DURING the last
25 years more
people in Lincoln
have been reading
more "useful" books.
My authority for saying
that is Mr. Francis J.
Cooper, who came to the
city in 1936 to succeed
Mr. A. R. Corns, as
Librarian and Director <strong>of</strong>
the Usher Art Gallery.
Mr. Cooper is today on
the verge <strong>of</strong> retirement —
he returns to his native
Suffolk next week — and,
in his <strong>of</strong>fice, <strong>of</strong>f the reference
room at the Public
Library, he looked back,
for me, over the last
quarter <strong>of</strong> a century.
In those 25 years he has
seen the issue <strong>of</strong> books from
the lending library multiply
almost threefold. When he
arrived there the annua1
issue was 250,000 volumes: today
it stands at about 770,000
and, in spite <strong>of</strong> television
and other distractions <strong>of</strong> the
day, it continues to expand.
But, satisfactory though it
has been to him to see that
development in the library's
service to Lincoln people, he
has been disappointed that
there has, so far, been no
spacial expansion.
Outgrown
For, there is no doubt
about it whatever, the Public
Library, which was opened
in 1913 with money provided
by that great philanthropist,
Andrew Carnegie, has far
outgrown itself. However,
Mr. Cooper leaves Lincoln
with the satisfaction <strong>of</strong>
knowing that, at long last,
plans for a bigger library are
being seriously discussed by
the Council.
When television began to
be so popular, Mr. Cooper
felt that the demand for
books would drop <strong>of</strong>f, but he
was wrong — and he readily,
and joyfully, admits it. TV
actually whetted the appetite
<strong>of</strong> people for more purposeful
reading, and it is in the
technical side <strong>of</strong> the lending
library's resources that the
growth
in the number <strong>of</strong>
books borrowed has been
Most noticeable.
Branches
While the central 1ibrary in
Freeschool.lane has had to
struggle along within its original
four walls — though a
replanning <strong>of</strong> the lay-out has
eased the situation somewhat
— the work <strong>of</strong> the 1ibrary has
been able to expand through
the introduction <strong>of</strong> a children's
library and a branch
at Bracebridge. And now,
after years <strong>of</strong> planning,
another branch for Ermine,
in Ravendale.drive, is soon
to be an accomplished fact.

Collection
THE Usher Gallery, <strong>of</strong>
-a- course, has been
another great interest <strong>of</strong> Mr.
Cooper's.
During his time here he
has seen the permanent 1)e
Wint collection established, a
new wing—the Curtois Wing'
appointed the city's ambulance
<strong>of</strong>ficer, and in that capacity,
he controlled an enthusiastic
corps <strong>of</strong> 250 men and
women, full-time workers
and part-time volunteers.
"Whenever I go out I meet
people who stop to recall
incidents <strong>of</strong> those days," be
added.

The Sea
'WHAT <strong>of</strong> the future?
WHAT is Mr. Cooper
going to spend the years
<strong>of</strong> his retirement? He is
going "back home." And for
him home means Suffolk and
the sea.
He and Mrs. Cooper — she
is also an East Anglian — are
MR. FRANCIS J. COOPER
going to make their home at
Southwold on the Suffolk
coast — that was the point at
which the Dambusters from
Scampton crossed the English
coast on their way to the
Ruhr dams in May, 1943 —
and they are going to buy a
boat, a sailing craft, For Mr.
Cooper remembers well the
days <strong>of</strong> his boyhood when
he went to sea with his
father, skipper <strong>of</strong> a fishing
vessel from Lowest<strong>of</strong>t. "I
must get my hands on sai1
again," he snid.

man's disgust" he entered
the world <strong>of</strong> books and paint.
Now he is going to mix them
— the sea and painting —
with an occasional pint with

Mr. Caborn was training
with the R.A.F. in Canada in
1941 and was one <strong>of</strong> 13 men
selected to spend a period at
Pensacola, But whatever was
planned for his benefit as a
member <strong>of</strong> the British Royal
Air Force, nothing came <strong>of</strong> it.
For almost on arrival in
Florida he had to go into
hospital with foot trouble,
and there he remained for
several months as the war
passed him by.
Towards the end <strong>of</strong> that
time, <strong>of</strong> course, he was able
to move around and soon
knew the town well, and became
friendly with a number
<strong>of</strong> Pensaeolans. Ile also
learnt to drive and, before
lie returned to Canada, had
obtained a driving licence.
Helping
Hand
TT happened in a busy
Lincoln street: H saw
it — and 1 am still laughing.
A small boy was walking
along with an adult, presumably
his father. The little
fellow was clutching a large,
slim, square parce1 — equally
obviously, a gramophone
record. He dropped it, but
fortunately, it remained in
one piece. However, that did
not prevent father from upbraiding
the boy, and, for
safety's sake, taking charge
<strong>of</strong> the record himself. Halt a
dozen steps further on father
stumbled, fell — and picked
the slim package up. It
rattled and some small black
fragments <strong>of</strong> a disc fell outs

Abandoned Dogs

Told To Pay £47
ALFORD magistrates heard yesterday about six
docile dogs which turned into "vicious, wild
animals" that roamed part <strong>of</strong> Lincolnshire after
being abandoned by their owner.
,Before the court was
Anthony George Allsopp (33),
<strong>of</strong> Granville Place, Kin,gsdown,
Bristol, who pleaded not
guilty to a summons by the
B.S.P.C.A. for being an owner
<strong>of</strong> dogs and abandoning them
in circumstances likely to
cause them unnecessary
suffering.
He was disqualified from
keeping a dog for five years
and fined L25 and ordered to
pay 220 costs.
Complaints
He was also fined 7s 6d on
licence.
Mr. J. C. Baggat, prosecuting,
said that comp.aint5
about wild dogs in the
vicinity <strong>of</strong> a wood at
