Comprehensive Plan:<br />
The applicant is proposing to provide for additional detached premise signs along the<br />
Preston Road and Frankford Road frontages. The applicant will be providing specific<br />
planting areas around each sign to s<strong>of</strong>ten their presence.<br />
As a result, the applicant’s request is in compliance with the Economic and Urban<br />
Design Elements, respectively, as outlined in forward<strong>Dallas</strong>!<br />

Policy 2.2.6 Restore <strong>Dallas</strong> as the foremost retail location in the region.<br />

STAFF ANALYSIS:<br />
Policy 5.2.4 Enhance retail, industrial and business operations.<br />
Land Use Compatibility: The request site is developed with a multi-tenant<br />
<strong>of</strong>fice/financial institution/retail project with significant pedestrian amenity areas<br />
throughout the development. The applicant is proposing amendments to the PDD to<br />
provide for additional detached sign provisions.<br />
Surrounding land use is a mix <strong>of</strong> retail and <strong>of</strong>fice uses at the remaining three corners <strong>of</strong><br />
the intersection Preston Road and Frankford Road. These uses transition to residential<br />
uses <strong>of</strong> mixed densities (single family and multifamily structures) in their respective<br />
directions. Lastly, single family uses and a private school border the site’s eastern and<br />
southeastern boundary.<br />
When compared to existing ordinance language, the applicant’s request represents the<br />
following deviation from existing sign regulations:<br />
1) provide for one additional detached premise sign;<br />
2) a five-foot reduction in required setback for one proposed sign (Type B as located<br />
on the detached premise sign plan); and,<br />

3) permit detached signs within 200 feet <strong>of</strong> the intersection <strong>of</strong> two thoroughfares.<br />
Staff has determined the applicant’s requested locations are oriented along the site’s<br />
respective thoroughfare frontage and do not impact surrounding uses or sight lines at<br />
ingress/egress points or the Preston Road/Frankford Road intersection.<br />
Based on the attached amending conditions as well as the acceptance <strong>of</strong> the detached<br />
premise sign plan and detached premise sign landscape plan, the request is supported<br />
by staff.<br />
Traffic: The Engineering Section <strong>of</strong> the Department <strong>of</strong> Development Services has<br />
reviewed the requested amendment and determined it will not significantly impact the<br />
surrounding street system.<br />
Landscaping: PDD No. 268 requires landscaping for each phase <strong>of</strong> development to<br />
be approved by the <strong>City</strong> Plan Commission (in conjunction with a CPC approved<br />
development plan). The applicant’s request does not require additional landscaping,<br />
however, staff has worked with the applicant to provide for specific foundation planting<br />
areas around each sign which is depicted on the attached detached premise sign<br />
landscape plan.<br />

PROPOSED AMENDING CONDITIONS<br />
ARTICLE 268.<br />
(a) All signs must comply with the provisions for an SC Shopping Center District<br />
contained in Chapter 51. For purposes <strong>of</strong> this section, “premise" is defined as the<br />
entire <strong>Property</strong>.<br />
(b) Detached premise signs are permitted in the locations shown on the detached<br />
premise sign plan (Exhibit 268_). The maximum effective areas and maximum sign<br />
heights are as shown on the detached premise sign plan.<br />
(c) Sign landscaping must be provided as shown on the detached premise sign<br />
landscape plan. Signs existing as <strong>of</strong> (passage <strong>of</strong> amendment) must be landscaped<br />
within _______. Each new sign must be landscaped before the final inspection on that<br />
sign.<br />
(d) Sign landscaping must be maintained in a healthy, growing condition.<br />
