<strong>The</strong> Fiscal & Management Resources Division consists <strong>of</strong> the<br />

Office <strong>of</strong> Fiscal & Management Resources and the Office<br />

<strong>of</strong> Human Resources. <strong>The</strong> division provides support to the<br />

<strong>Supreme</strong> <strong>Court</strong> and <strong>Ohio</strong> judiciary in the areas <strong>of</strong> fiscal, human<br />

resources and records management with the director <strong>of</strong> Fiscal &<br />

Management Resources providing oversight and administrative<br />

direction for the operation <strong>of</strong> the division. <strong>The</strong> division’s primary<br />

responsibilities include managing the budget, providing for<br />

sound internal controls consistent with auditing standards, and<br />

providing accurate <strong>report</strong>ing for better decision making. <strong>The</strong><br />

division coordinates the employment process, provides training<br />

programs to benefit employees and safeguards the <strong>Court</strong>’s records<br />

and assets. <strong>The</strong> <strong>of</strong>fices work with <strong>Court</strong> leadership to refine current<br />

and implement new administrative policies and guidelines to better<br />

serve the operations <strong>of</strong> the <strong>Court</strong> and to provide for consistent<br />

standards and improved efficiencies.<br />

OFFICE OF FISCAL & MANAGEMENT RESOURCES<br />

<strong>The</strong> Office <strong>of</strong> Fiscal & Management Resources is the lead <strong>of</strong>fice<br />

in the division. <strong>The</strong> <strong>of</strong>fice is responsible for the <strong>Court</strong>’s budget<br />

<strong>of</strong> more than $139 million for fiscal year 2008, as appropriated<br />

through H.B. 119. <strong>The</strong> budget is used to support the payment <strong>of</strong><br />

the salaries <strong>of</strong> the judges <strong>of</strong> the state, the salaries <strong>of</strong> the staffs <strong>of</strong> the<br />

courts <strong>of</strong> appeals, and operation <strong>of</strong> the <strong>Ohio</strong> Judicial Center, which<br />

houses the <strong>Supreme</strong> <strong>Court</strong> <strong>of</strong> <strong>Ohio</strong> and its affiliated <strong>of</strong>fices.<br />

<strong>The</strong> <strong>of</strong>fice also is responsible for ensuring proper internal<br />

controls are in place and administering relevant policies<br />

and guidelines, particularly as relating to purchasing, travel<br />

reimbursements and grants. Functions <strong>of</strong> the <strong>of</strong>fice include<br />

processing purchase requisitions and payment vouchers;<br />

budgeting, forecasting and analysis <strong>of</strong> revenues and expenditures;<br />

cash-flow management <strong>of</strong> non-general revenue fund monies;<br />

providing internal and external <strong>report</strong>ing to regulatory bodies as<br />

required; and completing an <strong>annual</strong> inventory<br />

<strong>of</strong> <strong>Court</strong> assets.<br />

<strong>The</strong> <strong>of</strong>fice also provides payroll and benefits<br />

services for <strong>Court</strong> staff, the staff <strong>of</strong> state district<br />

courts <strong>of</strong> appeals and all <strong>Ohio</strong> judges. <strong>The</strong><br />

<strong>of</strong>fice provides day-to-day support to <strong>Court</strong> staff<br />

and <strong>Ohio</strong> judges in all areas <strong>of</strong> human resource<br />

management.<br />

<strong>The</strong> Office <strong>of</strong> Fiscal & Management<br />

Resources underwent a major financial system conversion in<br />

2007, which was managed by the state’s Office <strong>of</strong> Budget and<br />

Management (OBM). General ledger, accounts payable, accounts<br />

receivable and purchasing modules were implemented in July 2007<br />

as part <strong>of</strong> the <strong>Ohio</strong> Administrative Knowledge System (OAKS)<br />

<strong>The</strong> Progress <strong>of</strong> Industry, an 11-mural series depicting the dignity and<br />

hardship <strong>of</strong> labor, graces the walls <strong>of</strong> the North Hearing Room. <strong>The</strong> murals reflect<br />

the American Realism style <strong>of</strong> art and were created by artist John F. Holmer.<br />
