Introduction and welcome
Welcome to this year’s programme of continuous professional development opportunities for the
<strong>adult</strong> <strong>social</strong> <strong>care</strong> workforce.
<strong>Stockton</strong> Borough Council is currently facing unprecedented financial challenges similar to
many other publicly funded organisations. However, in developing this programme, the authority
has continued to recognise the importance of investing in the <strong>training</strong> and development of its
employees and those organisations with whom it contracts. This enables the ongoing development
of skills and knowledge of workers to facilitate the provision of high quality and effective services
to service users and their <strong>care</strong>rs.
The council’s aim is to enable people to exercise choice and control over how their <strong>care</strong> needs are
met. This programme provides a wide range of <strong>courses</strong> which embed this principle whilst also
ensuring that workers and services meet the current National Occupational Standards for <strong>social</strong>
<strong>care</strong> services.
There continues to be significant development within <strong>adult</strong> <strong>social</strong> <strong>care</strong>, particularly in the field of
<strong>social</strong> work. The Assessed and Supported Year in Employment for newly qualified <strong>social</strong> workers
has been introduced and is being fully supported by both workforce development and operational
staff. Work continues to embed the Professional Capabilities Framework (PCF), the new standards
framework for <strong>social</strong> workers, into the <strong>training</strong> and development activities provided. Throughout
the year <strong>training</strong> opportunities will be developed to meet emerging needs, ensuring that these are
responsive to the needs of all levels of workers.
The <strong>adult</strong> <strong>social</strong> <strong>care</strong> programme is open to Children, Education and Social Care staff, the private
and voluntary sector in registered and supporting people services and personal assistants working
in <strong>Stockton</strong>.
This programme sits alongside the authority’s multi-agency safeguarding programme and
together they demonstrate <strong>Stockton</strong> Borough Council’s commitment to providing high quality
<strong>training</strong> opportunities.
Past Achievements
Our programmes leading to qualifications are co-ordinated and delivered in a manner that
provides a positive outcome for all students. This is identified in our excellent retention and
success rates.
Kendra Jane Shaw
100% Pass Rate - Level 3 diploma Medication Unit
Doing the medication Level 3 HSC3047/331 course has made me feel more confident in carrying
out duties in my workplace. The workshop classes were also very valuable as the information
discussed helped a great deal. My assessor Isobel Buxton was very clear on information she was
giving which helped me a great deal and made me feel that I was accomplishing the right work I
had set out to achieve to complete the course which was to improve my knowledge and skills.
Tracy Cowans
100% Pass Rate - Level 5 Leadership & Management for Health & Social Care Services &
Children & Young People (Adult Residential Pathway)
I have found that enrolling on the Level 5 Diploma & Management has proved to be very valuable
learning experience and has helped me tremendously to carry out my role as a Care Home
Manager more effectively. My knowledge base, skills & expertise have greatly improved and this
has most definitely also been due to the help, support and expertise of my assessor Isobel Buxton.
Learning materials were provided by Isobel covering all I needed to complete my course. This also
proves valuable when your time is restricted for research due to home and work commitments.
Attending the course each week also allows for 1-1 time with your assessor which also proves very
helpful.
Louise Carling
100% Pass Rate - Level 5 Leadership & Management for Health & Social Care Services &
Children & Young People Children & Young People (Residential Pathway Residential Pathway)
I am currently completing the new Level 5 CYP. The course is delivered via structured workshops
which are valuable in developing knowledge, offering guidance and masses of support. They are
friendly and relaxed and led by very experienced and dedicated assessors, who are able to offer
direct teaching as well as individual one to one mentoring. Great course delivered by great people.
Ann Ellis
100% Pass Rate - Level 2 Award in the Prevention and Control of Infection
I found this course very interesting and informative and very relevant to anyone working in <strong>care</strong>,
irrespective of their job role. I liked the way it was presented over several weeks; the course
facilitator was very good and I learned a lot. Since completing the course, other members of staff
have attended and found it very useful.
Kathryn Hall
100% Pass Rate - Level 2 Award in Dementia Awareness
I greatly enjoyed this course. Training within the workshop with Vicki Nightingale was very
informative, clearly explained and very interesting. I feel the course will be very beneficial in my
work role and has given me some insight to be able to better support people who have dementia
and their families. I didn’t realize there was so much to learn and I have been inspired to go on to
do further research on this topic.
Post Qualifying Awards for Social Workers
Changes for Social Work: Learning, Training and Development
The Professional Capabilities Framework (PCF) has been introduced and is managed by the
College of Social Work. The PCF contains 9 domains to map our development against as workers.
These are:
• Professionalism
• Values and Ethics
• Diversity
• Rights, Justice and Poverty
• Knowledge
• Critical Reflection and Analysis
• Intervention and Skills
• Contexts and Organisations
• Professional Leadership
A copy of the PCF can be accessed at: http://www.collegeof<strong>social</strong>work.org/pcf.aspx
Different level descriptors are available whether you are a student, ASYE, <strong>social</strong> worker,
experienced <strong>social</strong> worker or manager.
We are all now registered with the Health Care Professions Council and have the following CPD
requirements:
• Maintain a continuous, up-to-date and accurate record of their CPD activities
• Demonstrate that their CPD activities are a mixture of learning activities relevant to current or
future practice
• Seek to ensure that their CPD has contributed to the quality of their practice and service
delivery
• Seek to ensure that their CPD benefits the service user, and
• Upon request, present a written profile (which must be their own work and supported by
evidence) explaining how they have met the standards for CPD
Whenever a profession renews its registration, they randomly audit (check) the CPD of 2.5 % of
professionals. Those registrants who are chosen for audit must submit a CPD profile to show how
their CPD meets the standards.
The HCPC site suggests profile templates, which include personal statements as well as recording
of the activity undertaken. More detailed information on this can be obtained from the HCPC
Adult Social Care Training Programme April 2013 - March 2014 | 37
The programme we will be offering during 2013/2014 includes:
An introduction to Safeguarding Children
This module is aimed at anyone who comes into contact with children or their families. The aim
of the module is to concentrate on ways in which children and young people can ‘stay safe’ by
minimising the incidence of child abuse and child neglect
Awareness of Child Abuse and Neglect – Core Module
This course covers a variety of child protection issues. It aims to inform about the various types of
abuse or neglect to a child and then explain what you must do if you suspect that a child is being
abused or neglected. This is the full version and is suitable for members of staff who regularly
come into contact with children throughout the day
Awareness of Child Abuse and Neglect Core Module – Police Version
This course is specifically aimed at professionals working for the police service
Awareness of Abuse and Neglect Foundation Module
This course is suitable for anyone who may come into contact with children. It is a reduced version
of the safeguarding children (core) course and it is designed to be suitable for all, not just child
specialists
Awareness of Child Abuse and Neglect – Young People Version
This course is specifically aimed at those who work with young people aged 12-18 and covers a
variety of child protection issues which affect this age group
Hidden Harm
It is estimated that there are 1.5 million children of problem drug and alcohol users in the UK
(acMd 2006). Services naturally focus their attention on the problem user but in this process, the
effects on the children can be overlooked. There is now a government directive that aims to raise
awareness of this issue and increase opportunities for early intervention. The course aims to raise
awareness of the issues affecting the children of problem substance users. It helps the learner
to spot the signs of harm and identify appropriate windows of opportunity to break the cycle and
safeguard the child. The course has been developed by 5 national drug and alcohol teams and peer
reviewed by panels of experts in the field
An Introduction to Integrated Working - CAF, Information Sharing & Lead Professional
This basic awareness course covers the following learning objectives: The Common Assessment
Framework (CAF), information sharing and the role of the lead professional. The course will give
an in depth understanding of these topic areas so that they can confidently discuss the concepts
with families, should they need to. It will provide underpinning knowledge for lead professionals or
practitioners, prior to face to face <strong>training</strong>
Safeguarding Children Refresher Training
It is a statutory requirement for anyone who works with children to update their knowledge of
legislation and guidance and maintain the ability to act on concerns regarding the safety and
welfare of children and young people. The government guidance suggests that refresher <strong>training</strong>
should take place every three years. Whilst necessary, this can be costly for organisations and
frustrating for staff, who may have heavy case loads and find it difficult to get away from work
to attend a refresher course. The safeguarding children e-academy has developed an online
refresher course in collaboration with experts from six Local Safeguarding Children Boards
(LSCBs), which covers all the changes in safeguarding over the last three years. It is regularly
updated to reflect changes
Risk Assessment in Safeguarding
The aim of this module is to help practitioners from all agencies develop an understanding of
theories of risk assessment, and become competent and confident in applying them when working
38 | Adult Social Care Training Programme April 2013 - March 2014
