This guidance is for departments that support M<strong>in</strong>isters with roles and<br />

responsibilities <strong>in</strong> relation <strong>to</strong> <strong>Crown</strong> entities. It is part of a set of advice<br />

developed by central agencies <strong>to</strong> help responsible M<strong>in</strong>isters, their<br />

departments, and boards improve the performance of <strong>Crown</strong> entities<br />

under the <strong>Crown</strong> <strong>Entities</strong> Act 2004 (“the Act”) 1 . This guidance should<br />

be read <strong>to</strong>gether with Cab<strong>in</strong>et Office Circular CO (99) 13 M<strong>in</strong>isters’<br />

Roles and Responsibilities <strong>in</strong> <strong>Relation</strong> <strong>to</strong> <strong>Crown</strong> <strong>Entities</strong> 2 .<br />

This guidance applies <strong>to</strong> departments’ engagements with <strong>Crown</strong><br />

agents, au<strong>to</strong>nomous <strong>Crown</strong> entities (ACEs) and <strong>in</strong>dependent<br />

<strong>Crown</strong> entities (ICEs) – which are the three types of statu<strong>to</strong>ry entity<br />

described <strong>in</strong> the Act. Moni<strong>to</strong>r<strong>in</strong>g approaches will be tailored <strong>to</strong><br />

respect differences between types of entities, and each entity’s<br />

enabl<strong>in</strong>g legislation.<br />

The term “moni<strong>to</strong>r<strong>in</strong>g department” is <strong>in</strong> common usage, and this<br />

circular cont<strong>in</strong>ues this practice. A department’s work <strong>in</strong> relation <strong>to</strong> a<br />

<strong>Crown</strong> entity <strong>in</strong>volves a diverse range of activities, however, such as<br />

board appo<strong>in</strong>tments, <strong>in</strong>teractions on strategic plann<strong>in</strong>g, direction and<br />

budget, as well as ongo<strong>in</strong>g performance moni<strong>to</strong>r<strong>in</strong>g, advice and<br />

report<strong>in</strong>g.<br />

Overview<br />

Moni<strong>to</strong>r<strong>in</strong>g departments work for their M<strong>in</strong>ister. They are expected<br />

<strong>to</strong> help M<strong>in</strong>isters:<br />

• focus on results for New Zealanders – as well as output and<br />

fiscal results<br />

• improve strategic alignment of departments and entities with<strong>in</strong><br />

their area<br />

• build an effective medium and long-run focus and direction<br />

• ensure vital outputs are delivered well, and produce the results<br />

<strong>in</strong>tended<br />

• assess non-f<strong>in</strong>ancial and f<strong>in</strong>ancial performance<br />

This Cab<strong>in</strong>et Office Circular is about <strong>to</strong> be updated <strong>to</strong> take account of the<br />

<strong>Crown</strong> <strong>Entities</strong> Act 2004 and other developments. The 2006 Circular will be<br />
