Researchers 102 tested titanium dioxide (TiO2) <strong>and</strong> uncoated C60<br />

fullerenes in a st<strong>and</strong>ard 48-hour acute toxicity test.These authors<br />

found that both nanomaterials were somewhat toxic to <strong>the</strong> Daphnia<br />

magna with fullerenes exhibiting a slightly greater toxicity than TiO2.<br />

However, <strong>the</strong> way <strong>the</strong> particles were prepared impacted toxicity,<br />

with filtering of <strong>the</strong> water to remove larger particles enhancing<br />

apparent toxicity. Large particles of titanium dioxide (i.e., <strong>the</strong> kind<br />

found in sunblock, paint, <strong>and</strong> toothpaste) did not cause toxicity.<br />

Additi<strong>on</strong>ally, in behavior tests with filtered fullerenes, Daphnia<br />

exhibited behavioral resp<strong>on</strong>ses, with juveniles showing an apparent<br />

inability to swim down from <strong>the</strong> surface <strong>and</strong> adults dem<strong>on</strong>strating<br />

sporadic swimming <strong>and</strong> disorientati<strong>on</strong>. 103<br />

O<strong>the</strong>r researchers investigated <strong>the</strong> phytotoxicity of alumina<br />

nanoparticles. 104 The study looked at <strong>the</strong> impact of nanoparticles<br />

with different surface characteristics <strong>on</strong> <strong>the</strong> degree of root<br />

el<strong>on</strong>gati<strong>on</strong> inhibiti<strong>on</strong> caused by <strong>the</strong> particles.The researchers found<br />

that <strong>the</strong> surface characteristics of <strong>the</strong> particles appear to play an<br />

important role in <strong>the</strong> phytotoxicity of alumina nanoparticles.<br />

Current funding worldwide for research <strong>and</strong> development of<br />

nanoscience <strong>and</strong> nanotechnology is significantly greater than research<br />

<strong>on</strong> related envir<strong>on</strong>mental <strong>and</strong> human health issues. In <strong>the</strong> United<br />

States, envir<strong>on</strong>mental <strong>and</strong> industry representatives alike have urged<br />

that federal spending <strong>on</strong> envir<strong>on</strong>mental, health, <strong>and</strong> safety research<br />

of nanotechnology should be USD 100 milli<strong>on</strong> to USD 200 milli<strong>on</strong><br />

a year, or about 10% to 20% of <strong>the</strong> government’s USD 1.1 billi<strong>on</strong><br />

nanotechnology development budget for 2006. Estimates of actual<br />

government investments in health <strong>and</strong> safety research are closer to<br />

4% of overall annual investments in nanotechnology. An incomplete<br />

inventory of envir<strong>on</strong>ment, health, <strong>and</strong> safety research in several key<br />

countries (United States, Canada, United Kingdom, European Uni<strong>on</strong>,<br />

Japan,Taiwan, Germany, Denmark) shows over 200 relevant research<br />

projects accounting for over USD 38 milli<strong>on</strong>. 105 With <strong>the</strong> resources<br />

available, researchers need to examine <strong>the</strong> technology so that <strong>the</strong><br />

science is in a better positi<strong>on</strong> to answer basic questi<strong>on</strong>s about<br />

health <strong>and</strong> envir<strong>on</strong>mental risks. Many researchers have suggested<br />

that a research agenda should be developed to ensure that <strong>the</strong><br />

right questi<strong>on</strong>s are being asked <strong>and</strong> that <strong>the</strong> research effort is<br />

coordinated.The program should be flexible to resp<strong>on</strong>d to emerging<br />

challenges as <strong>the</strong>y occur. 106<br />
