When the economic recession worsened in recent months,<br />

the number of homeless families sleeping in<br />

New York City’s shelters reached its<br />

highest point since modern homelessness began.<br />

Accelerating job losses, a widening housing affordability<br />

gap and flawed City policies are largely responsible.<br />

Permanent housing programs are a proven, cost-effective way to<br />

stem family homelessness. Emergency shelter costs $38,000 per year<br />

per family – half of which is paid by the City and State. However,<br />

targeting Federal housing aid to homeless families will reduce the<br />

family shelter population and save taxpayer dollars – a high priority<br />

given the fiscal crisis. The Coalition will continue to partner with the<br />

New York City Congressional delegation to work toward this end.<br />

“Two years ago I was working in a grocery store, making<br />

minimum wage. There was no way I could afford an<br />

apartment for my daughter and me. If it wasn’t for the<br />

Coalition, we’d probably still be living in a shelter. The<br />

Rental Assistance Program found us an apartment in the<br />

Bronx and helped us pay our rent. They also helped me<br />

find a better job, so when I leave the program next month I<br />

can handle the rent on my own. Knowing that I can provide<br />

for my family is the best feeling in the world.”<br />

p r o g r a m s<br />

CRISIS SERVICES<br />

Our Crisis Services provide a lifeline to homeless men, women and<br />

children who are in the midst of an emergency and require immediate<br />

relief.<br />

Crisis Intervention<br />

We provide immediate emergency assistance to homeless men,<br />

women, and children every day. In addition to providing small<br />

grants for basic necessities, Crisis Intervention helps connect<br />

homeless New Yorkers with essential benefits, treatment, shelter,<br />

and housing.<br />

Eviction Prevention<br />

Sheltering a family in New York City costs roughly $38,000 per<br />

year. The Coalition’s Eviction Prevention Program helps families<br />

and individuals avoid shelter and remain in their homes by providing<br />

one-time grants for rental arrears to clients who can demonstrate<br />

the ability to pay rent going forward.<br />

CLIENT ADVOCACY PROJECT (CAP)<br />

CAP provides intensive case management to long-term shelter residents<br />

with mental and physical disabilities who are eligible for SSI<br />

or SSDI benefits through the Social Security Administration and<br />

transitions them to permanent supportive housing.<br />

GRAND CENTRAL FOOD PROGRAM (GCFP)<br />

We serve up to 1,000 meals throughout Manhattan and the Bronx<br />

to homeless and low income individuals and families every night<br />

of the year. In addition to a nutritious meal, they receive support<br />

from our mobile outreach worker who connects them to other<br />

Coalition services.

YOUTH SERVICES<br />

Our Youth Services break the cycle of poverty by engaging<br />

homeless boys and girls in constructive activities that promote<br />

healing and empowerment.<br />

CAMP HOMEWARD BOUND<br />

Each summer, Camp Homeward Bound provides three 16-day<br />

sleep-away sessions at Harriman State Park for hundreds of boys<br />

and girls. Camp provides a safe haven, away from the harsh life<br />

of city streets and shelters, where they have fun and make friends,<br />

while learning reading, math and science.<br />

Bound for Success After School and<br />

Summer Day Camp Programs<br />

These programs provide quality academic and life skills<br />

instruction to children living in New York City’s homeless shelter<br />

system through a comprehensive curriculum and recreational<br />

activities.<br />

LONG-TERM SOLUTIONS<br />

Our Long-Term Solutions address housing and employment<br />

challenges by providing homeless and low-income individuals<br />

with job skills and stable homes.<br />

First Step Job Training Program<br />

First Step empowers homeless and low-income women to take<br />

the first step toward self-sufficiency through client-centered<br />

occupational and life skill development, as well as job search<br />

assistance and job placement.<br />

RENTAL ASSISTANCE PROGRAM (RAP)<br />

RAP helps homeless New Yorkers living in the shelter system<br />

who are employed full-time, but are still unable to afford housing


“First Step changed my life. I was a victim<br />

of domestic abuse, and suddenly found myself<br />

homeless with two small kids. The Coalition<br />

took us in and helped me find a safe home. But<br />

I struggled to pay my rent. Then I heard about<br />

how I could get job training through First Step.<br />

The skills I learned helped me land a clerical<br />

job at a law firm. Now I’m back in school<br />

studying to be a paralegal, and my oldest son<br />

is starting college in the fall. I still go back to<br />

First Step to talk to the new students because It’s<br />

really important to me to be able to give back<br />

now that I can!<br />

by providing monthly rent subsidies as well as budgeting and<br />

counseling support for up to two years. RAP participants are able<br />

to successfully transition into and maintain permanent affordable<br />

housing.<br />

Scattered Site Housing Program (SSHP)<br />

SSHP provides safe and supportive housing to homeless men and<br />

women struggling with HIV/AIDS. Case managers provide access to<br />

continuous medical treatment, emotional support, and proper nutrition.<br />

Coalition Houses<br />

Coalition Houses offers private and supportive apartment living<br />

for 38 homeless single adults, many with mental and physical<br />

disabilities or a history of substance abuse. Our onsite staff address<br />

educational and psychological issues.<br />

THE BRIDGE BUILDING<br />

Bridge Building provides one- and two-bedroom apartments for<br />

homeless women in need of housing to reunite with their children<br />

in foster care. Counselors provide emotional support and financial<br />

training in a nurturing family atmosphere.
