MINUTES – REGULAR MEETING BEFORE CITY COUNCIL<br />
AUGUST 9, <strong>2005</strong><br />
Discussion continued on leasing the courses or privatizing the management <strong>of</strong> the<br />
courses. Mrs. Palmer said that it is the <strong>City</strong>’s responsibility to ensure that the golf<br />
courses remain for the use <strong>of</strong> the citizens who have lived here for many years, paid for<br />
that property, and supported the courses.<br />
The question was called. The roll call vote was:<br />
Aye: LaRusso, Meehan, Walker, Palmer, Hand, Contreras and Goode<br />
Motion carried unanimously.<br />
Mrs. Palmer said she is counting on the greens to be green. Mayor Goode replied that<br />
green dollars will make the greens green.<br />
15. RESOLUTION NO. 1944: (Public Hearing) A resolution authorizing transmittal <strong>of</strong> two<br />
major Comprehensive Plan Amendments to the Department <strong>of</strong> Community Affairs. (P&Z<br />
Board - 7/2105)<br />
a. CPA-<strong>2005</strong>-16 (Palm Bay 20, Inc.): A Comprehensive Plan Amendment<br />
designating a Future Land Use <strong>of</strong> Medium Density Residential on a 17.39±-acre<br />
parcel located on the north side <strong>of</strong> Palm Bay Road, between Dairy Road and<br />
Hollywood Boulevard. (Owner/Applicant – Palm Bay 20, Inc.) (Representative –<br />
Jack B. Spira)<br />
b. CPA-<strong>2005</strong>-17 (Text Amendment): A Comprehensive Plan Amendment to allow a<br />
text amendment adding clarity to the current policy on vacant, substandard, platted<br />
lots <strong>of</strong> record. (Owner/Applicant/Representative – <strong>City</strong> <strong>of</strong> <strong>Melbourne</strong>)<br />
Mrs. Dittmer briefed Council and reviewed the agenda report. Mayor Goode opened the<br />
public hearing.<br />
Jack Spira, attorney representing Palm Bay 20, Inc., reported that the change would<br />
result in a reduction <strong>of</strong> traffic.<br />
Moved by Hand/Contreras for approval <strong>of</strong> Resolution No. 1944. Motion carried<br />
unanimously.<br />
16. ORDINANCE NO. <strong>2005</strong>-95 (A&V No. 284): (First Reading/Public Hearing) An ordinance<br />
to abandon and vacate an easement running through the southeast corner <strong>of</strong> 1109 East<br />
New Haven Avenue (former SunTrust Bank property). (Owner - Crane Creek Partners,<br />
LLC)<br />
Attorney Gougelman read the ordinance by title.<br />
Dave Menzel, representing the applicant, stated that the easement was to be abandoned<br />
if construction <strong>of</strong> a bridge in this location did not occur. The drive-through bank building<br />
is built on a portion <strong>of</strong> the easement. He requested approval <strong>of</strong> the request.<br />
