Winners are grinners...<br />

The winners <strong>of</strong> the recent <strong>Bay</strong> Challenge fun run were all smiles after receiving their<br />

medals. (Winners names listed further in <strong>Criterion</strong>).<br />

The In<strong>au</strong>gural <strong>Bay</strong> Challenge held on Sunday 21st April is hailed another<br />

huge success for the second year in <strong>Streaky</strong> <strong>Bay</strong>!<br />

The foreshore was a buzz with excitement and nervous energy as<br />

participants awaited the start gun to go <strong>of</strong>f. Walkers and runners setting <strong>of</strong>f<br />

along the foreshore lawns towards the boat ramp and return. Participants<br />

had the option to walk or run 3, 6 or 12kms.<br />

The event saw over 146 people participating, breaking last years record <strong>of</strong><br />

110 participants, across a wide range <strong>of</strong> ages, and from a range <strong>of</strong> locations<br />

including local, regional, intra, and interstate.<br />

The day was supported by Mid West Community Health, <strong>District</strong> <strong>Council</strong> <strong>of</strong><br />

<strong>Streaky</strong> <strong>Bay</strong>, YAC, Ocean Living Fitness and <strong>Streaky</strong> <strong>Bay</strong> Area School.<br />

Mid West Health Community Activities Coordinator Event Manager, Isabel<br />

Cotton said it was fantastic to see so many people coming out to be<br />

involved in the event and participating in physical activity. Thank you to all<br />

the volunteers, committee members and the best MC out, Tim O’Reilly.<br />

Come and<br />

have a cuppa<br />

About 15 years ago motivated<br />

resident Zita Chester started<br />

bringing morning tea into the<br />

<strong>Streaky</strong> <strong>Bay</strong> <strong>Council</strong> <strong>of</strong>fice and<br />

asking staff to contribute to<br />

cancer research.<br />

What started out as a very small<br />

affair has so far raised more<br />

than $10,000 and become an<br />

annual town event that attracts<br />

scores <strong>of</strong> people every year.<br />

Organisers aim to raise $1500<br />

for the Cancer <strong>Council</strong> and this<br />

year there are games and songs<br />

planned.<br />

Local businesses will again contribute<br />

food to the event and<br />

the <strong>District</strong> <strong>Council</strong> <strong>of</strong> <strong>Streaky</strong><br />

<strong>Bay</strong> supports it with funds, staff<br />

time and the use <strong>of</strong> the Supper<br />

Room.<br />

The event is already registered<br />

so even if you can’t make it you<br />

can contribute at the Biggest<br />

Morning Tea website.<br />

<strong>Streaky</strong> <strong>Bay</strong>’s Biggest Morning<br />

Tea will this year take place at<br />

10am on Thursday 23 <strong>May</strong> at<br />

The following is a summary <strong>of</strong><br />

matters considered at <strong>Council</strong>’s<br />

18 April <strong>2013</strong> Ordinary Meeting<br />

and status reports <strong>of</strong> other<br />

<strong>Council</strong> projects and activities.<br />

ELECTION OF FLINDERS<br />

WARD COUNCILLOR<br />

Trevor Gilmore was elected as a<br />

ward councillor for the Flinders<br />

Ward at the Supplementary<br />

Election in April <strong>2013</strong>. Trevor<br />

rejoins <strong>Council</strong> after a 13 year<br />

break and will have his first<br />

<strong>of</strong>ficial meeting at <strong>Council</strong>’s<br />

Ordinary <strong>Council</strong> meeting on 16<br />

<strong>May</strong>.<br />

DEVELOPMENT AND REGULA-<br />

TORY<br />

<strong>Council</strong> Development Assessment<br />

Panel<br />

<strong>Council</strong> has appointed the following<br />

independent members to its<br />

Development Assessment Panel:<br />

Julie Lewis (Chair), Vicki Flaherty,<br />

Lorraine Lewis and Emma<br />

Williams. One more independent<br />

member vacancy exists and<br />

this is currently being advertised.<br />

Moores Boat Ramp<br />

Since the introduction <strong>of</strong> l<strong>au</strong>nch/<br />

retrieval fees for the Moores Boat<br />

Ramp, <strong>Council</strong> has actively<br />

sought feedback to identify<br />

opportunities to refine the permit<br />

system. In considering the feedback<br />

received and benchmarking<br />

against permit systems in other<br />

areas, <strong>Council</strong> resolved for<br />

amendments to the system to<br />

include:<br />

change from boat-based<br />

permit system to person/<br />

entity-based system<br />

annual permits to be on a<br />

financial year basis<br />

creation <strong>of</strong> monthly permits<br />

The Boat L<strong>au</strong>nch Policy, incorporating<br />

these changes, will be<br />

provided to the <strong>May</strong> Ordinary<br />

<strong>Council</strong> meeting for approval.<br />

On Street Parking<br />

<strong>Council</strong> reviewed the number <strong>of</strong><br />

disabled car parks on <strong>Bay</strong> Road<br />

and Alfred Terrace and noted<br />

that it is equivalent to the<br />

Australian standard requirements<br />

for the provision <strong>of</strong> disabled<br />

parking spaces in private car<br />

parks.<br />

Parking in disabled parking spaces<br />

(without a permit) and on continuous<br />

yellow lines was also discussed<br />

after concerns had been<br />

raised by members <strong>of</strong> the public.<br />

<strong>Council</strong> were advised that line<br />

marking would be undertaken in<br />

the near future to clearly mark<br />

parking areas.<br />

Enforcement <strong>of</strong> the parking controls<br />

will be undertaken. The penalty<br />

for stopping in a disabled<br />

park without a permit is $320.00<br />

and $83.00 for stopping on a<br />

continuous yellow line.<br />

INFRASTRUCTURE<br />

Patrol Grading<br />

Following the significant rainfall<br />

on Easter Saturday, patrol<br />

grading was undertaken on<br />

Sceale <strong>Bay</strong> Road, Woodlawn<br />

Road, Anderson Road, AB Smith<br />

Road, Pipeline Road, Mt Maria<br />

Drive, Alcanabie Road and<br />

portions <strong>of</strong> Cape B<strong>au</strong>er Drive.<br />

2012/<strong>2013</strong> Summary<br />

Rural Road Resheeting<br />

27km <strong>of</strong> 47km<br />

Sealed Road Construction<br />

0km <strong>of</strong> 5.1km<br />

Road Reseal or Reconstruction<br />

0km <strong>of</strong> 1.45km<br />

Unfortunately due to the continuing<br />

hot weather only eight days<br />

<strong>of</strong> grading occurred during which<br />

time <strong>Council</strong> were subject to considerable<br />

criticism for dry grading.<br />

Road Construction<br />

Rubble Pits<br />

Rubble has been raised on the<br />

Point Labatt Road and in preparation<br />

for the Poochera-Port<br />

Kenny Road intersection. The<br />

dozer is currently raising rubble<br />

for the Chilpenunda Road<br />

resheet.<br />

Projects<br />

Wells Street<br />

Works on the kerb replacement<br />

and parking bays are nearing<br />

completion.<br />

A contractor has laid the rubber<br />

seal and the asphalt overlay is<br />

currently being undertaken.<br />

The spoon drain near Doctors<br />

Beach has been removed and a<br />

raised platform installed to slow<br />

traffic prior to the school. Line<br />

marking will be undertaken<br />

following the seal and signage<br />

has been ordered.<br />

Sceale <strong>Bay</strong> Road Upgrade<br />

Works are continuing on the<br />

Sceale <strong>Bay</strong> Road with the<br />

sealing to occur in early <strong>May</strong>.<br />

Foreshore Upgrade<br />

Works have commenced on the<br />

foreshore with the site handed<br />

over to the contractor.<br />

The works will consist <strong>of</strong><br />

irrigation, terrace levelling,<br />

pathways, kerbing, steps and<br />

garden beds. Conduits will also<br />

be provided for future electrical<br />

installations (such as BBQ and<br />

bollard lighting). The planting and<br />

provision <strong>of</strong> furniture within the<br />

reserve will be undertaken by<br />

<strong>Council</strong> at a later date and may<br />

be subject to additional grant<br />

funding.<br />

A playground and access ramp to<br />

the beach were already identified<br />

as a future Stage 2 and not<br />

proposed at this time.


<strong>Council</strong> Briefs<br />

<strong>May</strong> <strong>2013</strong><br />

Waste Management<br />

Landfill Environment Management<br />

Plans<br />

<strong>Council</strong> has received feedback<br />

from the EPA on the draft Landfill<br />

Environment Management Plan<br />

for Cungena and revised draft<br />

closure plan for the <strong>Streaky</strong> <strong>Bay</strong><br />

Landfill site. A number <strong>of</strong> further<br />

issues need to be addressed prior<br />

to approval by the EPA.<br />

Quotes are being sought for a<br />

consultant to undertake the final<br />

planning to ensure the proposal<br />

proceeds in the short term.<br />

Zero Waste Regional Implementation<br />

Program<br />

An application has been submitted<br />

to Zero Waste for the funding<br />

through the Regional Implementation<br />

Program to develop a<br />

waste transfer and resource<br />

recovery centre in <strong>Streaky</strong> <strong>Bay</strong>.<br />

The funding application was for a<br />

project totalling $482,000 with<br />

<strong>Council</strong> contribution <strong>of</strong> $342,000<br />

and funding <strong>of</strong> $140,000.<br />

Tonkin Consulting was engaged<br />

to assist with the development <strong>of</strong><br />

a concept plan for the transfer<br />

station which formed the basis <strong>of</strong><br />

the application.<br />

Native Vegetation – Sceale <strong>Bay</strong><br />

Road<br />

<strong>Council</strong> recently received<br />

approval from the Native Vegetation<br />

<strong>Council</strong> (NVC) for clearance<br />

associated with Stage 3 <strong>of</strong> the<br />

Sceale <strong>Bay</strong> Road Upgrade. The<br />

approval was subject to a number<br />

<strong>of</strong> conditions including that<br />

<strong>Council</strong> enter into a Heritage<br />

Agreement over 140Ha <strong>of</strong> native<br />

vegetation on Section 289<br />

Hundred <strong>of</strong> Ripon.<br />

This was consistent with<br />

<strong>Council</strong>’s resolution 244/12 from<br />

its December 2012 meeting. The<br />

new approval resulted in an<br />

additional <strong>of</strong>fset area <strong>of</strong> 4Ha.<br />

The approval also noted that the<br />

Section 31E enforcement notice<br />

issued by the NVC on 16 January<br />

<strong>2013</strong> required 13.7Ha to be set<br />

aside to <strong>of</strong>fset past clearance<br />

along Sceale <strong>Bay</strong> Road which<br />

resulted in an excess <strong>of</strong> 122.3Ha<br />

which can be used as <strong>of</strong>fset for<br />

any further clearance.<br />

The documentation for the Heritage<br />

Agreement is being prepared<br />

by NVC.<br />

Wirrulla Triangle<br />

Quotes have been received for<br />

the development <strong>of</strong> the Wirrulla<br />

Triangle. The works to be undertaken<br />

this financial year will be<br />

finalised with consideration for<br />

the existing budget. In order to<br />

complete the project in<br />

accordance with the community<br />

plan, additional funding may need<br />

to be considered for 13/14.<br />

Works Depot<br />

The sale <strong>of</strong> the land currently<br />

leased to <strong>SA</strong> Power Networks<br />

settled on 18 April <strong>2013</strong>. <strong>Council</strong><br />

have purchased a second-hand<br />

<strong>of</strong>fice and lunchroom to be<br />

located on the existing depot site<br />

which was delivered in mid April.<br />

The connection <strong>of</strong> services will<br />

occur shortly thereafter.<br />

In the interim, <strong>Council</strong>’s General<br />

Inspector will work out <strong>of</strong> the<br />

main <strong>of</strong>fice.<br />

Preliminary plans and cost<br />

estimates for the relocation <strong>of</strong><br />

<strong>Council</strong>’s Works Depot to an<br />

alternate site will be progressed<br />

in conjunction with the planning<br />

for the <strong>Streaky</strong> <strong>Bay</strong> Waste<br />

Transfer and Resource Recovery<br />

Centre.<br />

Woodlawn Road<br />

At its January <strong>2013</strong> meeting,<br />

<strong>Council</strong> resolved (15/13) to write<br />

to property owners adjoining<br />

Woodlawn Road detailing options<br />

regarding the future upgrade <strong>of</strong><br />

the road and schedule a meeting<br />

with residents to discuss the<br />

proposal further.<br />

A preliminary letter was sent to<br />

property owners adjoining the<br />

road in early March advising <strong>of</strong><br />

this resolution.<br />

Tonkin Consulting have been<br />

engaged to develop a report<br />

containing a number <strong>of</strong> concepts<br />

and cross sections for <strong>Council</strong><br />

and the community to consider<br />

with detail <strong>of</strong> the pros and cons <strong>of</strong><br />

each. It will be these concepts<br />

that will form the basis <strong>of</strong> discussions<br />

with the residents and the<br />

subject <strong>of</strong> the proposed meeting.<br />

It is intended that the report will<br />

be received by the end <strong>of</strong> April in<br />

preparation for <strong>Council</strong> to receive<br />

at its <strong>May</strong> meeting prior to engaging<br />

with the community.<br />

Speed Limits Approaching<br />

<strong>Streaky</strong> <strong>Bay</strong><br />

As a result <strong>of</strong> concerns from<br />

<strong>Council</strong>lors and the community<br />

regarding the speed limit<br />

approaching <strong>Streaky</strong> <strong>Bay</strong> from<br />

Poochera a request was sent to<br />

the Department <strong>of</strong> Planning,<br />

Transport and Infrastructure<br />

(DPTI) for a review.<br />

DPTI have advised that the<br />

80km/hr speed limit is considered<br />

appropriate for this location and is<br />

a correct reflection <strong>of</strong> the<br />

surrounding conditions at this<br />

time.<br />

It was suggested at the 18 April<br />

<strong>Council</strong> Meeting that a sign be<br />

installed on Flinders Highway<br />

approaching Little Island Road.<br />

<strong>Streaky</strong> <strong>Bay</strong> <strong>District</strong> Management<br />

Plan<br />

Following its Best Planning Ideas<br />

Award– Small Project and<br />

Minister’s Commendation at the<br />

Planning Institute <strong>of</strong> <strong>SA</strong> Award for<br />

Planning Excellence in<br />

November, the <strong>Streaky</strong> <strong>Bay</strong><br />

<strong>District</strong> Management Plan also<br />

received a Commendation at the<br />

National Awards for Planning<br />

Excellence in Canberra on 26<br />

March. The Commendation was<br />

for Best Planning Ideas Small<br />

Project.

CORPORATE SERVICES<br />

Work Health & Safety<br />

The Local <strong>Gov</strong>ernment<br />

Association Workers Compensation<br />

Scheme (LGAWCS) have<br />

engaged Peter Close to assist<br />

<strong>District</strong> <strong>Council</strong> <strong>of</strong> <strong>Streaky</strong> <strong>Bay</strong><br />

with the One System Implementation<br />

Program (OSIP). The<br />

program is designed to assist<br />

councils to implement the One<br />

System (OSS) policies and<br />

procedures to reach a level <strong>of</strong><br />

Work Health & Safety (WHS) to<br />

be compliant with WorkCover<br />

Standards for Self Insurers.<br />

Peter’s initial visit was on 19-20<br />

March <strong>2013</strong>.<br />

A HIA Business Management<br />

Plan (purchased to meet WHS<br />

compliance for the <strong>Streaky</strong> <strong>Bay</strong><br />

Oval Precinct Construction<br />

Project) is currently being populated.<br />

<strong>Council</strong>’s onsite WHS<br />

Management Plan and the<br />

Person Conducting a Business or<br />

Undertaking (PCBU) Engagement<br />

Business Management Plan<br />

(to go out to Contractors) will<br />

assist with WHS compliance.<br />

The Work Health & Safety &<br />

Injury Management Plan 2012-<br />

2015 (WHS&IM Plan) was<br />

endorsed by the WHS Audit<br />

Committee on 26 March <strong>2013</strong>,<br />

prior to endorsement by <strong>Council</strong>’s<br />

Audit Committee and <strong>Council</strong>.<br />

GOVERNANCE<br />

Representation Review<br />

<strong>Council</strong> has approved the<br />

Representation Options Paper be<br />

released for public consultation.<br />

The Options Paper is the first<br />

stage <strong>of</strong> the review process to<br />

determine whether the<br />

community would be more adequately<br />

and fairly represented<br />

from alternate representation<br />

arrangements.<br />

Regional Development Australia<br />

Whyalla and Eyre Peninsula<br />

(RDAWEP) Board Funding<br />

Funding for the RDAWEP under<br />

the current agreement expiring 30<br />

June 2103 was provided by the<br />

Commonwealth, State and Local<br />

<strong>Gov</strong>ernment. The State<br />

<strong>Gov</strong>ernment has announced that<br />

it will withdraw its funding <strong>of</strong><br />

$633,000 from future<br />

agreements.<br />

The 11 Eyre Peninsula councils<br />

have been considering their<br />

funding options to ensure that the<br />

RDAWEP continues to provide<br />

economic and industry development<br />

services to the community.<br />

<strong>Council</strong> resolved to increase its<br />

contribution to the RDAWEP by<br />

25% for <strong>2013</strong>/14 and then 3%<br />

thereafter.<br />

Parking Enforcement in the <strong>Streaky</strong> <strong>Bay</strong> Town Centre<br />

<strong>Council</strong> has received complaints regarding the increasing number <strong>of</strong> motorists parking illegally in the<br />

<strong>Streaky</strong> <strong>Bay</strong> Town Centre specifically in disabled parking spaces and upon continuous yellow lines. Due to<br />

the high number <strong>of</strong> illegally parked cars and the risk posed to vehicle and pedestrian safety, enforcement <strong>of</strong><br />

parking controls is now being undertaken.<br />

Expiation fees are set within legislation.<br />

If you are found stopping in a parking area for people with disabilities without displaying a disabled parking<br />

permit you will receive an expiation <strong>of</strong> $320.00.<br />

If you are found stopping on a continuous yellow edge line you could receive an expiation <strong>of</strong> $83.00.<br />

Disabled Car Parks<br />

Displaying a Disability Parking Permit is necessary to avoid receiving a parking fine. If you have a permit<br />

please make sure you display this when you park in a disabled car park.<br />

<strong>Council</strong> cannot issue Disability Parking Permits – these permits are available by visiting your local GP and<br />

requesting they fill in a Disability Parking Permit Application.<br />

Residents and ratepayers in the<br />

<strong>District</strong> <strong>Council</strong> <strong>of</strong> <strong>Streaky</strong> <strong>Bay</strong><br />

have the opportunity to provide<br />

input to the representation<br />

arrangements for <strong>Council</strong> into<br />

the future.<br />

The Local <strong>Gov</strong>ernment Act<br />

requires all councils to periodically<br />

review the representation<br />

arrangements that are in place to<br />

determine whether the<br />

community would be more adequately<br />

and fairly represented<br />

from an alternative arrangement.<br />

<strong>May</strong>or Stephens believes that<br />

having representation arrangements<br />

that suit the community is<br />

just as important as the actual<br />

election <strong>of</strong> councillors.<br />

participation in the recent supplementary<br />

election and it would be<br />

great to see similar numbers <strong>of</strong><br />

community members having<br />

input into the representation<br />

options for our <strong>Council</strong>.” <strong>May</strong>or<br />

Stephens said.<br />

<strong>Council</strong> has released a<br />

Representation Options Paper<br />

for public consultation. The<br />

Options Paper discusses key<br />

issues such whether the <strong>Council</strong><br />

should have a mayor or chairperson,<br />

the need for area and ward<br />

councillors, the division <strong>of</strong> the<br />

council area into wards, the<br />

number <strong>of</strong> councillors and the<br />

name <strong>of</strong> the council and future<br />

wards.<br />

The Options Paper is the first <strong>of</strong><br />

three stages in the representation<br />

review process. The next<br />

stage is for <strong>Council</strong> to consider<br />

the options and the feedback<br />

received from the first public<br />

consultation to prepare<br />

proposals for change or the<br />

maintenance <strong>of</strong> the status quo.<br />

This will all be summarised in a<br />

Representation Review Report<br />

which will be released for further<br />

public consultation in late July.<br />

The final stage will be the<br />

consideration <strong>of</strong> submissions<br />

from the second public<br />

consultation and the finalisation<br />

<strong>of</strong> a report the Electoral Commissioner<br />

setting out any proposed<br />

changes.<br />

The Representation Options<br />

Paper is available on the <strong>Council</strong><br />

website and in hard copy at<br />

<strong>Council</strong>’s Office and the Visitor<br />

Information Centre. Full details <strong>of</strong><br />

how to make a submission are<br />

contained in the Options Paper<br />

with submissions closing on 7<br />

June.<br />

Voters in the Flinders Ward <strong>of</strong><br />

the <strong>District</strong> <strong>Council</strong> <strong>of</strong> <strong>Streaky</strong><br />

<strong>Bay</strong> will be casting their votes in<br />

early July for the Supplementary<br />

Election but first the search is on<br />

for candidates to nominate for<br />

the vacant position.<br />

<strong>2013</strong> has represented a period <strong>of</strong><br />

transition with the recent resignations<br />

<strong>of</strong> long-term councillors<br />

Greg Schreiber and Trevor<br />

Kemp.<br />

The first Supplementary Election<br />

for a Flinders Ward councillor<br />

was conducted in April and Trevor<br />

Gilmore was the successful<br />

candidate. The election signals<br />

<strong>Council</strong>lor Gilmore’s return<br />

to <strong>Council</strong> after a 13 year break.<br />

The second Supplementary<br />

Election for the vacancy resulting<br />

from Trevor Kemp’s resignation<br />

will occur in July <strong>2013</strong>.<br />

<strong>May</strong>or Rob Stephens<br />

encourages all members <strong>of</strong> the<br />

community to consider nominating<br />

for the ward councillor<br />

vacancy.<br />

“Being a councillor allows people<br />

to play an important role in the<br />

development <strong>of</strong> the district while<br />

providing a valuable community<br />

service” says <strong>May</strong>or Stephens.<br />

Nominations to be a candidate<br />

and answers to any queries regarding<br />

<strong>Streaky</strong> <strong>Bay</strong> young people spent<br />

youth week on the coast with<br />

several activities that saw them<br />

paddling and walking across the<br />

water, sumo wrestling, cooking<br />

and eating exotic food and riding<br />

electric skateboards.<br />

Youth Week in <strong>Streaky</strong> <strong>Bay</strong><br />

kicked <strong>of</strong>f on the balmy and calm<br />

Friday night (5 April) with the<br />

screening <strong>of</strong> a movie under the<br />

stars at Doctor’s Beach. Several<br />

dozen young people turned up<br />

with their picnic rugs and chairs<br />

to enjoy the free popcorn, drinks<br />

and family flick Brave.<br />

The weather was again perfect<br />

for the following day’s (6 April)<br />

paddle boarding action at<br />

Elliston’s Waterloo <strong>Bay</strong>. About<br />

<strong>Streaky</strong> <strong>Bay</strong> Youth Week Action<br />

60 young people from Elliston,<br />

<strong>Streaky</strong> <strong>Bay</strong>, Haslam, Lock and<br />

Wudinna gathered for the days’<br />

activities which included<br />

wrestling in sumo suits, electric<br />

skateboards and a healthy lunch.<br />

Young people from several local<br />

schools participated in a series<br />

<strong>of</strong> music workshops during<br />

school hours throughout the<br />

week. The students tried their<br />

hands at song writing, singing<br />

and performing during the workshops<br />

which were run by<br />

talented Penong musicians Matt<br />

Rodgers and Seda Spitzkowsky.<br />

The air was filled with the exotic<br />

aromas <strong>of</strong> traditional Indonesian<br />

food on Tuesday night (9 April)<br />

when a group <strong>of</strong> young people<br />

enjoyed a cooking class with the<br />

help <strong>of</strong> local Indonesian cooking<br />

enthusiast Rani Haycraft. Class<br />

participants were aged from 12<br />

to 23 and all enjoyed cooking<br />

and eating the Indonesian delicacies<br />

nasi goreng and prawn<br />

and corn fritters. Students also<br />

sampled several Indonesian desserts<br />

at the class.<br />

Sunday (14 April) saw the<br />

eagerly anticipated walk on<br />

water balls arrive in <strong>Streaky</strong> <strong>Bay</strong><br />

from Adelaide as part <strong>of</strong> the <strong>Bay</strong><br />

Festival. Dozens <strong>of</strong> young<br />

people turned out to Doctors’<br />

Beach and the community pool<br />

to enjoy the activities which<br />

included beach cricket and volley<br />

ball as well as a healthy<br />

barbecue lunch.<br />

<strong>Council</strong>’s Development Assessment Panel<br />

Call for Expressions <strong>of</strong> Interest—Independent Member <strong>of</strong> the <strong>District</strong> <strong>Council</strong> <strong>of</strong><br />

<strong>Streaky</strong> <strong>Bay</strong> Development Assessment Panel<br />

The <strong>District</strong> <strong>Council</strong> <strong>of</strong> <strong>Streaky</strong><br />

<strong>Bay</strong> is seeking expressions <strong>of</strong><br />

interest from members <strong>of</strong> the<br />

public who would like to become<br />

a member <strong>of</strong> the <strong>Council</strong>’s<br />

Development Assessment Panel<br />

(CDAP).<br />

The CDAP has been operating<br />

successfully since 2007, acting<br />

as the relevant <strong>au</strong>thority under<br />

the Development Act 1993, to<br />

make decisions on planning<br />

applications delegated to it by<br />

the <strong>Council</strong>. The CDAP is also<br />

able to advise the <strong>Council</strong> on<br />

development assessment trends<br />

and issues.<br />

The CDAP is comprised <strong>of</strong> seven<br />

(7) members appointed by<br />

<strong>Council</strong>. Of these currently two<br />

(2) members are Elected<br />

Members <strong>of</strong> the <strong>Council</strong> and five<br />

(5) are independent Members,<br />

one <strong>of</strong> which is the Presiding<br />

Member. <strong>Council</strong>’s CDAP usually<br />

meets once a year when<br />

required.<br />

As a guide, it is anticipated that<br />

the independent member would<br />

ideally possess qualifications or<br />

experience in one or more <strong>of</strong> the<br />

following fields – town planning,<br />

heritage architecture, architecture,<br />

landscape architecture,<br />

urban design, environmental<br />

planning, social geography,<br />

traffic engineering, environment<br />

and planning law, or any other<br />

field that is relevant to the<br />

activities <strong>of</strong> the CDAP.<br />

Preference will be given to a<br />

person who lives within the<br />

<strong>District</strong> <strong>Council</strong> <strong>of</strong> <strong>Streaky</strong> <strong>Bay</strong><br />

and who has a sound knowledge<br />

<strong>of</strong> the Development Act and<br />

Regulations, an understanding <strong>of</strong><br />

the procedure for assessing<br />

planning applications and an<br />

understanding <strong>of</strong> the <strong>Council</strong>’s<br />

Development Plan. The<br />

successful applicant will be<br />

compensated for their time and<br />

expertise by an appropriate level<br />

<strong>of</strong> remuneration.<br />

A ‘c<strong>of</strong>fee and cake’ afternoon<br />

will be held on Thursday 2 nd <strong>of</strong><br />

<strong>May</strong> at the Shell Roadhouse.<br />

Invitations have been<br />

extended to all deliverers who<br />

are receiving badges this year.<br />

No Open Birthday/Award afternoon<br />

as we have held in<br />

previous years, just deliverers.<br />

We decided we would try it<br />

this way and only have a full<br />

afternoon celebration every 5<br />

years. Last year we celebrated<br />

35 years as a branch<br />

so the next big one will be held<br />

in 2017 for our 40 th year.<br />

Hospital Auxillary<br />

A Mother’s Day Raffle will be<br />

held on Friday 3 rd <strong>May</strong> in front<br />

<strong>of</strong> Redding’s supermarket from<br />

9am till 3pm. It will be drawn<br />

on Wednesday 8 th <strong>May</strong> at the<br />

annual “Cuppa for Cancer” in<br />

the Elmhaven dayroom at<br />

2pm.<br />

We hope to have a good<br />

crowd again as it is a “free<br />

day” during the Bowls Whiting<br />

Carnival. Notices have been<br />

displayed at the caravan park<br />

l<strong>au</strong>ndries, Clearwater Café,<br />

Redding’s Supermarket, in<br />

the school newsletter and at<br />

the hospital waiting room or<br />

Probus Probing<br />

Kath Heading chaired her 1 st<br />

meeting for the <strong>Streaky</strong> <strong>Bay</strong><br />

Probus Club this month and<br />

then she also shared her<br />

“Quilting Travel Tour” with all<br />

present.<br />

Her tour incorporated many<br />

different aspects <strong>of</strong> quilting<br />

and sewing - American Style.<br />

From an Amish community to<br />

a very large quilting exhibition<br />

and many stops in between.<br />

Kath passed around many<br />

souvenirs from her travels<br />

during her talk. Sandy<br />

extended members thanks<br />

and presented her with a small<br />

token <strong>of</strong> appreciation.<br />

Jan Patterson shared the<br />

recent 10 th birthday celebrations<br />

<strong>of</strong> the Ceduna Branch<br />

with all. 5 members from the<br />

<strong>Streaky</strong> <strong>Bay</strong> Branch attended<br />

this birthday dinner. It was a<br />

wonderful night complete will a<br />

delicious, well presented 3<br />

course meal, lovely pleasant<br />

musical entertainment and a<br />

large birthday cake.<br />

Museum Musing<br />

Many changes have occurred<br />

over the last 3 weeks as the<br />

Haslam Boat collection has<br />

“sailed” into our museum in<br />

<strong>Streaky</strong> <strong>Bay</strong>. They are looking<br />

very comfortable in their new<br />

home – high and dry on the<br />

jetty near the other sailing/<br />

fishing artefacts.<br />

Come along for a visit and see<br />

these and all the other articles<br />

which we have acquired from<br />

Haslam. Again these have<br />

blended in well with the many<br />

displays we have.<br />

We thank all the persons, men<br />

and women who come along<br />

each month - the willing men<br />

who turn up each Tuesday<br />

morning from 8-30am till 12<br />

noon. Without you we would<br />

not be able to open twice a<br />

week from 1-30pm till 4pm<br />

every Tuesday and Friday.

<strong>Streaky</strong> <strong>Bay</strong> Bowling Club<br />

Annual Whiting Carnival<br />

With the 2012/13 bowls season<br />

coming to an end, the <strong>Streaky</strong><br />

<strong>Bay</strong> Bowling Club is now<br />

preparing for the annual<br />

Whiting Carnival to be held from<br />

5 th to 11 th <strong>May</strong>. This year will be<br />

the twenty-fifth carnival and<br />

preparations are underway to<br />

celebrate the carnival’s silver<br />

anniversary. A dinner at the<br />

<strong>Streaky</strong> <strong>Bay</strong> Hotel on Saturday<br />

4 th will kick <strong>of</strong>f the carnival with<br />

approximately two hundred<br />

guests attending. I am sure<br />

there will be lots <strong>of</strong> l<strong>au</strong>ghs as<br />

bowlers revisit past carnivals.<br />

There are some who have<br />

played in over twenty <strong>of</strong> the<br />

carnivals, making many long<br />

lasting friendships.<br />

The number <strong>of</strong> entries received<br />

this year is amazing with the<br />

mixed fours events having an<br />

extra sixty four players. To<br />

accommodate all the entries, an<br />

on and <strong>of</strong>f programme has been<br />

organised, and the mixed pairs<br />

which is normally played on the<br />

Tuesday is now played on two<br />

days – Monday and Tuesday.<br />

Individual convenors are in<br />

charge <strong>of</strong> the catering for each<br />

<strong>of</strong> the days and they will be kept<br />

on their toes with a constant<br />

supply <strong>of</strong> meals being served<br />

throughout the day.<br />

Fitting everyone into the clubhouse<br />

is a major issue and the<br />

<strong>Streaky</strong> <strong>Bay</strong> Racing Club have<br />

generously allowed the Bowling<br />

Club to use one <strong>of</strong> its marquees<br />

which should enhance the party<br />

atmosphere <strong>of</strong> the carnival.<br />

Over the years the carnival has<br />

grown to be the great success it<br />

is through the hard work <strong>of</strong> the<br />

many volunteers who work<br />

tirelessly in the weeks leading<br />

up to and during the carnival. It<br />

is a huge effort with most club<br />

members involved and it is most<br />

satisfying to see so many old<br />

friends continuing to travel to<br />

<strong>Streaky</strong> <strong>Bay</strong> to take part in our<br />

carnival. This year we have<br />

some new teams competing,<br />

including two teams from<br />

Western Australia and one from<br />

Kangaroo Island.<br />

We could not survive without<br />

our sponsors and we thank<br />

them for their continued<br />

generosity. Most local<br />

businesses support our carnival,<br />

as well as many from out <strong>of</strong><br />

town. The support <strong>of</strong> locals<br />

with their donations <strong>of</strong> salads<br />

and volunteering to help with<br />

the catering is truly amazing –<br />

we are indeed fortunate to have<br />

such a great community.<br />

The <strong>Streaky</strong> <strong>Bay</strong> Oval Complex is<br />

starting to take shape. The Club<br />

is in the process <strong>of</strong> reviewing<br />

quotes for artificial greens to be<br />

built at the Oval complex, and<br />

once this decision has been<br />

made, plans for the installation<br />

will be under way. It is possible<br />

that our next carnival will be<br />

held up at the new complex and<br />

we will have the use <strong>of</strong> the new<br />

clubhouse. Let’s hope that the<br />

carnival continues to be as<br />

successful in future years. With<br />

new greens and a new clubhouse<br />

it will be an exciting time<br />

for the club.<br />

ELMHAVEN ENTERTAINMENT!!<br />

Easter Baskets with M<strong>au</strong>reen Buckley<br />

At the end <strong>of</strong> March we were lucky enough to<br />

have M<strong>au</strong>reen share her Easter Bunny Basket<br />

craft with Elmhaven (see right), <strong>Streaky</strong> <strong>Bay</strong><br />

Hospital and Community residents. Enough<br />

baskets were made for residents and their families<br />

to enjoy, especially the children, big and<br />

small!<br />

Thanks to Kaye Brace, Hazel Payne, Shirley<br />

Coombs and Lorraine Irvine for your help on the<br />

day.<br />

I would like to take this opportunity to thank<br />

M<strong>au</strong>reen for all the ideas she has put forward<br />

over the last couple <strong>of</strong> years to make our craft<br />

days successful.<br />

STREAKY BAY SCOUTS GROUP<br />

Founders Day Barbecue<br />

Community Service is part <strong>of</strong> the scouting<br />

movement programme. Recently the<br />

scouts visited Elmhaven to celebrate<br />

Founders Day (Lord Baden-Powells<br />

Birthday). This is an annual event enjoyed<br />

by both children and residents (see left|).<br />

The scouts cooked the barbecue lunch and<br />

the cubs and joeys served the meal. Gifts<br />

were made and presented to the residents.<br />

MAX MUIRSONS FAREWELL<br />

Elmhaven hosted a farewell lunch for Max<br />

on Thursday the 4th <strong>of</strong> April <strong>2013</strong>. Max had<br />

been a resident at Elmhaven since January<br />

2011 and more recently at the <strong>Streaky</strong> <strong>Bay</strong><br />

Hospital. He will take up new residence in<br />

an Adelaide nursing home, to be closer to<br />

family.<br />

The lunch was attended by family and<br />

friends and Max will be sorely missed.<br />

After enjoying a delicious meal, Alicia<br />

Carcuro made a heartfelt speech wishing<br />

Max and his family all the best for the future.<br />

We presented Max with a basket <strong>of</strong> goodies,<br />

including some souvenirs and photos to help<br />

him remember his friends at <strong>Streaky</strong> <strong>Bay</strong>.<br />

Max and his d<strong>au</strong>ghter Julie presented<br />

Elmhaven with a lovely lamp and many<br />

thanks.<br />

This months cooking team for the hospital residents My Kitchen Rules were Ali Danis and jack Howard.<br />

The theme for their rest<strong>au</strong>rant was “Where the wild things grow”. Joan Howard masterminded the<br />

Quandong Pie and helped on the day decorating the room with native f<strong>au</strong>na, fox skins, kangaroos and<br />

stuffed birds.<br />

Jack and Ali’s menu was a huge success scoring just below the “Eton Mess” rest<strong>au</strong>rant from last month.<br />

Mick Sprigg provided the entertainment with bush songs played on his mouth organ.<br />

Next months’ team is Carmel Miller, Sharni Cupples and Marilla Appleby.<br />

EVENTS FOR FAR WEST EYRE<br />

PENINSULA <strong>2013</strong><br />

<strong>Streaky</strong> <strong>Bay</strong> is set to party later this<br />

year when the <strong>District</strong> <strong>Council</strong> celebrates<br />

its 125 th anniversary and<br />

<strong>of</strong>ficial opening <strong>of</strong> the revamped jetty<br />

pool and new foreshore area.<br />

Marking <strong>of</strong> the 75 th Anniversary <strong>of</strong><br />

the <strong>Council</strong> in 1963 included the<br />

production <strong>of</strong> a 64-page booklet<br />

about the <strong>District</strong> that featured a<br />

history <strong>of</strong> <strong>Council</strong> in the region and<br />

an outline <strong>of</strong> the <strong>District</strong> at the time.<br />

This booklet was paid for by the<br />

advertising it included and copies<br />

were sold to raise funds for the<br />

<strong>Streaky</strong> <strong>Bay</strong> Hospital.<br />

Celebrations ran from Saturday,<br />

September 14 – Wednesday<br />

September 18, 1963. Events<br />

included the Agricultural Show, a<br />

female football match, a convoy drive<br />

around the scenic spots and two<br />

balls.<br />

The centenary in 1988 was marked<br />

by the production <strong>of</strong> a hardcover<br />

book - The <strong>Streaky</strong> <strong>Bay</strong> – which<br />

includes a brief history <strong>of</strong> the region<br />

and descriptions <strong>of</strong> the area at the<br />

time. Sections <strong>of</strong> the book include<br />

religion, memories, police and leisure<br />

and entertainment.<br />

The centenary celebrations included<br />

a full week <strong>of</strong> activities such as a<br />

vintage car parade, the annual<br />

Agricultural Show, various sports<br />

competitions, church services, a<br />

Grand Centenary Ball, laying <strong>of</strong> time<br />

capsule and several local families<br />

also held reunions throughout the<br />

week. The celebrations were held<br />

from October 1-10, 1988.<br />

<strong>Council</strong> is calling on the community<br />

to contribute their ideas about how<br />

we can celebrate and asking for<br />

community groups to get involved<br />

with planning and running an event.<br />

Preliminary suggestions from the<br />

community for events to mark the<br />

anniversary include:-<br />

A mini agricultural show.<br />

Old style games like tug <strong>of</strong><br />

war, sack races, three legged<br />

race etc.<br />

An old style community ball.<br />

Oyster shucking/eating competition.<br />

Parade <strong>of</strong> vehicles and costumes<br />

representing different<br />

time periods.<br />

Triathlon.<br />

Iron man/woman.<br />

Live music.<br />

Rides.<br />

Burying a time capsule.<br />

Running races.<br />

Recognising a heart attack and maintaining a healthy heart<br />

From Sunday 5 <strong>May</strong> to Saturday 11 <strong>May</strong> it is Heart Week. Did you know that 10,000<br />

Australians die <strong>of</strong> a heart attack each year? That is 1 life every 53 minutes.<br />

Will you recognise your heart<br />

attack?<br />

It is important that we learn the warning<br />

signs <strong>of</strong> a heart attack:<br />

Pain<br />

Pressure<br />

Heaviness or tightness<br />

In your:<br />

Chest<br />

Shoulder(s)<br />

Neck<br />

Arm(s)<br />

Jaw<br />

Back<br />

You may also feel:<br />

N<strong>au</strong>seous<br />

Dizzy<br />

A cold sweat and/or<br />

Short <strong>of</strong> breath<br />

It is important that warnings signs can vary<br />

from person to person and they may not<br />

always be sudden or severe<br />

Although chest pain or discomfort is the<br />

most common symptom <strong>of</strong> a heart attack,<br />

some people will not experience chest<br />

pain at all, while others will experience<br />

only mild chest pain or discomfort.<br />

Others may experience one symptom,<br />

while some experience a combination.<br />

The one thing all heart attacks have in<br />

common is that the sooner you receive<br />

treatment the less damage will be done. If<br />

you experience the warning signs <strong>of</strong> a<br />

heart attack for 10 minutes, if they are<br />

severe or getting progressively worse, call<br />

000 immediately and ask for an<br />

ambulance.<br />

Tips for maintaining a healthy heart<br />

Coronary heart disease is one <strong>of</strong> the main<br />

c<strong>au</strong>ses <strong>of</strong> heart attacks; it affects both<br />

men and women. There is no single c<strong>au</strong>se<br />

<strong>of</strong> coronary heart disease but there are<br />

known risk factors that increase your<br />

chance <strong>of</strong> developing it. Some risk factors<br />

you can’t change but there are many that<br />

you can:<br />

Quit smoking<br />

Manage your blood pressure and<br />

cholesterol<br />

Eat healthy<br />

Be physically active<br />

Maintain a healthy weight<br />

Be socially active<br />

Art workshops on <strong>of</strong>fer in Western Eyre!<br />

Western Eyre is abuzz with workshop<br />

opportunities for artists in<br />

<strong>2013</strong>.<br />

WESTART Inc. are inviting<br />

community artists to participate in<br />

a two day workshop over 2 weekends<br />

in PORTRAIT PAINTING workshop<br />

with well known artists and<br />

mentor Siv Grava.<br />

This 2 day workshop will be run<br />

over 2 Sundays, 2 weeks apart to<br />

allow participants time to work on<br />

their masterpiece. Participants will<br />

be introduced to painting portraits,<br />

in any medium. This workshop is a<br />

lead-up to the Oysterfest Eyreheads<br />

Portrait Prize Exhibition in<br />

October.<br />

Community fundraiser...<br />

JETTY PLAQUES Project—A lasting legacy<br />

The <strong>Streaky</strong> <strong>Bay</strong> Jetty Pool<br />

Committee is pleased to see the<br />

Jetty Pool being well used<br />

throughout the warmer months.<br />

As well as enjoying a swim in<br />

the pool ourselves, what a<br />

wonderful reward it is to so<br />

many people taking pleasure in<br />

our safe swimming enclosure.<br />

Our Community and <strong>Council</strong><br />

should be really proud to have<br />

had such a large number <strong>of</strong><br />

people contribute in many<br />

different ways to the rebuild <strong>of</strong><br />

the pool surround.<br />

You will not hear as much from<br />

the Jetty Pool Committee in<br />

<strong>2013</strong>, as our initial goal was to<br />

raise funds to assist in the rebuild<br />

<strong>of</strong> the pool surround.<br />

However, we will continue to<br />

fundraise to a lesser degree, to<br />

assist with maintenance and<br />

further improvements to the<br />

Jetty Pool. Our short term aim is<br />

to complete a new platform<br />

area within the pool enclosure.<br />

We hope to have this completed<br />

before the winter weather sets<br />

in.<br />

Our current fundraising initiative<br />

is to sell high quality stainless<br />

steel plaques that will be installed<br />

along the jetty. These<br />

are affordably priced, will look<br />

be<strong>au</strong>tiful and should make for<br />

an interesting addition to our<br />

jetty. Please look out around<br />

town for more information.<br />

The <strong>Streaky</strong> <strong>Bay</strong> Jetty Pool<br />

Committee is primarily a fundraising<br />

group, made up <strong>of</strong> keen<br />

advocates for the Jetty Pool.<br />

We appreciate feedback and<br />

suggestions from the<br />

community about further<br />

improvements that can be made<br />

to the pool. These ideas will be<br />

considered in due course, by<br />

consultation with Community,<br />

<strong>Council</strong> and the Department <strong>of</strong><br />

Transport as necessary. If any<br />

matter is pressing (for safety<br />

reasons for example) please<br />

contact the <strong>Council</strong>.<br />

We are a sub-committee <strong>of</strong><br />

<strong>Streaky</strong> <strong>Bay</strong> Tourist Promotions,<br />

and appreciate their ongoing<br />

support and advice. Anyone<br />

interested in becoming involved<br />

in the <strong>Streaky</strong> <strong>Bay</strong> Jetty Pool<br />

Committee would be very<br />

welcome.<br />
