Come and
have a cuppa
About 15 years ago motivated
resident Zita Chester started
bringing morning tea into the
Streaky Bay Council office and
asking staff to contribute to
cancer research.
What started out as a very small
affair has so far raised more
than $10,000 and become an
annual town event that attracts
scores of people every year.
Organisers aim to raise $1500
for the Cancer Council and this
year there are games and songs
planned.
Local businesses will again contribute
food to the event and
the District Council of Streaky
Bay supports it with funds, staff
time and the use of the Supper
Room.
The event is already registered
so even if you can’t make it you
can contribute at the Biggest
Morning Tea website.
Streaky Bay’s Biggest Morning
Tea will this year take place at
TORY
Council Development Assessment
independent members to its
Development Assessment Panel:
Julie Lewis (Chair), Vicki Flaherty,
Lorraine Lewis and Emma
member vacancy exists and
this is currently being advertised.
Moores Boat Ramp
Since the introduction of launch/
retrieval fees for the Moores Boat
Ramp, Council has actively
sought feedback to identify
opportunities to refine the permit
system. In considering the feedback
received and benchmarking
against permit systems in other
areas, Council resolved for
amendments to the system to
include:
change from boat-based
permit system to person/
entity-based system
annual permits to be on a
financial year basis
creation of monthly permits
The Boat Launch Policy, incorporating
these changes, will be
provided to the May Ordinary
Council meeting for approval.
On Street Parking
Council reviewed the number of
disabled car parks on Bay Road
and Alfred Terrace and noted
that it is equivalent to the
Australian standard requirements
for the provision of disabled
parking spaces in private car
parks.
Parking in disabled parking spaces
(without a permit) and on continuous
yellow lines was also discussed
after concerns had been
raised by members of the public.
Council were advised that line
marking would be undertaken in
the near future to clearly mark
parking areas.
Enforcement of the parking controls
will be undertaken. The penalty
for stopping in a disabled
park without a permit is $320.00
and $83.00 for stopping on a
continuous yellow line.
Waste Management
Landfill Environment Management
Plans
Council has received feedback
from the EPA on the draft Landfill
Environment Management Plan
for Cungena and revised draft
closure plan for the Streaky Bay
Landfill site. A number of further
issues need to be addressed prior
to approval by the EPA.
Quotes are being sought for a
consultant to undertake the final
planning to ensure the proposal
proceeds in the short term.
Zero Waste Regional Implementation
Program
An application has been submitted
to Zero Waste for the funding
through the Regional Implementation
Program to develop a
waste transfer and resource
recovery centre in Streaky Bay.
The funding application was for a
project totalling $482,000 with
Council contribution of $342,000
and funding of $140,000.
Tonkin Consulting was engaged
to assist with the development of
a concept plan for the transfer
station which formed the basis of
the application.
Native Vegetation – Sceale Bay
Road
Council recently received
approval from the Native Vegetation
Council (NVC) for clearance
associated with Stage 3 of the
Sceale Bay Road Upgrade. The
approval was subject to a number
of conditions including that
Council enter into a Heritage
Agreement over 140Ha of native
vegetation on Section 289
Hundred of Ripon.
This was consistent with
Council’s resolution 244/12 from
its December 2012 meeting. The
new approval resulted in an
additional offset area of 4Ha.
The approval also noted that the
Section 31E enforcement notice
issued by the NVC on 16 January
2013 required 13.7Ha to be set
aside to offset past clearance
along Sceale Bay Road which
resulted in an excess of 122.3Ha
which can be used as offset for
any further clearance.
The documentation for the Heritage
Agreement is being prepared
by NVC.
Wirrulla Triangle
Quotes have been received for
the development of the Wirrulla
Triangle. The works to be undertaken
this financial year will be
finalised with consideration for
the existing budget. In order to
complete the project in
accordance with the community
plan, additional funding may need
to be considered for 13/14.
Works Depot
The sale of the land currently
leased to SA Power Networks
settled on 18 April 2013. Council
have purchased a second-hand
office and lunchroom to be
located on the existing depot site
which was delivered in mid April.
The connection of services will
occur shortly thereafter.
In the interim, Council’s General
Inspector will work out of the
main office.
Preliminary plans and cost
estimates for the relocation of
Council’s Works Depot to an
alternate site will be progressed
in conjunction with the planning
for the Streaky Bay Waste
Transfer and Resource Recovery
Centre.
Woodlawn Road
At its January 2013 meeting,
Council resolved (15/13) to write
to property owners adjoining
Woodlawn Road detailing options
regarding the future upgrade of
the road and schedule a meeting
with residents to discuss the
proposal further.
A preliminary letter was sent to
property owners adjoining the
road in early March advising of
this resolution.
Tonkin Consulting have been
engaged to develop a report
containing a number of concepts
and cross sections for Council
and the community to consider
with detail of the pros and cons of
each. It will be these concepts
that will form the basis of discussions
with the residents and the
subject of the proposed meeting.
It is intended that the report will
be received by the end of April in
preparation for Council to receive
at its May meeting prior to engaging
with the community.
Speed Limits Approaching
Streaky Bay
As a result of concerns from
Councillors and the community
regarding the speed limit
approaching Streaky Bay from
Poochera a request was sent to
the Department of Planning,
Transport and Infrastructure
(DPTI) for a review.
DPTI have advised that the
80km/hr speed limit is considered
appropriate for this location and is
a correct reflection of the
surrounding conditions at this
time.
It was suggested at the 18 April
Council Meeting that a sign be
installed on Flinders Highway
approaching Little Island Road.
Streaky Bay District Management
GOVERNANCE
Representation Review
Council has approved the
Representation Options Paper be
released for public consultation.
The Options Paper is the first
stage of the review process to
determine whether the
community would be more adequately
and fairly represented
from alternate representation
arrangements.
Regional Development Australia
Whyalla and Eyre Peninsula
(RDAWEP) Board Funding
Funding for the RDAWEP under
the current agreement expiring 30
June 2103 was provided by the
Commonwealth, State and Local
Government. The State
Government has announced that
it will withdraw its funding of
$633,000 from future
agreements.
The 11 Eyre Peninsula councils
have been considering their
funding options to ensure that the
RDAWEP continues to provide
economic and industry development
services to the community.
Council resolved to increase its
contribution to the RDAWEP by
25% for 2013/14 and then 3%
thereafter.
Parking Enforcement in the Streaky Bay Town Centre
Council has received complaints regarding the increasing number of motorists parking illegally in the
Streaky Bay Town Centre specifically in disabled parking spaces and upon continuous yellow lines. Due to
the high number of illegally parked cars and the risk posed to vehicle and pedestrian safety, enforcement of
parking controls is now being undertaken.
Expiation fees are set within legislation.
If you are found stopping in a parking area for people with disabilities without displaying a disabled parking
permit you will receive an expiation of $320.00.
If you are found stopping on a continuous yellow edge line you could receive an expiation of $83.00.
Disabled Car Parks
Displaying a Disability Parking Permit is necessary to avoid receiving a parking fine. If you have a permit
please make sure you display this when you park in a disabled car park.
Council cannot issue Disability Parking Permits – these permits are available by visiting your local GP and
requesting they fill in a Disability Parking Permit Application.
For more information call Service SA on 13 10 84.
Residents and ratepayers in the
District Council of Streaky Bay
have the opportunity to provide
input to the representation
arrangements for Council into
the future.
The Local Government Act
requires all councils to periodically
review the representation
arrangements that are in place to
determine whether the
community would be more adequately
and fairly represented
from an alternative arrangement.
Mayor Stephens believes that
having representation arrangements
that suit the community is
just as important as the actual
election of councillors.
“We had a high level of voter
participation in the recent supplementary
election and it would be
Representation Review
great to see similar numbers of
community members having
input into the representation
options for our Council.” Mayor
Stephens said.
Council has released a
Representation Options Paper
for public consultation. The
Options Paper discusses key
issues such whether the Council
should have a mayor or chairperson,
the need for area and ward
councillors, the division of the
council area into wards, the
number of councillors and the
name of the council and future
wards.
The Options Paper is the first of
three stages in the representation
review process. The next
stage is for Council to consider
the options and the feedback
received from the first public
consultation to prepare
proposals for change or the
maintenance of the status quo.
This will all be summarised in a
Representation Review Report
which will be released for further
public consultation in late July.
The final stage will be the
consideration of submissions
from the second public
consultation and the finalisation
of a report the Electoral Commissioner
setting out any proposed
changes.
The Representation Options
Paper is available on the Council
website and in hard copy at
Council’s Office and the Visitor
Information Centre. Full details of
how to make a submission are
contained in the Options Paper
with submissions closing on 7
June.
Voters in the Flinders Ward of
the District Council of Streaky
Bay will be casting their votes in
early July for the Supplementary
Election but first the search is on
for candidates to nominate for
the vacant position.
2013 has represented a period of
transition with the recent resignations
of long-term councillors
Greg Schreiber and Trevor
Kemp.
The first Supplementary Election
for a Flinders Ward councillor
was conducted in April and Trevor
Gilmore was the successful
candidate. The election signals
Councillor Gilmore’s return
to Council after a 13 year break.
The second Supplementary
Put your hand up for Council
Election for the vacancy resulting
from Trevor Kemp’s resignation
will occur in July 2013.
District Council of Streaky Bay
Mayor Rob Stephens
encourages all members of the
community to consider nominating
for the ward councillor
vacancy.
“Being a councillor allows people
to play an important role in the
development of the district while
providing a valuable community
service” says Mayor Stephens.
Nominations to be a candidate
for election to the District Council
of Streaky Bay will open on 23
May and close at 12.00 noon on
6 June, 2013.
Nomination kits are available
from the Council Office, 29 Alfred
Terrace Streaky Bay and provide
all of the information intending
candidates need to know to nominate
for election. In addition, a
Candidate Briefing Session will
be held at 7.30pm on 23 May,
2013 at the Streaky Bay Visitor
Information Centre. The Briefing
Session will provide information
and answers to any queries regarding
councillor candidacy.
“If you have ever thought about
running for Council now is the
time to get hold of a nomination
kit and maybe speak to family,
friends or a local councillor regarding
your candidacy” says
Mayor Stephens.
Streaky Bay young people spent
youth week on the coast with
several activities that saw them
Probus Probing
Kath Heading chaired her 1 st
meeting for the Streaky Bay
Probus Club this month and
then she also shared her
“Quilting Travel Tour” with all
present.
Her tour incorporated many
different aspects of quilting
and sewing - American Style.
From an Amish community to
a very large quilting exhibition
and many stops in between.
Kath passed around many
souvenirs from her travels
during her talk. Sandy
extended members thanks
and presented her with a small
token of appreciation.
Jan Patterson shared the
recent 10 th birthday celebrations
of the Ceduna Branch
with all. 5 members from the
Streaky Bay Branch attended
this birthday dinner. It was a
wonderful night complete will a
delicious, well presented 3
course meal, lovely pleasant
musical entertainment and a
large birthday cake.
Next meeting will be held at
the Flinders Room, Streaky
Bay Hotel on Thursday 16 th
May at 10am.
Museum Musing
Many changes have occurred
over the last 3 weeks as the
Haslam Boat collection has
“sailed” into our museum in
Streaky Bay. They are looking
very comfortable in their new
home – high and dry on the
jetty near the other sailing/
fishing artefacts.
Come along for a visit and see
these and all the other articles
which we have acquired from
Haslam. Again these have
blended in well with the many
displays we have.
We thank all the persons, men
and women who come along
each month - the willing men
who turn up each Tuesday
morning from 8-30am till 12
noon. Without you we would
not be able to open twice a
week from 1-30pm till 4pm
every Tuesday and Friday.

Streaky Bay Bowling Club
Annual Whiting Carnival
With the 2012/13 bowls season
coming to an end, the Streaky
Bay Bowling Club is now
preparing for the annual
Whiting Carnival to be held from
5 th to 11 th May. This year will be
the twenty-fifth carnival and
preparations are underway to
celebrate the carnival’s silver
anniversary. A dinner at the
Streaky Bay Hotel on Saturday
4 th will kick off the carnival with
approximately two hundred
guests attending. I am sure
there will be lots of laughs as
bowlers revisit past carnivals.
There are some who have
played in over twenty of the
carnivals, making many long
lasting friendships.
The number of entries received
this year is amazing with the
mixed fours events having an
extra sixty four players. To
accommodate all the entries, an
on and off programme has been
organised, and the mixed pairs
which is normally played on the
Tuesday is now played on two
days – Monday and Tuesday.
Individual convenors are in
charge of the catering for each
of the days and they will be kept
on their toes with a constant
supply of meals being served
throughout the day.
Fitting everyone into the clubhouse
is a major issue and the
Streaky Bay Racing Club have
generously allowed the Bowling
Club to use one of its marquees
which should enhance the party
atmosphere of the carnival.
Over the years the carnival has
grown to be the great success it
is through the hard work of the
many volunteers who work
tirelessly in the weeks leading
up to and during the carnival. It
is a huge effort with most club
members involved and it is most
satisfying to see so many old
friends continuing to travel to
Streaky Bay to take part in our
carnival. This year we have
some new teams competing,
including two teams from
Western Australia and one from
Kangaroo Island.
We could not survive without
our sponsors and we thank
them for their continued
generosity. Most local
businesses support our carnival,
as well as many from out of
town. The support of locals
with their donations of salads
and volunteering to help with
the catering is truly amazing –
we are indeed fortunate to have
such a great community.
The Streaky Bay Oval Complex is
starting to take shape. The Club
is in the process of reviewing
quotes for artificial greens to be
built at the Oval complex, and
once this decision has been
made, plans for the installation
will be under way. It is possible
that our next carnival will be
held up at the new complex and
we will have the use of the new
clubhouse. Let’s hope that the
carnival continues to be as
successful in future years. With
new greens and a new clubhouse
it will be an exciting time
for the club.
Easter Baskets with Maureen Buckley
At the end of March we were lucky enough to
have Maureen share her Easter Bunny Basket
craft with Elmhaven (see right), Streaky Bay
Hospital and Community residents. Enough
baskets were made for residents and their families
to enjoy, especially the children, big and
small!
Thanks to Kaye Brace, Hazel Payne, Shirley
Coombs and Lorraine Irvine for your help on the
day.
I would like to take this opportunity to thank
Maureen for all the ideas she has put forward
over the last couple of years to make our craft
days successful.
Founders Day Barbecue
Community Service is part of the scouting
movement programme. Recently the
scouts visited Elmhaven to celebrate
Founders Day (Lord Baden-Powells
Birthday). This is an annual event enjoyed
by both children and residents (see left|).
The scouts cooked the barbecue lunch and
the cubs and joeys served the meal. Gifts
were made and presented to the residents.
Thanks to all involved.
MAX MUIRSONS FAREWELL
Elmhaven hosted a farewell lunch for Max
on Thursday the 4th of April 2013. Max had
been a resident at Elmhaven since January
2011 and more recently at the Streaky Bay
Hospital. He will take up new residence in
an Adelaide nursing home, to be closer to
family.
The lunch was attended by family and
friends and Max will be sorely missed.
After enjoying a delicious meal, Alicia
Carcuro made a heartfelt speech wishing
Max and his family all the best for the future.
We presented Max with a basket of goodies,
including some souvenirs and photos to help
him remember his friends at Streaky Bay.
Max and his daughter Julie presented
Elmhaven with a lovely lamp and many
thanks.
Teach Your Monster to Read
No, we’re not talking about your children!
It’s a free game where children create their own monster
which has to learn to read to fix its spaceship.
The game introduces letters and their sounds then how to
break down words into sounds (decoding or segmenting),
how to put the letter sounds back together to make a word
(blending) and some “tricky” words which are words that can
not be sounded out easily.
You can find the game at http://
www.teachyourmonstertoread.com
It is free but you do need to sign up with your email address.
EVENTS FOR FAR WEST EYRE
PENINSULA 2013
Streaky Bay is set to party later this
year when the District Council celebrates
its 125 th anniversary and
official opening of the revamped jetty
pool and new foreshore area.
Marking of the 75 th Anniversary of
the Council in 1963 included the
production of a 64-page booklet
about the District that featured a
history of Council in the region and
an outline of the District at the time.
This booklet was paid for by the
advertising it included and copies
were sold to raise funds for the
Streaky Bay Hospital.
Celebrations ran from Saturday,
September 14 – Wednesday
September 18, 1963. Events
included the Agricultural Show, a
female football match, a convoy drive
around the scenic spots and two
balls.
The centenary in 1988 was marked
by the production of a hardcover
book - The Streaky Bay – which
includes a brief history of the region
and descriptions of the area at the
time. Sections of the book include
religion, memories, police and leisure
and entertainment.
The centenary celebrations included
a full week of activities such as a
vintage car parade, the annual
Agricultural Show, various sports
competitions, church services, a
Grand Centenary Ball, laying of time
capsule and several local families
also held reunions throughout the
week. The celebrations were held
from October 1-10, 1988.
Council is calling on the community
to contribute their ideas about how
we can celebrate and asking for
community groups to get involved
with planning and running an event.
Preliminary suggestions from the
community for events to mark the
anniversary include:-
A mini agricultural show.
Old style games like tug of
war, sack races, three legged
race etc.
An old style community ball.
Oyster shucking/eating competition.
Parade of vehicles and costumes
representing different
time periods.
Triathlon.
Iron man/woman.
Live music.
Rides.
Burying a time capsule.
Running races.
If you have a great idea to mark the
anniversary or want to pitch in and
Issue # 23 – May 2013
Health Happenings
Mid West Health – Streaky Bay
Recognising a heart attack and maintaining a healthy heart
With Melanie Brown, Community Health Nurse Elliston
From Sunday 5 May to Saturday 11 May it is Heart Week. Did you know that 10,000
Australians die of a heart attack each year? That is 1 life every 53 minutes.
Will you recognise your heart
attack?
It is important that we learn the warning
signs of a heart attack:
Pain
Pressure
Heaviness or tightness
In your:
Chest
Shoulder(s)
Neck
Arm(s)
Jaw
Back
You may also feel:
Nauseous
Dizzy
A cold sweat and/or
Short of breath
It is important that warnings signs can vary
from person to person and they may not
always be sudden or severe
Although chest pain or discomfort is the
most common symptom of a heart attack,
some people will not experience chest
pain at all, while others will experience
only mild chest pain or discomfort.
For further information:
Mid West Community Health
Streaky Bay
Telephone: 08 86261310
www.sahealth.sa.gov.au
Others may experience one symptom,
while some experience a combination.
The one thing all heart attacks have in
common is that the sooner you receive
treatment the less damage will be done. If
you experience the warning signs of a
heart attack for 10 minutes, if they are
severe or getting progressively worse, call
000 immediately and ask for an
ambulance.
Tips for maintaining a healthy heart
Coronary heart disease is one of the main
causes of heart attacks; it affects both
men and women. There is no single cause
of coronary heart disease but there are
known risk factors that increase your
chance of developing it. Some risk factors
you can’t change but there are many that
you can:
Quit smoking
Manage your blood pressure and
cholesterol
Eat healthy
Be physically active
Maintain a healthy weight
Be socially active
JETTY PLAQUES Project—A lasting legacy
The Streaky Bay Jetty Pool
Committee is pleased to see the
Jetty Pool being well used
throughout the warmer months.
As well as enjoying a swim in
the pool ourselves, what a
wonderful reward it is to so
many people taking pleasure in
our safe swimming enclosure.
Our Community and Council
should be really proud to have
had such a large number of
people contribute in many
different ways to the rebuild of
the pool surround.
You will not hear as much from
the Jetty Pool Committee in
2013, as our initial goal was to
raise funds to assist in the rebuild
of the pool surround.
However, we will continue to
fundraise to a lesser degree, to
assist with maintenance and
further improvements to the
Jetty Pool. Our short term aim is
to complete a new platform
area within the pool enclosure.
We hope to have this completed
before the winter weather sets
in.
Our current fundraising initiative
is to sell high quality stainless
steel plaques that will be installed
along the jetty. These
are affordably priced, will look
beautiful and should make for
an interesting addition to our
jetty. Please look out around
town for more information.
The Streaky Bay Jetty Pool
Committee is primarily a fundraising
group, made up of keen
advocates for the Jetty Pool.
We appreciate feedback and
suggestions from the
community about further
improvements that can be made
to the pool. These ideas will be
considered in due course, by
consultation with Community,
Council and the Department of
Transport as necessary. If any
matter is pressing (for safety
reasons for example) please
contact the Council.
We are a sub-committee of
Streaky Bay Tourist Promotions,
and appreciate their ongoing
support and advice. Anyone
interested in becoming involved
in the Streaky Bay Jetty Pool
Committee would be very
welcome.
