<strong>Supreme</strong> <strong>Court</strong> Administrative Operations<br />
<strong>The</strong> administrative operations <strong>of</strong> the <strong>Supreme</strong> <strong>Court</strong> are completed by dedicated<br />
employees working in <strong>of</strong>fices, sections, programs and work groups that are formed into<br />
eight divisions — Administrative, Clerk, Legal Resources, Attorney Services, Judicial &<br />
<strong>Court</strong> Services, Fiscal & Management Resources, Information Technology and Facilities<br />
Management. <strong>The</strong> <strong>Court</strong> also has four affiliated <strong>of</strong>fices with a quasi-independent status<br />
because <strong>of</strong> the nature <strong>of</strong> their work. <strong>The</strong>y are the Office <strong>of</strong> Disciplinary Counsel, the<br />
Board <strong>of</strong> Commissioners on Grievances & Discipline, the Clients’ Security Fund and the<br />
<strong>Ohio</strong> Criminal Sentencing Commission.<br />
<strong>The</strong> <strong>Court</strong> also is fortunate to rely on the volunteer services <strong>of</strong> dozens <strong>of</strong> committed<br />
judges, attorneys, clerks, court administrators and private citizens who serve on<br />
the many boards, commissions, advisory committees and task forces that the <strong>Court</strong><br />
maintains. <strong>The</strong>se bodies help the <strong>Court</strong> provide oversight to the courts <strong>of</strong> <strong>Ohio</strong>,<br />
regulate the practice <strong>of</strong> law, and provide efficient services to the judicial branch <strong>of</strong> <strong>Ohio</strong><br />

<strong>The</strong> table <strong>of</strong> organization displayed on the preceding page provides a visual<br />
representation <strong>of</strong> the <strong>Court</strong>’s structure in 2007.<br />
Steven C. Hollon is the administrative director <strong>of</strong> the <strong>Supreme</strong> <strong>Court</strong><br />
<strong>of</strong> <strong>Ohio</strong>. <strong>The</strong> administrative director is a constitutional position in <strong>Ohio</strong><br />
government and serves at the pleasure <strong>of</strong> the <strong>Court</strong>. As the senior nonelected<br />
<strong>of</strong>ficer <strong>of</strong> the <strong>Court</strong>, the administrative director, in conjunction with<br />
the Chief Justice, the Justices <strong>of</strong> the <strong>Court</strong>, the <strong>Ohio</strong> Judicial Conference, and<br />
the judges <strong>of</strong> the state, is responsible for developing and communicating the<br />
long-term vision, values and direction <strong>of</strong> the <strong>Court</strong> and the judicial branch<br />
<strong>of</strong> <strong>Ohio</strong>.<br />
In addition, the administrative director is responsible for providing oversight<br />
to all divisions within the <strong>Court</strong>, which consists <strong>of</strong> 270 employees, and<br />
administering a judiciary/<strong>Supreme</strong> <strong>Court</strong> budget <strong>of</strong> more than $134 million.<br />
<strong>The</strong> administrative director assists in the development <strong>of</strong> emerging issues,<br />
including providing support for special projects, initiatives and task forces.<br />
He also develops and maintains relationships with the General Assembly,<br />
monitors legislative activity on matters <strong>of</strong> interest to the <strong>Court</strong> and the judicial<br />
branch, and oversees staff assistance to the Commission on the Rules <strong>of</strong><br />
Superintendence, the Commission on Rules <strong>of</strong> Practice & Procedure, and<br />
follow-up monitoring to the <strong>Ohio</strong> <strong>Court</strong>s Futures Commission and the <strong>Ohio</strong><br />
Commission on Racial Fairness.<br />
Hollon is an attorney who began his career as a judicial law clerk with the<br />
<strong>Ohio</strong> 12 th District <strong>Court</strong> <strong>of</strong> Appeals and later became that court’s administrator.<br />
He then engaged in the private practice <strong>of</strong> law in Hamilton, <strong>Ohio</strong>, before<br />
becoming the administrator and senior staff attorney <strong>of</strong> the <strong>Ohio</strong> 2 nd District<br />
<strong>Court</strong> <strong>of</strong> Appeals in Dayton, where he served until he assumed his current<br />
duties. He also served on the <strong>Supreme</strong> <strong>Court</strong>’s Board <strong>of</strong> Commissioners<br />
on Grievances & Discipline, and has lectured at multiple judge association<br />
meetings, including a week-long seminar on judicial administration and legal<br />
ethics to the Ukrainian <strong>Supreme</strong> <strong>Court</strong> in Kiev in 1995. Hollon currently serves<br />
on the Boards <strong>of</strong> Directors <strong>of</strong> the Conference <strong>of</strong> <strong>State</strong> <strong>Court</strong> Administrators and<br />
the National Center for <strong>State</strong> <strong>Court</strong>s in Williamsburg, Va.<br />
