SECTION-II
General Instruction to Tenderer
1. Tender should be submitted only in the prescribed form marked “rate schedule”
(Sec.XIV), which has been enclosed with tender documents.
2. No amendment in the rate quoted in the rate schedule will be permitted after opening of
tender.
3. Rates should be quoted in rupees. Basic unit price, excise duty, sale tax etc. should be
shown separately and final rate should be quoted in figures and words.
4. Each page of the tender documents should be signed by the tenderer with stamp and all
documents should be submitted.

5. “Sealed Tender” can either be dropped in the “Sealed Tender Box” kept in the Security
Section of office of Indira Gandhi Rashtriya Manav Sangrahalaya or sent by post.
6. Tenders received in “Sealed Cover Only” sent by post will be accepted up to 16:00 Hrs.
of the date of opening of the tender.
7. Tenderer may contact Dr. Rakesh Mohan Nayal, Security Officer, for any clarification, if
necessary.
8. The tender documents are not transferable.
9. Tenderers are invited to present themselves or through their representative at the time of
opening of tender.
10. Submission of tender will bind the tenderer to the acceptance of all conditions specified
in the tender documents. Tenderer shall not impose any conditions of his own.
11. The Director IGRMS reserves the right to black list a tenderer for a suitable period in
case, he/she fails to honour his/her tender without sufficient ground.
12. Tenderer must submit authorization/ OEM Certificate of concerning Company for
participating in the tender.
13. The Director IGRMS reserves the right to counter offer the price against the price quoted
by the tenderer and negotiate the rates if the price quoted is unreasonably higher than the
market rate.
14. The Contractor shall warrant that the stores to be supplied shall be new and free from
defects and faults in material, workmanship and manufacture and shall be of highest
grade and in sealed and packed conditions.
15. Replacement at site under warranty clause shall be made by the contractor free of all
charges at site including freight and other incidental charges.
16. Canvassing in any form will be a sufficient ground for rejection of tender.
18. Tenderer should have Service Centre at Bhopal.
19. Tenderer may visit the Gallery and sites of installation for his convenience.
SECTION-III
Experience Criteria
1. The Tenderer must have executed atleast three works of similar nature for not less than 2
crores in a year in the last three financial year i.e. 2007-2008, 2008-2009 & 2009-2010
in Central Govt./ State Government/ P.S.U.
2. The contractor shall submit list of the works completed and testimonials of their
satisfactory completion from the Department concerned with the tender.
3. The contractor shall submit the P & L accounts and balance sheets of his firm for the last
three years with the tender.
4. The contractor shall furnish latest Income Tax Certificate before award of work.

SECTION-IV
Validity period
1. The validity period of the tender shall be normally Ninety days from the date of opening
of tender.
2. The validity period may be extended beyond one year if so agreed upon mutually
without any hike in the rates quoted.
SECTION-V
Earnest Money Deposit (E.M.D.)
1. E.M.D. Rs. 50,000/- in the form of Account Payee Demand Draft drawn on any of the
Nationalized Bank in favour of the Director, Indira Gandhi Rashtriya Manav
Sangrahalaya, Bhopal should be sent along with the tender.
2. Tender not accompanied with prescribed E.M.D. is liable to be rejected.
3. E.M.D. of non-successful tenderer will be refunded after final acceptance of tenders and
within reasonable time but not later than 45 days of opening of tender or 30 days after
award of L.O.I. which ever is later. The E.M.D. will carry no interest.
4. The E.M.D. of successful tenderer will be refunded after the security is deposited.
5. The E.M.D. will be forfeited if the tenderer withdraws his offer before final acceptance
of tender.
6. The E.M.D. of the successful tenderer shall also be forfeited if the tenderer fails to
deposit the security when required to do within the specified period.
SECTION-VI
Security Deposit
1. The successful tenderer shall be liable to furnish requisite Security Deposit within two
weeks from the date of issue of award letter.
2. The rate of Security Deposit will be 5% of the contract value.
3. The Security Deposit will be refunded on completion of the guarantee period.
4. The Security Deposit will not carry any interest.
5. Security Deposit will be forfeited if the tenderer fails to complete obligations under the
contract.
SECTION-VII
Bid prices, Taxes and Duties
1. The vendors should furnish the correct excise/ customs duty and other taxes in the price
schedule. If they are found not admissible or incorrect subsequently, the vendors will be
liable to refund such non-admissible amount along with penalty.
2. The IGRMS reserves the right to ask the contractors to submit the documentary proof
confirming the correct Tariff Head from the Tax authorities where the tariff head
furnished against the particular tendered item by the different bidders differ from each
other.

SECTION-VIII
Evaluation of Bids
The evaluation and comparison of responsive bids will be done on the basis of net cost
to IGRMS on the prices of supply, installation, testing and commissioning as indicated
in the price schedule in the tender document.
SECTION-IX
Stores and Safety
All stores and materials required for the work shall be arranged at work site by the
contractor from his own sources. However, safe custody of the material stored will be
the responsibility of contractor.
SECTION- X
Date of Completion
Date of successful performance testing shall be taken as completion date of work.
SECTION-XI
Payment Terms
1. Payment shall be made after the satisfactory completion of installation of the
equipments commissioning and on production of the following documents:
a) Bills in duplicate
b) Delivery Challan
c) Consignee's receipts on Delivery Challan.
2. In case Security Deposit is not paid earlier, SD @ 5% of the bill will be
deducted.
3. Income Tax shall be deducted on the gross amount of the bill.
4. Payment will be made by Account Payee Cheques.

TECHNICAL SPECIFICATIONS OF CCTV SURVEILLANCE SYSTEM
CCTV stands for Closed circuit television - the signals are for the use by a closed
community and are not for public domain as against a normal broadcast TV.

Scope of Work
The scope of work shall include the complete design, engineering, supply, delivery, and
storage at site, installation, testing and commissioning of a fully functional and complete
CCTV system. All accessories and fitting hardware such as brackets / poles together with
associated masonry work are included in the scope of work.
The system shall comprise the following sub-systems:
The scope is deemed to include all components, accessories and equipment required to
implement a fully functional CCTV system regardless of whether they are explicitly
mentioned or not.
Documentation to be submitted shall include but not be limited to schematic drawings of the
CCTV system with all the components shown, data sheets and catalogues of equipment
offered, and operation and maintenance manuals.
The equipment offered shall meet the minimum standards as stated in the following
specifications.
Original Equipment Manufacturer of Video Surveillance System shall have base with
technical support function in all regions especially in MP and service support through
authorized partners.
Manufactured products shall have quality system compliance and shall be either UL or CE
(EN) or FCC certified.
Every control room of surveillance system shall be capable of getting connected to the
optical or other communication backbone.
The power supply available shall be 220 V / 50 Hz AC +/- 10%. All modules of the
surveillance system should work using this power supply only with requisite converters, if
required.
All the cameras and other modules of Video Surveillance System shall be modular in
construction. In case of upgradation of such modules in future, it shall be possible to
upgrade them without replacing the entire modules.

SECTION- XV
Guarantee Period
The guarantee shall be valid for twelve months after successful performance testing. The
contractor shall guarantee that all equipments will be free from any defect due to defective
material and/or bad workmanship and also the equipments will work satisfactorily and
efficiently.

Any part found defective during this period shall be replaced free of cost by the
contractor. The service of the contractors personnel, if required during this period
shall be made available free of cost to the IGRMS.
The contractor shall depute his representative within 36 hours of notification of the
defect.
The representative of contractor shall assess the nature of defect and finalize the time
schedule for the remedial action in consultation with the officer of IGRMS.
In case, the contractor fails to depute his representative within 36 hrs of notification
of the defect or fails to take remedial measure within the time schedule as fixed
IGRMS may proceed to do so at the contractors risk and expenses and without
prejudice to any other right.
The contractor shall visit and inspect the work in the presence of an IGRMS official
once in three months during the guarantee period to check the health of installations.
The officer I/C of IGRMS shall certify this fact. In case the contractor does not
comply with this provision in respective quarter period, 10% of security amount will
be forfeited by the IGRMS for each quarter.

SECTION- XVI
Undertaking
1. I/we have read and examined the NIT, general instructions to Tenderers, Schedule of
quantity, technical data specifications for supply installation, testing and
commissioning of CCTV surveillance system.
2. I/we hereby tender for the execution of work in accordance with the specifications,
designs & instructions.
3. I/we hereby declare that I/we will treat the tender documents and other records
connected with the work as secret/confidential documents and will not communicate
information derived there from to any person other than to whom I/we am/are
authorized to communicate the same or use the information in any manner
prejudicial to the safety or interest of IGRMS.
