Welcome to The State University <strong>of</strong><br />

New York. To simplify the process<br />

<strong>of</strong> applying for admission, 51 <strong>of</strong><br />

the State University’s 64 colleges<br />

(see page A8) use this <strong>application</strong>.<br />

You may apply to up to four<br />

colleges at once. Please mail the<br />

completed <strong>application</strong> <strong>and</strong> fee to<br />

the Application Processing Center<br />

(APC) at:<br />

Failure to include the <strong>application</strong><br />

fee may delay processing <strong>of</strong> your<br />

The APC will prepare one <strong>application</strong><br />

for each <strong>of</strong> the colleges to<br />

which you are applying <strong>and</strong> mail<br />

it to the college along with your<br />

transcript. Once your <strong>application</strong> is<br />

forwarded to the college, the APC<br />

will notify you that your <strong>application</strong><br />

has been processed. This letter is<br />

your receipt for any <strong>application</strong><br />

fees submitted.<br />

Individual colleges may require<br />

additional <strong>application</strong> materials,<br />

such as supplemental forms, letters<br />

<strong>of</strong> recommendation, <strong>and</strong> mid-year<br />

grades. These materials should be<br />

sent directly to the college<br />

requesting them.<br />

Transcripts<br />

If you are applying to the University<br />

as a first-time freshman, please<br />

send one transcript per college<br />

choice to the Application Processing<br />

Center along with your <strong>application</strong><br />

fee ($40 per college choice) <strong>and</strong><br />

completed <strong>application</strong>. If your<br />

transcripts are not available at the<br />

time you submit your <strong>application</strong>,<br />

please have your transcripts forwarded<br />

directly to each college<br />

choice to which you applied.<br />

If you are applying to the<br />

university as a transfer student,<br />

please note that academic transcripts<br />

are required for all colleges<br />

you attended or from which you<br />

received credit. Please send a<br />

copy <strong>of</strong> all transcripts directly to<br />

each college choice to which you<br />

a p p l i e d .<br />

If you are transferring from<br />

another <strong>SUNY</strong> school, please<br />

Notes for Freshman Applicants<br />

For admission purposes, you are<br />

a freshman if you have not taken<br />

college-level work since high<br />

school graduation. If you have<br />

taken college-level credits during<br />

high school you are also considered<br />

a freshman.<br />

Freshmen may also include<br />

students who have received the<br />

General Equivalency Diploma<br />

(GED) <strong>and</strong> adult learners entering<br />

higher education for the first time.<br />

While there is no formal<br />

<strong>application</strong> deadline for freshman<br />

applicants, we recommend you<br />

apply by December 1 to maximize<br />

your chances for financial aid <strong>and</strong><br />

campus housing. Please have your<br />

counselor complete the bottom<br />

section <strong>of</strong> the last page <strong>of</strong> the<br />

<strong>application</strong>.<br />

Notes for Transfer Applicants<br />

The State University <strong>of</strong> New York<br />

considers you a transfer student if<br />

you have taken at least three credits<br />

<strong>of</strong> college-level work since high<br />

school graduation. (College work<br />

taken before high school<br />

graduation does not apply.)<br />

Academic transcripts are<br />

required for all colleges you have<br />

attended. Please be sure to provide<br />

academic transcripts <strong>of</strong> all<br />

previous college work, even when<br />

not relevant to current studies.<br />

Failure to do so could jeopardize<br />

your <strong>application</strong>.<br />

If you have earned less<br />

than the equivalent <strong>of</strong> one<br />

full year <strong>of</strong> study (generally, 24-30<br />

credit hours), you should arrange<br />

for your former high school to send<br />

transcripts directly to the colleges<br />

to which you are applying.<br />

Notes for<br />

International Students<br />

If you are an international student,<br />

you may apply to the State University<br />

using this <strong>application</strong>. When<br />

doing so, be sure to supply us with<br />

the “Non-U.S. Citizen” information<br />

requested in questions 21-28 <strong>of</strong><br />

the <strong>application</strong>. Applicants requiring<br />

an F-1 visa must provide a permanent<br />

address outside the U.S. on<br />

question 5. Also, please be aware<br />

that you will subsequently receive<br />

requests for additional information<br />

directly from the campuses to<br />

which you apply.<br />

Financial Aid<br />

To apply for financial aid, you must<br />

first complete the Free Application<br />

for Federal Student Aid (FAFSA)<br />

form as soon after January 1 as<br />

possible. The form is available<br />

from high school guidance <strong>of</strong>fices<br />

or campus financial aid <strong>of</strong>fices <strong>and</strong><br />

on the web at www.fafsa.ed.gov.<br />

Requests for financial aid do not<br />

affect admission decisions. See<br />

page A11 for more information.<br />

Please complete the academic<br />

information requested in the box<br />

Applicant Social Security Number<br />

Your Social Security Number is<br />

used to coordinate the collection<br />

<strong>of</strong> information for all your student<br />

records. Authority to collect the<br />

Social Security Number is granted<br />

under Section 355 <strong>of</strong> the New York<br />

Education Law. Your response,<br />

however, is voluntary. Please double<br />

check the number for accuracy.<br />

9a – 9c<br />

Residency<br />

These questions concern your<br />

residency for tuition purposes as<br />

well as eligibility for the Educational<br />

Opportunity Program (EOP).<br />

At the State-operated campuses<br />

(University Centers, University<br />

Colleges <strong>and</strong> Technology Colleges),<br />

students are generally considered<br />

New York State residents if they<br />

have established their domicile in<br />

New York State for at least twelve<br />

months prior to the last day <strong>of</strong> the<br />

registration period.<br />

Generally, individuals who have<br />

maintained their domicile in New<br />

York for a period <strong>of</strong> less than<br />

twelve months prior to the end <strong>of</strong><br />

registration are presumed to be<br />

out-<strong>of</strong>-state residents <strong>and</strong> are not<br />

eligible for the resident tuition rate.<br />

Individuals who are financially<br />

dependent <strong>and</strong> whose custodial<br />

parent(s) live in a State other than<br />

New York are generally not eligible<br />

for the resident tuition rate.<br />

Individuals do not meet the<br />

twelve-month residency requirement<br />

if domiciled in New York<br />

State for the sole purpose <strong>of</strong><br />

attending college.<br />

Generally, only U.S. citizens<br />

(question 7) <strong>and</strong> permanent<br />

residents are eligible for the<br />

New York State tuition rate<br />

Dependent students <strong>of</strong> divorced<br />

or legally separated parents may<br />

acquire a New York State domicile<br />

A felony in New York State law is<br />

defined as a crime for which more<br />

than one year in prison may be<br />

imposed. The felony question<br />

applies if you have been convicted<br />

as an adult. If you have been<br />

adjudicated as having juvenile<br />

delinquent or youthful <strong>of</strong>fender<br />

status, you are required to respond<br />

to the felony question 19a by indicating<br />

a response <strong>of</strong> no.<br />

Suspension is defined as a<br />

sanction imposed for disciplinary<br />

reasons that results in a student<br />

leaving school for a fixed time<br />

period, less than permanently.<br />

Dismissal from a college for<br />

disciplinary reasons is defined as<br />

permanent separation from an<br />

institution <strong>of</strong> higher education on<br />

the basis <strong>of</strong> conduct or behavior.<br />

An affirmative response to either<br />

question will not automatically<br />

prevent admission, but you will be<br />

asked by your college choices to<br />

provide additional information.<br />

by a campus committee to ensure<br />

For each college to which you<br />

apply, you may select a specific<br />

program <strong>of</strong> study or indicate that<br />

you do not wish to select one at<br />

this time. Please note that the<br />

Health Science Centers <strong>and</strong> most<br />

community colleges, including FIT,<br />

require that you declare a major.<br />

Some programs have limited<br />

space or require portfolio review,<br />

auditions, or special academic<br />

preparation. If you are interested<br />

in a program you think may fall<br />

into this category, please contact<br />

the campus directly.<br />

Curriculum Index<br />

The Curriculum Index in the Application<br />

Viewbook lists programs <strong>of</strong><br />

study at <strong>SUNY</strong>’s colleges <strong>and</strong> universities.<br />

You may use the Index to<br />

choose a program <strong>of</strong> study at each<br />

college <strong>of</strong> your choice. Choose<br />

only one program for each college<br />

(except Purchase <strong>and</strong> HSC Stony<br />

Brook; see note on page 76). If<br />

you later want to change your program,<br />

programs in conjunction with<br />

Purchase College <strong>of</strong>fers jointly<br />

registered programs in Childhood,<br />

Early Childhood, Middle Childhood,<br />

<strong>and</strong> Adolescent Education with<br />

Manhattanville College.<br />

Cooperative Programs<br />

Many cooperative programs exist<br />

between State University colleges<br />

<strong>and</strong> other public <strong>and</strong> private colleges.<br />

In the Curriculum Index,<br />

cooperative programs are listed<br />

with the number <strong>of</strong> years <strong>of</strong> study<br />

at the first campus plus the number<br />

<strong>of</strong> years <strong>of</strong> study at the second<br />

campus (i.e., 1+1, 2+3, 3+3).<br />

For 1+1 programs, only the campus<br />

<strong>of</strong>fering the first year <strong>of</strong> study<br />

is identified; contact specific<br />

colleges for more information.<br />

Joint Admissions Program<br />

Freshmen may apply for Joint<br />

Admissions, a cooperative program<br />

between two-year <strong>and</strong> four-year<br />

<strong>SUNY</strong> colleges. The program<br />

guarantees junior-level admission<br />

in a parallel program at a fouryear<br />

college after completing an<br />

associate degree program at the<br />

two-year college. When applying<br />

for Joint Admissions, enter the<br />

college code <strong>of</strong> the four-year college<br />

where you plan to continue<br />

your studies, as indicated on<br />

page A8 <strong>of</strong> the <strong>application</strong>.<br />

to all NY residents who transfer<br />

college with an AA or an AS<br />

degree. To be eligible, you must:<br />

• File your <strong>application</strong> with the<br />

Application Processing Center<br />

by March 1 for fall admission,<br />

The State University <strong>of</strong> New York’s<br />

Educational Opportunity Program<br />

(EOP) provides academic support<br />

<strong>and</strong> financial aid to students who<br />

show promise for mastering collegelevel<br />

work, but who may otherwise<br />

not be admitted. Offered primarily<br />

to full-time students who are New<br />

York State residents, EOP accepts<br />

students who qualify, academically<br />

<strong>and</strong> financially, for the program.<br />

Note: You cannot apply for both<br />

the EOP <strong>and</strong> Early Decision/Early<br />

Eligibility<br />

To be eligible for admission to EOP<br />

you must be:<br />

• A New York State resident for<br />

12 months prior to enrollment;<br />

• Ineligible for admission under<br />

a college program; <strong>and</strong><br />

• In need <strong>of</strong> financial assistance<br />

within established income<br />

In selecting students for the program,<br />

backgrounds. If in the year prior<br />

to enrollment your family income<br />

falls within EOP guidelines due<br />

to unemployment, separation,<br />

divorce or death <strong>of</strong> a parent, etc.,<br />

you may still not qualify for EOP<br />

if you are not from an historically<br />

disadvantaged background.<br />

Required Records<br />

As part <strong>of</strong> the EOP admission<br />

process, your high school record<br />

<strong>and</strong> test scores (if needed) will be<br />

reviewed, as well as information<br />

about clubs, hobbies, jobs <strong>and</strong> any<br />

other experiences which made an<br />

impact on your education. This<br />

information will help college counselors<br />

evaluate your potential for<br />

success in a college program.<br />

Support Services<br />

When you enroll as an EOP s t u d e n t ,<br />

you receive special tutoring <strong>and</strong><br />

academic, career, <strong>and</strong> personal<br />

counseling. In addition, you<br />

receive financial aid to help with<br />

the cost <strong>of</strong> room, board, tuition,<br />

books <strong>and</strong> personal expenses.<br />

Fee Waiver<br />

The $40 <strong>application</strong> fee is waived<br />

for those eligible for admission to<br />

EOP. If you think you are eligible,<br />

are found to be ineligible, you<br />

will be billed for the fee. Note:<br />

How Financial Aid Works<br />

Financial aid is available at all<br />

State University campuses to<br />

assist students who are unable<br />

to pay college costs.<br />

Eligibility for financial aid is<br />

based on the amount which you<br />

<strong>and</strong> your family are expected to<br />

contribute toward your college<br />

expenses. This amount is determined<br />

by analyzing your family’s<br />

financial circumstance, including<br />

such factors as income, assets,<br />

<strong>and</strong> number <strong>of</strong> dependents in<br />

college. Each State University college<br />

uses the federal calculation<br />

to determine your financial need<br />

<strong>and</strong> eligibility for assistance.<br />

State University campuses<br />

participate in a variety <strong>of</strong> state,<br />

federal, <strong>and</strong> private financial aid<br />

programs. Assistance is available<br />

for full-time <strong>and</strong> part-time students<br />

based on financial need <strong>and</strong> availability<br />

<strong>of</strong> funds. If eligible, you may<br />

be <strong>of</strong>fered aid for tuition <strong>and</strong> other<br />

college expenses from programs<br />

such as education loans, Federal<br />

Pell Grants, New York State Tuition<br />

State University colleges have<br />

higher tuition rates for students<br />

who are not New York State residents<br />

Technology colleges charge a<br />

reduced non-resident tuition rate<br />

<strong>of</strong> $5,000 per year for the associate<br />

degree <strong>and</strong> the st<strong>and</strong>ard nonresident<br />

rate <strong>of</strong> $8,300 for the<br />

bachelor degree.<br />

Community college tuition<br />

ranges from $2,200-$2,600.<br />

Students who enroll in a community<br />

college not in their home county,<br />

must provide the college with a<br />

certificate <strong>of</strong> county residency to<br />

study), New York State resident<br />

tuition is $137 per credit hour for<br />

baccalaureate degree programs<br />

Tuition Deposit<br />

Tuition deposits must be postmarked<br />

by May 1. You should<br />

make a tuition deposit at only one<br />

<strong>SUNY</strong> college. This deposit is<br />

required by May 1 for the summer<br />

or fall terms, by November 1 for<br />

winter or spring terms, or 30 days<br />

after acceptance, whichever is<br />

later. In most cases, deposits are<br />
