration
on or before 13.4.2012 and get themselves registered before
opening of tenders.
5. If no offer(s) are received above the prescribed Reserve Price,
railways may consider offer(s) below Reserve price for reduced
period. However for trains notified under Rajdhani Parcel Service
®, offer below 100% will not be accepted.

6. In addition to the lump sum leased freight, the leaseholder will
have to pay 2% of the accepted rate towards development charges
on parcel services to fund dedicated Freight Corridor (DFC).
7. No Budgetary increase shall be applicable during the currency of
the contract. The tenderer while submitting his tender, shall be
required to give the following information in the tender form, failing
which his tender will not be considered.

i. Number of days lease required. In case where the lease holder
does not want to operate the lease contract on all the days of
service available, then he shall be required to mention the
specific day of week (Say-Monday, Tuesday, Wednesday,
Saturday etc) on which he wants to operate the lease contract.
ii. Number of exemption days required. In case, where the lease
holder does not want to operate the lease contract on regional
festival days viz Onam, Vishu, Pooja, Diwali, Christmas etc,
then he shall be required to mention the specific festival days
on which he does not want to operate the lease contract.
iii. Number of days leave required (@ only after 30 lease operations
i.e maximum 12 leave during the year)
iv. Number of anticipated non loading days required during a year
@ 1 day non loading after 6 operations (maximum upto 52 days
in an year)
The highest bid will be determined on the basis of total value
of earnings offered by the prospective lease holder on the
basis of details given in para 8 i, ii, iii & iv of the common
salient features in during the year. The tenderer shall be
required to indicate in the tender form number of loading
days, number of exemption days, number of days of leave
and number of days of non loading leave (anticipated), he
wants to avail during the year.
The tender will be evaluated on the basis of highest valuation
taking into account number of loading days, number of
exemption on regional festival days, number of days of leave
and number of days of non loading specified by the tenderer
in the tender form. For example- if a tenderer wants to
operate lease contract 5 days in a week and desires to avail 9
days exemption on regional festival days and 20 days nonloading
during a year. The contractual value of his tender
will be worked out as per the following method

Thus, the tender will be evaluated for 231 days full leased
freight + 20 days (non-loading) on the basis of 25% of freight
+ 9 days (leave) zero freight.
The remaining days of service during a week may be offered
to the second highest bidder in the same tender. The Railway
Administration may negotiate with the second highest bidder
to match with the rate of highest bidder, with a view to lease
out parcel space of the AGC/SLR for remaining days of week.
If all the days of service are not leased out in such manner,
fresh tender may be called for by Railway for remaining
number of days.
The tenders should be submitted in a sealed cover (Sealed with wax)
in the prescribed Tender form only along with proof of his registration
as leaseholder with Palghat Division, Southern Railway duly enclosing
a photocopy of his registration certificate. Separate tender forms
should be submitted for each train duly mentioning the no. of luggage
compartments required for each train. EMD is to be paid separately
for each Luggage Compartment. In case of Asst. Guard’s Cabin,
tender forms should be submitted separately for each train. The
tender form along with Terms & Conditions can be obtained from the
office of Senior Divisional Commercial Manager, Palghat Division, on
all working days between 10.00 hrs and 17.00 hrs. The cost of
Tender documents is not refundable. An amount of Rs.500/- (Rupees
five hundred only) extra has to be paid for each Tender document, if
requisitioned by post.

The Tender documents will be available in website;
www.sr.indianrailways.gov.in. The same can be down loaded and used as
Tender documents for submitting the offer. A separate demand draft
for Rs.275/- in case of SLR and for Rs.110/- in case of AGC (drawn in

favour of Sr.Divisional Financial Manager, Palghat Division, Southern
Railway) should be submitted towards the cost of Tender document down
loaded along with Tender.
In case the offer is not accompanied with valid demand draft for
the cost of Tender documents, the Tender would be summarily rejected.
The earnest money may be paid in cash to the Sr. Divisional
Cashier (Pay), Southern Railway, Palghat Division, Palakkad -02 through
this office and the original cash receipt enclosed along with Tender
documents or the Earnest Money may be paid in the form of a Demand
Draft drawn in favour of Sr. Divisional Financial Manager, Southern
Railway, Palghat Division, Palakkad and enclosed along with the Tender
Document. Each tender should accompany with an Earnest Money
Deposit as detailed below: Tender forms submitted without enclosing the
cash receipt or Demand Draft towards the required EMD will be treated
as invalid and summarily rejected.

The Tender documents are not transferable. Separate Tender forms
should be submitted for each train (each item number) in separate sealed cover
(sealed with wax). On the sealed cover, in case of leasing of SLR space it
should be clearly mentioned as “Tender for Leasing of Brake Van (SLR) space of
Train Number……………. “ for which applied for. In case of leasing of
Asst.Guard Cabin space it should be clearly mentioned as “Tender for Leasing
of Asst.Guard cabin of Train No. ……….. “For which applied.
The Tender documents in a sealed cover (sealed with wax together with
required Earnest Money Deposit should be dropped in the tender Box kept in
the Office of the Senior Divisional Commercial Manager, Southern Railway,
Palghat Division, Palakkad - 02 on the dates as detailed below:

Tenders dropped in the Tender Box within the stipulated time alone will
be opened and considered on merits. Late, delayed, incomplete forms, and
Tenders without requisite Earnest Money Deposit and Registration Certificate
will summarily be rejected. Tenders sent by Post/VPP/Courier service will not
be accepted. Tenderers can be present at the time of opening of the Tender or
their authorized representatives with authority letter, if they desire so. In case,
the date of opening of Tender happens to be a declared holiday. Tenders will
be opened on the following working day.
