April 26, 2013<br />

My daughter plays high school softball and due to this unusual<br />

spring weather, fifteen games have been cancelled or postponed. It<br />

is hard to believe we still have snow on the ground and next week<br />

is May. We can guarantee this, warmer weather is coming!<br />

TBAISD lost a dedicated servant and long time friend this past week.<br />

Harry Voice served as one of our Board members for 52 years, dating<br />

back before the days we were known as an intermediate school district.<br />

Harry was passionate about our region, the services we provide, and<br />

student success. He will be greatly missed. Harry was 81 years old and is<br />

survived by his wife Marie, two sons, and several grandchildren and great<br />

grandchildren.<br />

The prestigious MEA Outstanding Person in Education (OPIE) awards<br />

ceremony will take place on Thursday, May 2, at the <strong>Traverse</strong> City Park<br />

Place Dome. This year Sally Witkop and Chris Korbel are being recognized<br />

by TBAISD members. Sally and Chris exemplify the kind of educators we<br />

have at TBAISD. Both are passionate about student achievement and are<br />

extremely dedicated to this organization. I warmly congratulate these two<br />

outstanding educators!<br />

Governor Snyder recently hosted the annual forum on education in<br />

Lansing. While I was not able to attend, I did follow the day's events during<br />

my nightly reading and was concerned to hear the Governor feels the<br />

educational system in Michigan is failing. I am extremely passionate about<br />

what we do for young people, our region and Michigan. His comments<br />

centered on creating more career opportunities and experiences for students.<br />

I believe TBAISD leads the state in this area, across all departments, and we<br />

sent information to the Governor highlighting the depth of our programs. In<br />

speaking with the Governor's office on Wednesday, to discuss the successful<br />

programs we have developed, I was asked to attend the Governor's speech<br />

to the <strong>Traverse</strong> City Economic Club on Friday (today). The Governor is very<br />

interested in robotics and was told our TBAISD Manufacturing Technology<br />

Academy's FIRST Robotics (For Inspiration and Recognition of Science<br />

and Technology) team exemplifies teaching and learning in the new<br />

global economy. The Governor receives a small honorarium for speaking<br />

engagements and donates the funds to charity. For this event, he will<br />

make the donation to our CTC Manufacturing Technology Academy FIRST<br />

Robotics team! This is a tribute to TBAISD and our entire region!<br />

The month of May is upon us. We near the end of another successful<br />

school year. In the next two weeks, we will determine the official last day of<br />

school for TBAISD after experiencing 10.5 snow days this year. We await<br />

pending legislation on the issue and need to observe what our local school<br />

districts decide. Please enjoy the month and the many<br />

celebrations that go along with it. As always, thank you<br />

for your dedication to our students, organization, and the<br />

<strong>Traverse</strong> <strong>Bay</strong> region.<br />

Michigan Student Film & Video Festival<br />

The Career-Tech Center Film and New Media program<br />

has three area high school students who have<br />

been selected as award recipients by Digital Arts, Film<br />

& Television (DAFT), an educational organization that<br />

promotes media literacy and creative use of film and<br />

video.<br />

The students will travel to the Detroit Institute of the<br />

Arts on April 27 for awards presentation and to attend<br />

DAFT’s 45th Annual Michigan Student Film & Video<br />

Festival. As one of the Best of Show award recipients,<br />

Cody Stowe is eligible for a $15,000 Scripps Howard<br />

scholarship, and is one of only three finalists eligible<br />

for a $10,000 Motion Picture Institute scholarship.<br />

His animated film entitled Bioneers to the Rescue was<br />

one of 240 entries, with 33 selected for Best of Show<br />

Arianna Wasserman will be honored for her<br />

experimental film Cheshire Boy, and Curtis Pickford’s<br />

submission was a documentary entitled We’re On Our<br />

Career-Tech Center instructor Scott Tompkins<br />

congratulates his students, “These talented students<br />

thirst for storytelling, and their passion shows.” He<br />

continues, “I am proud to guide the students in this<br />

exciting educational program.” The film and new media<br />

program is in its second year of existence at CTC,<br />

attracting regional students with an interest in film,<br />

video, and audio production. In addition to classroom<br />

instruction, students are assigned field placements in<br />

local television studios, film and video production<br />

studios, web design studios, sound mixing/production<br />

facilities, non-profit organizations, or screenwriting<br />

groups.<br />

DAFT was awarded the 2006 Governor’s Award for<br />

Arts and Culture in pursuit of its mission to promote<br />

media literacy through creative use of film and video.<br />

The organization’s Michigan Student Film & Video<br />

Festival is the oldest festival in the nation providing<br />

public recognition for the work of students in<br />

kindergarten through 12th grade.

Many of us fondly (or not)<br />

remember childhood years<br />

of musical instruction and<br />

countless hours of practice.<br />

And yet, when asked to<br />

play something, a shoddy<br />

version of chopsticks is our<br />

crowning glory. And then there’s Shawn Heath. He<br />

thumbed his nose at formal lessons and taught himself<br />

to play the guitar at the age of 17 with only the help<br />

of a how-to magazine. He’s right up there with Jimi<br />

Hendrix and David Bowie who were self-taught too.<br />

Shawn keeps a slightly lower profile than his musical<br />

peers, though.<br />

By day, Shawn is a tech maestro in the TBAISD<br />

Technology Services department. But in his free time<br />

he switches from computer<br />

wizard to guitar genius.<br />

Weekends are when he<br />

dusts off the old Fender®<br />

Stratocaster and plays with<br />

his jazz group, Hot Club<br />

Trio at weddings, parties<br />

and other special events.<br />

The band is a preferred<br />

vendor at Castle Farms in<br />

Charlevoix, which means<br />

that come summertime<br />

Shawn is one busy guy.<br />

In his younger years,<br />

he was a member of<br />

three different rock bands<br />

including one named The Manager’s Club in honor<br />

of its members all serving as Hungry Howie’s Pizza<br />

store managers in the Alpena area… I’d like to place<br />

an order for a large pepperoni and mushroom pizza<br />

with a side order of rock-and-roll, please. While<br />

flavored crust pizza fueled his talent, Shawn also drew<br />

inspiration from his favorite performers Led Zeppelin,<br />

Soundgarden, and Tom Petty.<br />

As they say, the apple doesn’t fall far from the tree.<br />

Shawn’s 12-year-old daughter is now learning from<br />

her dad’s musical talent and enthusiasm. She plays<br />

clarinet in her middle school band and was recently<br />

awarded a scholarship to attend the acclaimed Blue<br />

Lake Fine Arts Camp in western Michigan. TBAISD is<br />

fortunate to have an employee with Shawn’s technical<br />

skills along with his flair for entertaining.<br />

who have extraordinary hobbies in addition to their dedicated work<br />

The Art & Science of Effective<br />

Leadership and Teaching<br />

On April 25, administrators, teachers and itinerant<br />

staff participated in the first of a series of professional<br />

development opportunities focused on Dr. Robert<br />

Marzano’s research in the art & science of effective<br />

leadership and teaching. In the next issue of our<br />

Check It Out newsletter learn more about the Marzano<br />

Framework and its impact on teaching and student<br />

success.<br />

Employee Childcare Services<br />

Due to high levels of interest in the employee<br />

childcare preschool program, Oak Park Elementary<br />

<strong>School</strong> will add a second quality preschool classroom<br />

for the 2013-14 school year. TBAISD and TCAPS<br />

employees with children between the age of 33<br />

months and five years are eligible for enrollment. This<br />

offering will only be available to those interested in<br />

a five full days per week preschool schedule. This is<br />

an exclusive opportunity for our staff members and<br />

is offered at a discounted rate of $100 per week.<br />

Openings are still available. Enrollment is limited, so<br />

Engineering Night hosted at the Career-Tech Center.<br />

Fall Flu Clinics<br />

Flu shot clinics are scheduled forthe 2013-14 school<br />

year. Please register through the TBAISD professional<br />

development online registration at www.tbaisd.org.<br />

Vaccines are ordered according to the number of<br />

people who register. Only those who register will be<br />

able to get the flu shot at these clinics. The cost is $11.<br />

Checks are to be made out to TBAISD and will be<br />

Supporting Regional Implementation of<br />

Multi-Tiered System of Supports (MTSS)<br />

This school year the TBAISD MTSS implementation<br />

team worked to create an implementation plan that<br />

supports Multi-Tiered System of Supports (MTSS)<br />

implementation at the district level within our<br />

region. MTSS is an integrated, multi-tiered system of<br />

instruction, assessment, and intervention designed<br />

to meet the achievement and behavioral needs of<br />

all learners (MDE, 2011). In a Multi-tiered System<br />

of Support, three tiers of instruction are typically<br />

implemented to address the needs of<br />

the student population in the areas of<br />

academics and behavior. This threetiered<br />

approach allows for delivery of<br />

high-quality, consistent curriculum to all<br />

students and ensures early intervention<br />

for those who are behind.<br />

The TBAISD MTSS team developed<br />

a regional plan to support district<br />

level MTSS implementation across<br />

our region. Marianne Swank, TBAISD<br />

MTSS facilitator, is charged with<br />

operationalizing the plan and structures that need<br />

to be in place for successful implementation. The<br />

implementation team includes: Marianne Swank, Leigh<br />

Kennedy, Dave Clark, Jennifer Morgenstern, Kate Arvo,<br />

Paul Bauer, Tina Frollo, Carrie VanLandschoot and<br />

Amy Branco. The MTSS implementation support plan<br />

includes goals for supporting MTSS implementation<br />

efforts, development of internal (TBAISD) capacity,<br />

development of external LEA capacity, determining<br />

district readiness, selection of district(s), and<br />

differentiating building supports.<br />

The Implementation Science (NIRN) shows it<br />

takes 3-5 years for large-scale rollout focusing on<br />

organizational structures, leadership, training, and<br />

coaching. There are 3 stages of implementation:<br />

• Should we do it? (Explore/installation)<br />

• Work to do it right! (Initial/Full Implementation)<br />

• Work do to it better!’ (Innovation/Sustainability)<br />

It is our goal that 82% of TBAISD <strong>District</strong>s will<br />

implement MTSS within these three stages by 2017.<br />

instruction, assessment,<br />

and intervention<br />

designed to meet<br />

the achievement and<br />

behavioral needs of all<br />

learners (MDE, 2011).<br />

Internally, we are providing coaching and MTSS<br />

professional development to support initial district<br />

implementation.<br />

As we plan for partnering with districts, those that<br />

have already been a part of MiBLSi may have many<br />

of the resources & components in place within their<br />

MiBLSi building, potentially considering district level<br />

MTSS implementation. In addition to MiBLSi districts,<br />

those that have no experience with MiBLSi, but have<br />

worked collaboratively with TBAISD<br />

around their <strong>School</strong> Improvement Plan<br />

(SIP) process, may be approached to<br />

determine how MTSS implementation<br />

may support their SIP goals. For all<br />

districts, data will be collected through<br />

<strong>School</strong> Process Rubric 40 (SPR 40).<br />

Particular consideration will be given to<br />

the following SPR 40 key indicators:<br />

• Leadership<br />

• Data<br />

• Information management<br />

• Professional learning<br />

This spring, TBAISD cabinet members and the<br />

MTSS facilitator will meet with leaders of prospective<br />

partnering districts to determine MTSS need, fit with<br />

current initiatives, resources, readiness, and capacity<br />

to implement. As we look forward, districts partnering<br />

for MTSS implementation will have a district-level<br />

MTSS implementation team that will attend regional<br />

MTSS professional development and receive coaching<br />

support, creating district rollout plans targeted to<br />

support their SIP and student needs.<br />

The MTSS implementation team is dedicated<br />

to supporting regional MTSS implementation and<br />

sustainability practices for ours own organization, as<br />

well as for the LEAs we serve. If you have questions or<br />
