DEFINITION OF TERRORISM “Acts by non-state actors involving the threatened or actual use of illegal force or violence to attain a political, economic, religious or social goal through fear, coercion, or intimidation.”
DEFINITION OF TERRORISM (CONT.) Mandatory inclusion criteria: – The incident must be intentional – the result of a conscious calculation l on the part of a perpetrator. t – The incident must entail some level of violence (includes property violence) or the threat of violence. – There must be sub-national perpetrators At least two of the following criteria must be met: 1) The act must be aimed at attaining a political, economic, religious, or social goal. In terms of economic goals, the exclusive pursuit of profit does not satisfy this criterion 2) There must be evidence of an intention to coerce, intimidate, or convey some other message to a larger audience (or audiences) than the immediate victims. 3) The action must be outside the context of legitimate warfare activities, i.e. the act must be outside the parameters permitted by international ti humanitarian i law (particularly l the admonition against deliberately targeting civilians or non- combatants). .)
