At 6:00 PM, a Public Session of the Board of Education of the <strong>Shoreham</strong>-<strong>Wading</strong> <strong>River</strong> <strong>Central</strong> <strong>School</strong> <strong>District</strong> was called to<br />

order in the Miller Avenue Elementary <strong>School</strong> by Dr. McGrath.<br />

A tour of the Miller Avenue Elementary <strong>School</strong> was taken by the below staff and Board members.<br />

negotiations, legal issue(s), and personnel matter(s) related to a particular person(s). The motion passed by a vote of 4-0.<br />

Call to Order and Pledge of Allegiance<br />

At 8:09 PM, the regular Public Session of the Board of Education of the <strong>Shoreham</strong>-<strong>Wading</strong> <strong>River</strong> <strong>Central</strong> <strong>School</strong> <strong>District</strong><br />

Board of Education was called to order by Dr. McGrath.<br />

Approval of Agenda<br />

At 8:09, a motion was made by Mr. Fucito and seconded by Mr. Zukowski to accept the agenda as revised (the order<br />

was switched). The motion passed by a vote of 4-0.<br />

Student/Staff Recognitions<br />

Mr. Parrinello, Principal of Miller Avenue Elementary <strong>School</strong>, and teachers reviewed a new program titled “8:1:3<br />

Program” for grades K-2.<br />

Ms. Gilmore and her students talked about the school’s bullying program.<br />

Statements from Residents<br />

Mr. Hans Wiederkehr, a representative of the Field Renovation Committee, requested that if the <strong>District</strong> is considering<br />

any propositions for the May vote, that a representative of the Field Renovation Committee be included in the<br />

discussions.<br />

Ms. Susan Manfredo supported the <strong>District</strong>’s tennis courts being renovated.


Ms. Breslyn Naso and other tennis team members did a presentation on the state of disrepair of the tennis courts.<br />

Old Business<br />

a. Closed Campus<br />

Dr. Bushman addressed the Board of the <strong>District</strong>’s recommendation to restrict the use of school grounds during<br />

school hours to students and staff only. Dr. Bushman recommended that security be increased by hiring two (2)<br />

part-time security guards as follows: one for Monday – Friday, 5:30 PM – 9:00 PM and one for Saturday, Sunday,<br />

8:00 AM – 3:30 PM. A consensus of the Board was to implement a closed campus and fill the two (2) part-time<br />

positions as recommended by Dr. Bushman. Dr. Cohen assured the Board that appropriate steps will be taken to<br />

notify the public.<br />

Reports and Reviews<br />

a. Superintendent’s Report<br />

Dr. Cohen reviewed the achievements of the <strong>District</strong>’s sports programs. Dr. Cohen announced the first Budget<br />

Workshop of the season scheduled for Thursday, December 6, 2012. Dr. Cohen reported on events and activities<br />

at each school.<br />

d. Resolutions:<br />

#1213-091 CSEA Side Letter of Agreement:<br />

RESOLVED, that the Board of Education of the <strong>Shoreham</strong>-<strong>Wading</strong> <strong>River</strong> <strong>Central</strong> <strong>School</strong> <strong>District</strong> approves the CSEA<br />

Side Letter Agreement between the <strong>District</strong> and the <strong>Shoreham</strong>-<strong>Wading</strong> <strong>River</strong> Civil Service Employees Association<br />

(CSEA) regarding a step increase for a CSEA employee named in the attached confidential schedule “A”. The<br />

Superintendent is authorized to execute this agreement.<br />

#1213-092 RevTrak, Inc. Agreement:<br />

RESOLVED, that the Board of Education of the <strong>Shoreham</strong>-<strong>Wading</strong> <strong>River</strong> <strong>Central</strong> <strong>School</strong> <strong>District</strong> hereby approves an<br />

agreement between the <strong>District</strong> and RevTrak, Inc. to provide an online payment system for Community Programs at a<br />

fee of 3.49% of fees collected. The President of the Board is authorized to sign this contract and thereby signify the<br />

Board’s acceptance to the agreement.<br />

#1213-093 NYS Assoc. for the Help of Retarded Children, Inc. Instructional Services Contract:<br />

RESOLVED, that the Board of Education of the <strong>Shoreham</strong>-<strong>Wading</strong> <strong>River</strong> <strong>Central</strong> <strong>School</strong> <strong>District</strong> hereby approves a<br />

contract between the <strong>District</strong> and New York State Association for the Help of Retarded Children, Inc. for tuition for the<br />

2012 Summer Program for one (1) SWR student to attend New York State Association for the Help of Retarded<br />

Children, Inc. at an estimated cost of $5,802.00. The President of the Board of Education is authorized to execute said<br />

contract, and thereby signify the Board’s acceptance to the contract.<br />

#1213-094 Comsewogue <strong>School</strong> <strong>District</strong> Tuition Contract:<br />

RESOLVED, that the Board of Education of the <strong>Shoreham</strong>-<strong>Wading</strong> <strong>River</strong> <strong>Central</strong> <strong>School</strong> <strong>District</strong> hereby approves a<br />

contract between the <strong>District</strong> and Comsewogue <strong>School</strong> <strong>District</strong> for tuition for one (1) SWR student to attend<br />

Comsewogue <strong>School</strong> <strong>District</strong> for the 2012-2013 school year at an estimated tuition cost of $44,002.88. The President of<br />

the Board of Education is authorized to execute said contract, and thereby signify the Board’s acceptance to the<br />

contract.<br />

#1213-095 Donation(s):<br />

RESOLVED, that the Board of Education of the <strong>Shoreham</strong>-<strong>Wading</strong> <strong>River</strong> <strong>Central</strong> <strong>School</strong> <strong>District</strong> accepts the following<br />

donation(s) and, if necessary, approves the appropriate budget line(s) to be increased by that amount:<br />

1. To Albert G. Prodell Middle <strong>School</strong> from Middle <strong>School</strong> PTO:<br />

RESOLVED, that the Board of Education of the <strong>Shoreham</strong>-<strong>Wading</strong> <strong>River</strong> <strong>Central</strong> <strong>School</strong> <strong>District</strong> hereby approves a<br />

request by Mr. Dan Holtzman, Principal of SWR High <strong>School</strong>, for an overnight field trip to Rochester <strong>River</strong>side<br />

Convention Center in Rochester, New York for the annual DECA State Career Conference (competition) from March 5-<br />

8, 2013 for DECA students to participate in the annual competitive business event at a cost to the <strong>District</strong> of $2,660.00.<br />

#1213-097 Ashokan Field Trip:<br />

RESOLVED, that the Board of Education of the <strong>Shoreham</strong>-<strong>Wading</strong> <strong>River</strong> <strong>Central</strong> <strong>School</strong> <strong>District</strong> hereby approves a<br />

request by Lou Parrinello, Principal of Miller Avenue Elementary <strong>School</strong>, for an overnight field trip to Ashokan Field<br />

Campus, 477 Beaverkill Road, Olivebridge, NY, from March 7 – 8, 2013, to deepen student understanding of the Pre-<br />

Revolutionary War colonies at a cost to the <strong>District</strong> of $11,843.23.<br />

#1213-098 Eastern States Wrestling Classic Tournament:<br />

RESOLVED, that the Board of Education of the <strong>Shoreham</strong>-<strong>Wading</strong> <strong>River</strong> <strong>Central</strong> <strong>School</strong> <strong>District</strong> hereby approves a<br />

request by Mr. Ken Marlborough, Director of Health, Physical Education and Athletics, for an overnight trip to Sullivan<br />

County Community College, Loch Sheldrake, New York, from January 11 – 12, 2013 for Varsity wrestling students to<br />

participate in the annual 2013 Eastern States Wrestling Classic Tournament at a cost to the <strong>District</strong> of $200.00.<br />

A motion was made by Mr. Fucito and seconded by Mr. Rose to approve the personnel recommendations. The motion passed<br />

by a vote of 4-0.<br />

IX<br />

Communications<br />

a. Questions regarding Ex-Officio Student Board Member<br />

The <strong>District</strong> Clerk responded to two (2) issues raised at the November 20, 2012 Board meeting –<br />

* The Oath of Office taken by the Ex-Officio Student Board Member used the term “Board Trustee,” yet the student<br />

does not have all the privileges of a Board member. As per <strong>District</strong>’s counsel, this term is legally correct as the ex<br />

officio student Board member is considered an official Board member.<br />

* Can an ex-officio student Board member make and/or second a motion? As per <strong>District</strong>’s counsel, the answer is<br />

no. Since making a motion and/or a seconding a motion relates to a vote which an ex-officio student Board<br />

member cannot participate in, they cannot make a motion and/or second a motion.<br />

b. Nassau-Suffolk <strong>School</strong> Boards Assoc. “Long Island <strong>School</strong>s in the Eye of the Storm” – 1/31/13<br />

Dr. McGrath, Mr. Rose and Dr. Cohen all will attend.<br />

Discussion<br />

a. Athletics Philosophy Presentation<br />

Mr. Marlborough outlined the athletic program of the <strong>District</strong>: governance, three (3) levels of participation, staffing,<br />

philosophy of each level, athletic programs’ achievements, budget constraints, athletic facilities renovations, and<br />

upcoming concerns regarding athletic programs and students. Mr. Marlborough identified areas of need, raised<br />

questions and made several recommendations for Board consideration.<br />

The Board had questions which Mr. Marlborough responded to. Discussion followed of inclusiveness vs.<br />

competition; Dr. Cohen asked Ms. Stoll, the ex-officio student Board member for her input.<br />

b. Space and Facilities Committee Update<br />

Mr. Michael Arena, a Space and Facilities Committee member, presented the Board with capital projects to be<br />

considered for the near future, all of which have been recommended by the Space and Facilities Committee –<br />

* Partial Roof Repairs on High <strong>School</strong> and Briarcliff Elementary <strong>School</strong><br />

* Tennis Courts at the High <strong>School</strong> (courts and / or lights)<br />

* Turf Field at the High <strong>School</strong><br />

* Science Labs at the High <strong>School</strong><br />

Mr. Fucito noted that tonight was the first he was hearing that a Turf Field project was being considered.<br />

Mr. Zukowski noted the “balancing act” between improvements/repairs and programs which will be raised during the<br />

budget discussions.<br />

Additional Comments from Residents<br />

An unknown resident asked if the above projects could be done in increments; Mr. Arcuri stated the <strong>District</strong>’s architects<br />

felt the <strong>District</strong> would benefit by doing each project in its entirety.<br />

Mr. Rose asked if the tennis lights were necessary; Mr. Arcuri no, which is why it is a sub-heading of the project.<br />

Ms. Alisa McMorris supported these projects and noted there were many additional projects to be done.<br />

At 10:16 PM, a motion to adjourn the meeting was made by Mr. Rose and second by Mr. Zukowski. The motion passed by a<br />

vote of 4-0.<br />
