<strong>National</strong> <strong>Gallery</strong> <strong>of</strong> <strong>Australia</strong><br />

<strong>Charter</strong> <strong>of</strong> <strong>Operations</strong> <strong>2010</strong>-<strong>2011</strong><br />

The Vision <strong>of</strong> the <strong>National</strong> <strong>Gallery</strong> <strong>of</strong> <strong>Australia</strong> (the <strong>Gallery</strong>) is the cultural enrichment<br />

<strong>of</strong> all <strong>Australia</strong>ns through access to their national art gallery, the quality <strong>of</strong> the national<br />

collection, the exceptional displays, exhibitions and programs and the pr<strong>of</strong>essionalism<br />

<strong>of</strong> our staff.<br />

The <strong>National</strong> <strong>Gallery</strong> Act 1975 requires the <strong>Gallery</strong> to:<br />

develop and maintain a national collection <strong>of</strong> works <strong>of</strong> art;<br />

exhibit, or make available for exhibition by others, works <strong>of</strong> art from the national<br />

collection or works <strong>of</strong> art that are in the possession <strong>of</strong> the <strong>Gallery</strong>;<br />

use every endeavour to make the most advantageous use <strong>of</strong> the national<br />

collection in the national interest.<br />

The <strong>Gallery</strong> is committed to collaborating with national collecting institutions in<br />

providing the widest possible access to the national collection <strong>of</strong> works <strong>of</strong> art and<br />

ensuring the most efficient use <strong>of</strong> resources.<br />

The <strong>Gallery</strong> will provide national leadership within the broader collections<br />

sector by:<br />

Developing the national collection in accordance with the endorsed <strong>National</strong><br />

<strong>Gallery</strong> <strong>of</strong> <strong>Australia</strong> Acquisitions Policy.<br />

Building relationships with the collections sector in <strong>Australia</strong> and internationally<br />

through collaboration on exhibitions, supporting exchanges and staging and<br />

participating in major conferences.<br />

Representing the <strong>Gallery</strong> and our region in the international arena by attending<br />

meetings <strong>of</strong> the International Directors Conference and Administrators <strong>of</strong><br />

Museums and Institutions.<br />

Providing leadership in the development and presentation <strong>of</strong> <strong>Australia</strong>n visual<br />

arts exhibitions internationally.<br />

Delivering travelling exhibitions and associated outreach programs which reflect<br />

best practice and leadership in this program area.<br />

The <strong>Gallery</strong> will work collaboratively with the other national collecting<br />

institutions to explore operational efficiencies through shared services by:<br />

<br />

Working through the Heads <strong>of</strong> Cultural Institutions (HOCI) to develop a<br />

strategic approach to common collection policy and operational issues,<br />

including storage, preservation and digitisation.


Working through the Corporate Management Forum <strong>of</strong> the Commonwealth<br />

Cultural Collecting and Exhibiting Agencies to explore and implement<br />

opportunities for ongoing cooperation between member agencies with regard to<br />

corporate services and other areas <strong>of</strong> common interest, including working<br />

groups relating to financial management, human resources, information<br />

technology, facilities management and risk management and insurance.<br />

Participating in the <strong>Australia</strong>n Registrars Committee to encourage and maintain<br />

communication and cooperation in relation to registration and collection<br />

management practices.<br />

Participating in the Advanced Workplace Skills Program and the Cultural<br />

Management Development Program and developing and facilitating other joint<br />

pr<strong>of</strong>essional development opportunities.<br />

The <strong>Gallery</strong> will seek to agree on the parameters <strong>of</strong> its collecting with national<br />

collecting institutions and avoid overlap by:<br />

Continuously reviewing acquisition strategy to ensure the continued<br />

development <strong>of</strong> the collection.<br />

Working through HOCI to develop a strategic approach to common collection<br />

acquisition issues and to avoid areas <strong>of</strong> potential overlap.<br />

The <strong>Gallery</strong> will develop frameworks and strategies in conjunction with the<br />

national collecting institutions around common areas <strong>of</strong> collection management<br />

by:<br />

Continuing to develop, manage and maintain the collection and improve<br />

collection storage in line with the <strong>Australia</strong>n <strong>National</strong> Audit Office’s Safe and<br />

Accessible <strong>National</strong> Collections report.<br />

Working through the <strong>National</strong> Collections Preservation Committee to develop,<br />

implement and promote strategies which benefit the conservation <strong>of</strong> the<br />

collection.<br />

Sharing information and expertise on collection management issues.<br />

The <strong>Gallery</strong> will ensure widest possible access to collections through the<br />

development <strong>of</strong> public programs including regional, outreach and touring:<br />

Improving visitor facilities at the <strong>Gallery</strong> including completion <strong>of</strong> the Stage 1<br />

<strong>Australia</strong>n Indigenous Galleries and South Entrance Project which provide<br />

enhanced visitor arrival and entry facilities and improved collection displays,<br />

particularly for Indigenous art.<br />

<br />

<br />

Researching and presenting a balanced, stimulating, informative and enjoyable<br />

exhibition program in Canberra, throughout <strong>Australia</strong> and internationally.<br />

Providing access to works <strong>of</strong> art through loans, partnerships and joint ventures.


Continuing to digitise the collection to provide greater electronic access to all<br />

<strong>Australia</strong>ns and internationally.<br />

Increasing access to works <strong>of</strong> art not on display through collection study room<br />

programs.<br />

Planning for increased and improved display <strong>of</strong> the art <strong>of</strong> our own country and<br />

the art <strong>of</strong> our region.<br />

Facilitating greater access to the collection through the Membership program<br />

including special events and newsletters.<br />

Providing inspirational educational and public programs, with a particular<br />

emphasis on programs for younger audiences and visitors with special needs.<br />

Publish information about the collection and exhibitions in books, catalogues,<br />

the quarterly magazine, journals and online, including publications to support<br />

new exhibitions and a handbook on the <strong>Australia</strong>n Indigenous collection.<br />

In <strong>2010</strong>-11 we will deliver the following exhibition program at the <strong>Gallery</strong>:<br />

o Shimmer.<br />

o Robert Dowling: Tasmanian son <strong>of</strong> Empire.<br />

o Life, Death and Magic: 2,000 years <strong>of</strong> Southeast Asian ancestral art.<br />

o In the spotlight: Anton Bruehl photographs 1920s – 1950s.<br />

o Space Invaders: <strong>Australia</strong>n street stencils.<br />

o Ballets Russes: the art <strong>of</strong> costume.<br />

o Art from the Solomon Islands.<br />

o 2 nd <strong>National</strong> Indigenous Art Triennial.<br />

o Connections (a children’s exhibition).<br />

In <strong>2010</strong>-11 we will deliver the following travelling exhibition program:<br />

o In the Japanese Manner: <strong>Australia</strong>n prints 1900-1940 will travel to<br />

venues in New South Wales, Victoria and Queensland.<br />

o McCubbin: Last Impressions 1907-17 will travel to a venue in Victoria.<br />

o Robert Dowling: Tasmanian son <strong>of</strong> Empire will travel to venues in<br />

Victoria and South <strong>Australia</strong>.<br />

o <strong>Australia</strong>n Portraits 1880-1960 will travel to venues in Queensland and<br />

the Northern Territory.<br />

o Space Invaders: <strong>Australia</strong>n street stencils will travel to a venue in<br />

Tasmania.<br />

o In the spotlight: Anton Bruehl photographs 1920s – 1950s will travel to<br />

venues in the Northern Territory and Victoria.


o The Elaine and Jim Wolfensohn gift suitcases will travel extensively to<br />

rural and regional areas including schools, libraries, community centres<br />

and galleries.<br />

In <strong>2010</strong>-11 we will deliver a wide range <strong>of</strong> public programs and events including:<br />

o Artists’ talks and special lectures.<br />

o The Contemporary <strong>Australia</strong>n Architects series <strong>of</strong> lectures.<br />

o The Big Draw Community drawing program.<br />

o Celebrating International Day for People with a Disability.<br />

o Summer concert in the Sculpture Garden.<br />

o Hearing and vision impaired tours and other special access programs.<br />

o Sculpture Garden Sunday – family art activity.<br />

o Special series <strong>of</strong> Indigenous events celebrating NAIDOC Week.<br />

o The Art and Alzheimer’s Outreach Project to assist remote and regional<br />

communities develop a sustainable model <strong>of</strong> tours for people living with<br />

dementia.<br />

The <strong>Gallery</strong> will ensure widest possible access to its collection by undertaking<br />

partnerships with other Commonwealth, State, Territory and local government<br />

agencies by:<br />

<br />

Building partnerships and collaborating with relevant agencies with regard to<br />

exhibitions and loans.<br />

Attending meetings and contributing to the ongoing work <strong>of</strong> the Council <strong>of</strong> Art<br />

Museum Directors.<br />

Attending meetings and contributing to the ongoing work <strong>of</strong> the Corporate<br />

Heads <strong>of</strong> <strong>National</strong> and State galleries in <strong>Australia</strong> and New Zealand.<br />

The <strong>Gallery</strong> will engage strategically with <strong>Australia</strong>n Government and Cultural<br />

Ministers Council key initiatives by:<br />

Assisting the Department <strong>of</strong> the Prime Minister and Cabinet (the Department)<br />

as appropriate.<br />

Contributing to, or leading, initiatives across the collecting sector that support<br />

the strategic priorities <strong>of</strong> Government and the Cultural Ministers Council in<br />

those areas in which the <strong>Gallery</strong> has expertise.<br />

Continuing to work cooperatively with the Minister, the Department and other<br />

portfolio agencies to effectively fulfil the <strong>Gallery</strong>’s role. This will include:


o fully informing the Minister and the Department in a timely manner <strong>of</strong> the<br />

<strong>Gallery</strong>’s activities and <strong>of</strong> any significant events relating to the <strong>Gallery</strong>’s<br />

business;<br />

o consulting with departmental <strong>of</strong>ficers as required to maintain the highest<br />

standards <strong>of</strong> corporate governance and meet compliance requirements.<br />

o responding to requests from the Minister’s <strong>of</strong>fice in consultation with the<br />

Department; and<br />

o continued implementation <strong>of</strong> the Strategic Plan 2007-<strong>2010</strong> and<br />

development <strong>of</strong> the Strategic Plan <strong>2011</strong>-2014.<br />

The <strong>Gallery</strong> will undertake activities that will develop stronger links with the<br />

broader creative sector and assist it to develop and grow by:<br />

Contributing to public debate and discussion to benefit the broader creative<br />

sector.<br />

Developing public programs and conducting events such as artists’ talks,<br />

conferences and symposia that stimulate debate, discussion and understanding<br />

<strong>of</strong> the visual arts.<br />

Providing support for training and development programs directed at<br />

pr<strong>of</strong>essions relevant to the cultural sector and <strong>of</strong>fering training and<br />

development opportunities through traineeships, internships and the Summer<br />

Scholarship Program.<br />

Providing assistance and facilities to researchers, writers and scholars<br />

including through the <strong>Gallery</strong>’s Research Library and the Collection Study<br />

Room.<br />

Collaborating and consulting with Indigenous communities and Indigenous<br />

artists to ensure opportunities for the creation <strong>of</strong> work and presentation <strong>of</strong><br />

Indigenous arts practice is fostered and culturally appropriate.<br />

The <strong>Gallery</strong> will continue to secure and strategically manage resources to<br />

support operations and activities by:<br />

Implementation <strong>of</strong> the <strong>2010</strong>-11 Annual Business Plan.<br />

<br />

Managing completion and opening <strong>of</strong> the Stage 1 <strong>Australia</strong>n Indigenous<br />

Galleries and South Entrance Project.<br />

Developing concept plans and a business case for Stage 2 <strong>of</strong> the <strong>Gallery</strong>’s<br />

building project which will include the Centre for <strong>Australia</strong>n Art and new<br />

galleries for the display <strong>of</strong> non-Indigenous <strong>Australia</strong>n art.<br />

Ensuring the highest standards <strong>of</strong> corporate governance and complying with all<br />

relevant legislative requirements.


Seeking bequests, grants, gifts and donations <strong>of</strong> cash and works <strong>of</strong> art through<br />

the <strong>National</strong> <strong>Gallery</strong> <strong>of</strong> <strong>Australia</strong> Foundation.<br />

Attracting support for exhibitions and programs through private sponsorship.<br />

Working closely with the American Friends <strong>of</strong> the <strong>National</strong> <strong>Gallery</strong> <strong>of</strong> <strong>Australia</strong><br />

to attract gifts and bequests <strong>of</strong> cash, works <strong>of</strong> art and other property.<br />

Generating revenue from commercial operations including catering,<br />

merchandising and the hire <strong>of</strong> facilities.
