Authority The committee is an active advisor and investigates or researches strategies and then suggests action in the form of a recommendation to the CEO, PODC, OEC, TSC and the TSCC; the recommendations may be accepted, rejected or modified. The committee then executes the areas within its responsibility. Reporting The committee will report to the CEO through the Chair of the Technical Swimming Committee Evaluation and Review • The CEO will evaluate the performance of the Committee. The performance of the committee will be assessed against the accomplishments of yearly objectives/deliverables. • This review will take place immediately prior to the AGM. • The CEO will review these terms of reference every two years. Terms of Reference: Provincial Officials Directors Council Mandate: The Provincial Officials Directors Council (PODC) is designated to oversee a nationally congruent official’s delivery system within Canada up to and including, the Level V stage. Composition and Appointment: Members of the committee shall be appointed one from each Province in Canada who is a Class I Member of SNC. Appointment shall be the person selected by that province as their PODC representative. Members shall serve annual terms other than the Chair who shall be appointed to a 2-year term. The CEO shall appoint the chair of the council. Appointment: The CEO approves members to the Council. Members shall serve from appointment until the re-striking of the committee. The CEO may remove any member of the Council. Meetings: The Committee shall meet in person annually as determined by the Chair of the Council and by telephone conferencing or otherwise, as required. Resources: The Council shall receive the necessary resources from SNC to fulfill its mandate, and may from time to time have staff persons assigned to assist the committee with its work. Provincial Sections shall be responsible for securing the necessary funds to send their PODC member to the annual face to face meeting. Key Duties/Objectives/Deliverables: 1. To standardize officiating at all sanctioned competitions in Canada; 2. To review and make recommendations on officials educational material developed by the Officials Education Committee 3. To standardize the implementation, interpretation and application of all SNC rules in Canada; 4. To encourage and promote the ongoing development of officiating in Canada; 5. To deliver a nationally congruent certification and development program for officials in Canada; 6. To provide the Technical Swimming Committee recommendations of officials for nomination by SNC to the FINA list of officials; 7. To develop, maintain and liaise with SNC regarding the Official Recognition program; 8. To appoint the Chair of the PODC to serve as the delegate as a Class II Member at the Swimming Canada Annual General Meeting. If the Chair is unable to attend the AGM, then the Chair of the PODC will appoint a replacement.
