<strong>Biography</strong><br />

Frances joined SCSU in 2001. Previously, she served as the assistant director, research associate, and<br />

consultant for the School Improvement Model Research Center at Iowa <strong>St</strong>ate <strong>University</strong> in Ames. As a<br />

consultant to project school districts, Dr. Kayona led teachers in the development of standards-based<br />

curriculum and assessment for all content area. She also worked with stakeholders and school administrators<br />

developing performance evaluation systems for teachers, administrators, and support and classified staff, with<br />

an emphasis on the use of 360-degree feedback.<br />

Dr. Kayona has traveled widely throughout the People’s Republic of China where she taught conversational<br />

English for middle school students living in Xinjiang Province. In addition to several publications on<br />

curriculum, assessment, and program evaluation, Dr. Kayona is co-editor of copyrighted publications of<br />

standards-based curricula and criterion-referenced assessments in language arts and mathematics. She has<br />

presented on the topics of curriculum development and implementation and instructional leadership at<br />

conferences at both the state and national level.<br />

Her honors and distinctions include being awarded the R. Paul Brimm Outstanding Dissertation Award from<br />

the Iowa Association for Supervision of Curriculum Development, and from the Office for the Vice Provost for<br />

Research and Advanced <strong>St</strong>udies, the Iowa <strong>St</strong>ate <strong>University</strong> Research Excellence Award for Outstanding<br />

Dissertation for Educational Leadership and Policy <strong>St</strong>udies, spring 1999.
