STCW-F CONVENTION (CONVENTION ON STANDARDS OF<br />
TRAINING, CERTIFICATION AND WATCHKEEPING FOR<br />
FISHING VESSEL PERSONNEL, 1995)<br />
Entry into force<br />
130 The STCW-F Convention sets the minimum requirements for<br />
certification of the following fishing vessel personnel:<br />

skippers <strong>and</strong> officers in charge of a navigational watch on fishing<br />
vessels of 24 meters in length <strong>and</strong> over operating in unlimited<br />
waters;<br />
skippers <strong>and</strong> officers in charge of a navigational watch on fishing<br />
vessels of 24 meters in length <strong>and</strong> over operating in limited<br />
waters (i.e. waters within which a degree of safety is considered<br />
to exist thus the st<strong>and</strong>ards of qualification <strong>and</strong> certification may<br />
be lower than the ones set for the navigation in unlimited waters);<br />
chief engineer officers <strong>and</strong> second engineer officers serving on a<br />
seagoing fishing vessel (i.e. vessel other than those which<br />
navigate exclusively in inl<strong>and</strong> waters within, or closely adjacent<br />
to, sheltered waters or areas where port regulations apply)<br />
powered by main propulsion machinery of 750 kW propulsion<br />
power or more;<br />
personnel in charge of or performing radiocommunication duties<br />
on board all fishing vessels.<br />
Moreover, the Convention sets m<strong>and</strong>atory minimum requirements to<br />
ensure continued proficiency <strong>and</strong> updating of knowledge for skippers,<br />
officers, engineer officers <strong>and</strong> GMDSS radio personnel; basic safety<br />
training for all fishing vessel personnel before being assigned to any<br />
shipboard duties; <strong>and</strong> basic principles to be observed in keeping a<br />
navigational watch on board fishing vessels.<br />
