Introducti<strong>on</strong> and welcome<br />

Welcome to this year’s programme of c<strong>on</strong>tinuous professi<strong>on</strong>al development opportunities for the<br />

<str<strong>on</strong>g>adult</str<strong>on</strong>g> <str<strong>on</strong>g>social</str<strong>on</strong>g> <str<strong>on</strong>g>care</str<strong>on</strong>g> workforce.<br />

<str<strong>on</strong>g>Stockt<strong>on</strong></str<strong>on</strong>g> <strong>Borough</strong> Council is currently facing unprecedented financial challenges similar to<br />

many other publicly funded organisati<strong>on</strong>s. However, in developing this programme, the authority<br />

has c<strong>on</strong>tinued to recognise the importance of investing in the <str<strong>on</strong>g>training</str<strong>on</strong>g> and development of its<br />

employees and those organisati<strong>on</strong>s with whom it c<strong>on</strong>tracts. This enables the <strong>on</strong>going development<br />

of skills and knowledge of workers to facilitate the provisi<strong>on</strong> of high quality and effective services<br />

to service users and their <str<strong>on</strong>g>care</str<strong>on</strong>g>rs.<br />

The council’s aim is to enable people to exercise choice and c<strong>on</strong>trol over how their <str<strong>on</strong>g>care</str<strong>on</strong>g> needs are<br />

met. This programme provides a wide range of <str<strong>on</strong>g>courses</str<strong>on</strong>g> which embed this principle whilst also<br />

ensuring that workers and services meet the current Nati<strong>on</strong>al Occupati<strong>on</strong>al Standards for <str<strong>on</strong>g>social</str<strong>on</strong>g><br />

<str<strong>on</strong>g>care</str<strong>on</strong>g> services.<br />

There c<strong>on</strong>tinues to be significant development within <str<strong>on</strong>g>adult</str<strong>on</strong>g> <str<strong>on</strong>g>social</str<strong>on</strong>g> <str<strong>on</strong>g>care</str<strong>on</strong>g>, particularly in the field of<br />

<str<strong>on</strong>g>social</str<strong>on</strong>g> work. The Assessed and Supported Year in Employment for newly qualified <str<strong>on</strong>g>social</str<strong>on</strong>g> workers<br />

has been introduced and is being fully supported by both workforce development and operati<strong>on</strong>al<br />

staff. Work c<strong>on</strong>tinues to embed the Professi<strong>on</strong>al Capabilities Framework (PCF), the new standards<br />

framework for <str<strong>on</strong>g>social</str<strong>on</strong>g> workers, into the <str<strong>on</strong>g>training</str<strong>on</strong>g> and development activities provided. Throughout<br />

the year <str<strong>on</strong>g>training</str<strong>on</strong>g> opportunities will be developed to meet emerging needs, ensuring that these are<br />

resp<strong>on</strong>sive to the needs of all levels of workers.<br />

The <str<strong>on</strong>g>adult</str<strong>on</strong>g> <str<strong>on</strong>g>social</str<strong>on</strong>g> <str<strong>on</strong>g>care</str<strong>on</strong>g> programme is open to Children, Educati<strong>on</strong> and Social Care staff, the private<br />

and voluntary sector in registered and supporting people services and pers<strong>on</strong>al assistants working<br />

in <str<strong>on</strong>g>Stockt<strong>on</strong></str<strong>on</strong>g>.<br />

This programme sits al<strong>on</strong>gside the authority’s multi-agency safeguarding programme and<br />

together they dem<strong>on</strong>strate <str<strong>on</strong>g>Stockt<strong>on</strong></str<strong>on</strong>g> <strong>Borough</strong> Council’s commitment to providing high quality<br />

<str<strong>on</strong>g>training</str<strong>on</strong>g> opportunities.<br />

What is expected from the learner?<br />

For accredited <str<strong>on</strong>g>courses</str<strong>on</strong>g>, all applicants are required to sign an ‘undertaking’. The purpose of this is<br />

to c<strong>on</strong>firm learner’s commitment to the required study in order to achieve the qualificati<strong>on</strong>. It also<br />

forms a formal agreement to refund the cost of the <str<strong>on</strong>g>training</str<strong>on</strong>g> if unsatisfactory progress is made or if<br />

the learner chooses to disc<strong>on</strong>tinue the course.<br />

Course Fees<br />

All <str<strong>on</strong>g>courses</str<strong>on</strong>g> c<strong>on</strong>tained within this brochure are free to <str<strong>on</strong>g>Stockt<strong>on</strong></str<strong>on</strong>g> <strong>Borough</strong> Council staff and<br />

c<strong>on</strong>tracted providers.<br />

N<strong>on</strong> Attendance and Cancellati<strong>on</strong> Policy<br />

Late cancellati<strong>on</strong>s and n<strong>on</strong> attendance will result in a fee being charged, if the required five<br />

working days notice before the course date is not provided to the Workforce Development Team.<br />

Charges for n<strong>on</strong> attendance and late cancellati<strong>on</strong>s are detailed below.<br />

Cancellati<strong>on</strong> more than 5 working days before the course date:<br />

• All cancellati<strong>on</strong>s must be made in writing (preferably via email to<br />

workforcedevelopmentcesc@stockt<strong>on</strong>.gov.uk) by the delegate or their line manager.<br />

• No teleph<strong>on</strong>e cancellati<strong>on</strong>s will be accepted<br />

Cancellati<strong>on</strong> 5 working days or less before the course date:<br />

• Written notificati<strong>on</strong> must be received by the Workforce Development Team from the delegate or<br />

their line manager<br />

• Where written notificati<strong>on</strong> is not received 5 working days before the course start date or where there<br />

is insufficient reas<strong>on</strong> for n<strong>on</strong>-attendance, a charge of £50 will be made<br />

• If you are unable to attend the course <strong>on</strong> the day, due to unforeseen circumstances (such as illness)<br />

then written notificati<strong>on</strong> from your line manager must be sent to the Workforce Development<br />

Team workforcedevelopmentcesc@stockt<strong>on</strong>.gov.uk and c<strong>on</strong>siderati<strong>on</strong> will be given to a waiver of<br />

the charges if this is deemed appropriate. Please note this is at the discreti<strong>on</strong> of the Workforce<br />

Charges will be made where there is a n<strong>on</strong> attendance due to:<br />

• Other work pressures<br />

• Annual leave bookings<br />

• Course booked in error<br />

• Applicant forgot or went to wr<strong>on</strong>g locati<strong>on</strong><br />

Charges are unlikely to be made where:<br />

• There is a pers<strong>on</strong>al or family emergency<br />

• Compassi<strong>on</strong>ate leave has been given<br />

• Staff have called in sick using absence reporting policies and procedures<br />

• Having justified work pressures e.g. court attendance/inspecti<strong>on</strong>s<br />

Substitute delegates are acceptable providing you notify the Workforce Development Team in advance.<br />

Any delegate who wishes to transfer to a later course date but who sends written notificati<strong>on</strong> of 5<br />

working days or less before the course start date will be charged £50 cancellati<strong>on</strong> fee for the<br />

cancelled course.<br />

It is the resp<strong>on</strong>sibility of all staff to ensure they have signed the attendee list at the beginning of each<br />

<str<strong>on</strong>g>training</str<strong>on</strong>g> course day. Any staff who have not signed in will be c<strong>on</strong>sidered a n<strong>on</strong>-attendee and will be<br />

charged accordingly.<br />

Doing the medicati<strong>on</strong> Level 3 HSC3047/331 course has made me feel more c<strong>on</strong>fident in carrying<br />

out duties in my workplace. The workshop classes were also very valuable as the informati<strong>on</strong><br />

discussed helped a great deal. My assessor Isobel Buxt<strong>on</strong> was very clear <strong>on</strong> informati<strong>on</strong> she was<br />

giving which helped me a great deal and made me feel that I was accomplishing the right work I<br />

had set out to achieve to complete the course which was to improve my knowledge and skills.<br />

Whenever a professi<strong>on</strong> renews its registrati<strong>on</strong>, they randomly audit (check) the CPD of 2.5 % of<br />

professi<strong>on</strong>als. Those registrants who are chosen for audit must submit a CPD profile to show how<br />

their CPD meets the standards.<br />

Awareness of Child Abuse and Neglect – Young People Versi<strong>on</strong><br />

This course is specifically aimed at those who work with young people aged 12-18 and covers a<br />

variety of child protecti<strong>on</strong> issues which affect this age group<br />

Hidden Harm<br />

It is estimated that there are 1.5 milli<strong>on</strong> children of problem drug and alcohol users in the UK<br />

(acMd 2006). Services naturally focus their attenti<strong>on</strong> <strong>on</strong> the problem user but in this process, the<br />

effects <strong>on</strong> the children can be overlooked. There is now a government directive that aims to raise<br />

awareness of this issue and increase opportunities for early interventi<strong>on</strong>. The course aims to raise<br />

awareness of the issues affecting the children of problem substance users. It helps the learner<br />

to spot the signs of harm and identify appropriate windows of opportunity to break the cycle and<br />

safeguard the child. The course has been developed by 5 nati<strong>on</strong>al drug and alcohol teams and peer<br />

reviewed by panels of experts in the field<br />

An Introducti<strong>on</strong> to Integrated Working - CAF, Informati<strong>on</strong> Sharing & Lead Professi<strong>on</strong>al<br />

This basic awareness course covers the following learning objectives: The Comm<strong>on</strong> Assessment<br />

Framework (CAF), informati<strong>on</strong> sharing and the role of the lead professi<strong>on</strong>al. The course will give<br />

an in depth understanding of these topic areas so that they can c<strong>on</strong>fidently discuss the c<strong>on</strong>cepts<br />

with families, should they need to. It will provide underpinning knowledge for lead professi<strong>on</strong>als or<br />

practiti<strong>on</strong>ers, prior to face to face <str<strong>on</strong>g>training</str<strong>on</strong>g><br />

Safeguarding Children Refresher Training<br />

It is a statutory requirement for any<strong>on</strong>e who works with children to update their knowledge of<br />

legislati<strong>on</strong> and guidance and maintain the ability to act <strong>on</strong> c<strong>on</strong>cerns regarding the safety and<br />

welfare of children and young people. The government guidance suggests that refresher <str<strong>on</strong>g>training</str<strong>on</strong>g><br />

should take place every three years. Whilst necessary, this can be costly for organisati<strong>on</strong>s and<br />

frustrating for staff, who may have heavy case loads and find it difficult to get away from work<br />

to attend a refresher course. The safeguarding children e-academy has developed an <strong>on</strong>line<br />

refresher course in collaborati<strong>on</strong> with experts from six Local Safeguarding Children Boards<br />

(LSCBs), which covers all the changes in safeguarding over the last three years. It is regularly<br />

updated to reflect changes<br />

Risk Assessment in Safeguarding<br />

The aim of this module is to help practiti<strong>on</strong>ers from all agencies develop an understanding of<br />

theories of risk assessment, and become competent and c<strong>on</strong>fident in applying them when working<br />
