Different categorisations of<br />

cigarette seizures<br />

In order to provide a more detailed analysis on the<br />

situation of reported seizures of cigarettes several<br />

distinctions have been made. The first group relates<br />

to seizures of cigarettes which have been reported as<br />

regular brand cigarettes (excluding counterfeits). This<br />

includes ‘cheap whites’ as well as seizures registered<br />

in the CEN system as ‘unknown’ or in which details<br />

concerning the indication of authenticity have been<br />

left blank.<br />

Another distinction is made for cigarette seizures above<br />

and equal to 100,000 and below 100,000 pieces. An<br />

overview will be provided in terms of seizures of<br />

cigarettes which have been reported as counterfeit and<br />

finally a brief section on “cheap whites” will follow.<br />

Chart 3 demonstrates the top 5 reporting countries by<br />

the number of reported seizures. It is important to note<br />

that Italy has doubled its seizure reports when<br />

compared to 2012, having become the top reporting<br />

country in <strong>2013</strong>.<br />

Following Italy, Poland and the Russian Federation<br />

are evidenced as the second and third highest<br />

reporting countries respectively. For <strong>2013</strong> it is<br />

important to note a significant increase in seizures<br />

reported by Brazil, Latvia, the United Kingdom,<br />

Argentina and Belarus when compared to the number<br />

of cases reported in 2012.<br />

It is also noteworthy to highlight that South Africa<br />

appears as a high and newly reporting country for <strong>2013</strong>.<br />

For the top 10 departure countries for cigarettes<br />

seizures (see Chart 4) a more or less consistent increase<br />

is observed in all featured countries.<br />

The top three identified departure countries in <strong>2013</strong><br />

were Tunisia, closely followed by the Ukraine, Russian<br />

Federation and Belarus.<br />
