Empower College is a Registered Training Organisation based in Parramatta, New South Wales <br />

You may nominate a preferred Centre for your work placement, which must meet with our approval, <br />

Nationally recognised qualifications<br />

A qualification issued by Empower College will be recognized anywhere in Australia by employers <br />

and other Registered Training Organisations. Each qualification you earn can be a pathway into <br />

another qualification enabling you to build a portfolio of portable and transferrable skills and <br />

knowledge. <br />

We will recognize the qualifications issued by other Registered Training Organisations and have <br />

processes in place for you to apply for credit transfer, if applicable, into one of our qualifications. <br />

Competency-based training and assessment<br />

Competency based training and assessment means you are trained and assessed for what you can <br />

do rather than just what you know. We assess your competence through various means including <br />

assignments, questions, simulations, and direct observation whilst on work placement, supported by <br />

feedback from supervisors. <br />

Recognising existing skills (current workers)<br />

Do you already have experience in childcare? If you: <br />

• work as an unqualified childcare educator and wish have your knowledge and skills recognized <br />

toward a qualification <br />

• hold a Certificate III and want credit transfer towards obtaining the Diploma <br />

• have previous related study or experience in Children’s Services, <br />

Empower College can assist you to gain recognition for part or all of a qualification. This is known as <br />

recognition of prior learning (RPL). <br />

To apply for RPL, note the request on your enrolment form, and complete our Application for RPL. If <br />

you are unsure, contact one of our staff to discuss. <br />

Learning supports<br />

Empower College has a range of learning supports to aid your progress, as we are committed to <br />

providing you with the best chance possible of you graduating. <br />

The services that we provide include <br />

• Free workshops, held monthly in our Parramatta NSW training facility <br />

• Full time support trainer for online learners <br />

• Visits to workplaces for support and assessment <br />

• Flexible and friendly trainers, available for help, including one on one help if needed <br />

• Reasonable adjustments should you have an identified disability <br />

• Easy to use online learning platform, with instructions and help as needed <br />

• Assistance, where required, with finding work placement <br />

• Links to other students for online learners and forums for social engagement <br />

• Referral links to external support agencies. <br />

All applicants are tested for Literacy and Numeracy skills at enrolment. This is to ensure you have <br />

sufficient skills to meet course requirements. If we identify you have difficulties, we will offer you <br />

support as outlined above or refer you to another agency for focused help before accepting your <br />

enrolment. <br />

You will be able to access your records of progress and participation at any time so you can always <br />

be clear about where you are up to. <br />

If you happen to lose your qualifications at any time, we can, for a small fee, issue you with a <br />

replacement. <br />

Legislation and regulation<br />

We are compliant with a wide range of legislation and regulations, including those relating to Child <br />

protection and care, vocational education and training, consumer rights, work health and safety, <br />

privacy and anti-­‐discrimination. <br />

Delivery options <br />

Online Learning: <br />

Allows you to complete this qualification at your own pace. You will need to be self-­‐directing and <br />

will be required to complete a combination of written and workplace assessment tasks. Through our <br />

online training platform you can access all the required resources at any time of day! Empower <br />

College offers early completion upon request, which is granted on an individual basis. <br />

Traineeship: <br />

Is an entry level Employment Training Program aimed at providing on the job experience and a <br />

qualification pathway. A traineeship can be done full time or part time, or via on the job training <br />

and assessment. Please note this is an employment-­‐based learning. For further information, please <br />

Classroom training: <br />

Gives you the chance to participate in a range of hands on activities and be guided by our <br />

experienced trainers. As a classroom learner, you are given individual attention with small class sizes <br />

and flexible assessment methods. <br />

CHC50113 Diploma of Early Childhood Education and Care <br />

Covers educators in children's services who are responsible for planning, implementing and <br />

managing programs in early childhood services, in accordance with licensing, accreditation <br />

and duty of care requirements. Educators have responsibility for supervision of other staff <br />

and volunteers. In most states it is the highest qualification required at director or service <br />

manager level for children's service centre-­‐based care. <br />

-­‐ Must be 18 years or older to work in the childcare industry. <br />

-­‐ a good understanding and comprehension of the English language <br />

While this qualification equips workers to work with children from 0-­‐5 years of age, some <br />

How to enrol<br />

You can enrol in person, over the phone or online. Simply submit enrolment and any applicable RPL <br />

or Credit Transfer forms. You can obtain these by contacting us or on our website. <br />

We will schedule an enrolment interview in person/by phone to identify any specific requirements <br />

and payment options. <br />

Induction<br />

On receipt of your fees, you will be given a login to our learning platform (MOODLE). Before you can <br />

access your learning materials you will need to complete our online induction program. This gives <br />

you detailed information on your course, your trainers and assessors, how to use our online learning <br />

system, our assessment processes, legislation affecting you, your rights and responsibilities, work <br />

health and safety information, administrative information and required forms and documents. <br />

Fees <br />

Non-payment of fees<br />

Please be advised you are required to pay all fees or installments on time. If you fail to make regular <br />

installments by their due date, and have not negotiated alternate payment options with Empower <br />

College, we will reserve the right to cancel your enrolment and suspend your access to MOODLE. <br />

Learners removed from the course will be awarded a Statement of Attainment for any completed <br />

units that have been paid for. If a learner is experiencing financial hardship, they will be required to <br />

negotiate with Empower College in advance. <br />

Annual trainee Administration fee<br />

Traineeship enrolments will incur an annual trainee fee of $506 which is paid annually and non <br />

refundable. Please refer to your Employer for further information. This administration fee is charged <br />

at the same rate as the current TAFE administration fee and is charged at the direction of the <br />

Department of Education. No additional enrolment fees are required for trainees. A fee may apply to <br />

trainees who fail to attend or provide assessment materials at a scheduled visit that result in a <br />

revisit. <br />

RPL fees <br />

RPL fees are charged at the rate of $285 per unit for both the Certificate III and Diploma. Please <br />

request an RPL Application Kit, if you wish to apply for Recognition of Prior Learning. Note there is a <br />

$200 Assessment Fee, which will be deducted from the total cost of the qualification upon <br />

enrolment. Note: this assessment fee is non-­‐refundable. <br />

Reissuing a Certificate<br />

If your certificate is lost or damaged, Empower College will issue you a replacement at a cost of $35. <br />

Please note all damaged Certificates must be returned prior to the issuance of a replacement. <br />

Australian Student Tuition Assurance Scheme (ASTAS) <br />

Empower College is a member of ACPET, including ASTAS. ASTAS ensures that any Australian student <br />

displaced from a course, due to a member's inability to continue the course, is relocated efficiently <br />

and with minimal disruption to a comparable course with another member or approved provider.<br />

It satisfies the requirements of the Higher Education Support Act 2003 and has been approved by <br />

ASQA as an alternative fee protection measure under the Standards for NVR Registered Training <br />

Organisations (SNR 11.3e and 22.3e). Confirmation of ASQA's approval is available on their website. <br />

The benefits of membership are that learners fees paid in advance<br />

are protected by ASTAS.<br />

Refund policy<br />

Refunds applicable to an Online \ Classroom Learner: <br />

Refunds of fees will only be made in the following circumstances: <br />

• Where a learner has overpaid fees <br />

• Empower College cancels the training and cannot make arrangements to conduct the course <br />

at a later date, a full refund shall apply <br />

• In circumstances beyond the student’s control, such as corroborated injury, ill health, <br />

bereavement or other appropriate reasons subject to the acceptance of the RTO Manager <br />

• Where a learner withdraws prior to starting the induction, providing at least fourteen (14) <br />

days notice, from the proposed commencement date, Empower College will issue you a full <br />

refund however, retain a non-­‐refundable administration fee <br />

• In the event an applicant is continuously not meeting expectations with their Language, <br />

Literacy and Numeracy assessment and therefore, cannot continue the course, a full refund <br />

shall apply. <br />

Refunds applicable to a traineeship: <br />

• Empower College cancels the training and cannot make arrangements to conduct the course <br />

at a later date, a full refund shall apply. Learners are required to return textbooks and <br />

tablets to Empower College that are issued as part of their traineeship. Where these are not <br />

returned or they are damaged, Empower College will retain all fees paid. <br />

• Where a learner withdraws due to no longer wishing to proceed with the qualification, or <br />

where the employer dismisses the learner, no refunds are applicable. <br />

• In circumstances beyond the learner’s control, such as corroborated injury, ill health, <br />

bereavement or other appropriate reasons where the learner is unable to continue to <br />

participate in the qualification. These circumstances are subject to the acceptance of the <br />

RTO Manager. Empower College will retain a non-­‐refundable administration fee and refund <br />

the remainder. Learners are required to return textbooks and tablets to Empower College <br />

that are issued as part of their traineeship. Where these are not returned or they are <br />

damaged, Empower College will retain all fees paid. <br />

• In the event an applicant is continuously not meeting expectations with their Language, <br />

Literacy and Numeracy assessment and therefore, cannot continue the course, a full refund <br />

shall apply. <br />
