Message from Our President & Executive Director<br />

This past year we have probably witnessed one<br />
of the greatest economic declines in our<br />
lifetimes and perhaps our children’s lifetimes.<br />
As a social service agency, we have witnessed<br />
how this downturn in the economy directly<br />
impacted both our stakeholders and<br />
beneficiaries.<br />
With this backdrop in mind we would like to<br />
take this opportunity to report to you the<br />
details of the agency’s accomplishments from<br />
the past year and furthermore to elaborate on<br />
how your support allows us to positively affect<br />
the lives of so many individuals and families<br />
notwithstanding the economic instability we<br />
have all recently faced.<br />
It has been over 10 years since <strong>Jewish</strong> <strong>Child</strong> and <strong>Family</strong> <strong>Service</strong> moved to the Asper Community Campus. The move<br />
increased the agency’s capacity, efficiency and effectiveness as a service provider. As a result, during this period the<br />
number of cases served on an annual basis by the agency has more than doubled translating to over 5000 individuals whose<br />
lives have been positively impacted by the agency. This could not have happened without the generous support of our<br />
funders and donors, like you.<br />
This statistic however does not tell the whole “tale of the tape”. Not only is it important to evaluate the agency’s quantitative<br />
contribution to the community in terms of “number of clients served” but it is also important to examine the qualitative nature<br />
of what the agency accomplishes on a day to day basis. This would include, for example, the increase in the complexity of<br />
some cases handled by the agency and the fact that, due to the current economic climate, more and more of the agency’s<br />
clientele are in need of financial assistance. On this point, the agency would like to specifically thank the generous support<br />
of the Asper Helping Hand Initiative, the Eve and Harry Vickar Community Assistance Program, the Reiss Fund, and the<br />
Tzedakah Fund all of which played a critical role in helping the agency meet additional demands.<br />
In addition to the agency’s day to day activities, the agency, along with the Board of Directors, continues to evaluate its<br />
governance model. This commenced several years ago under the leadership of Pam Wener culminating in the introduction of<br />
new by-laws last year. This year the Governance Committee has focused on streamlining the entire committee structure.<br />

As we look back at the last 12 months we can take pride in our accomplishments and be emboldened by the fact that we have<br />
the spirit and energy to address the challenges that lie ahead. We have seen the deepening of our clients’ financial and social<br />
needs as a result of the current economic climate, and have found, with much appreciation, a corresponding intensity in the<br />
community’s commitment to support our work.<br />
Despite increasing community needs, we have been able to serve our clients efficiently and with dignity and respect because<br />
of the relationships we have nurtured with our generous donors, government, foundations and other human service agencies.<br />
We will continue to provide support and assistance to allow people to live fulfilling lives whether they face the challenge of<br />
aging, marital discord, disability, isolation or cultural adaptations.<br />
The agency will continue to adapt and respond to the needs of our community, to support children, adults and families as they<br />
face life’s challenges. We are truly committed to never being complacent. We could not do this without your support and we<br />
thank you for your unqualified assistance which helps us positively affect the lives of individuals and families in our<br />

<strong>Service</strong> Area Highlights<br />
COUNSELLING<br />
This year was highly productive in helping many families and/or individuals through counselling supports. The Counselling<br />
program assisted 323 families and/or individuals. Twenty-five of those were newcomer families who received language<br />
specific services in the counselling area.<br />
JCFS is proud to have supported 8 clients through our counselling service arrangements with Animikii Ozoson <strong>Child</strong> and<br />
<strong>Family</strong> <strong>Service</strong>s Inc. and Opaskwayak Cree Nation <strong>Child</strong> and <strong>Family</strong> Caring Agency, two Manitoba First Nations child<br />
welfare agencies.<br />
Supportive groups continued to be offered at the agency. In partnership with Hospice and Palliative Care Manitoba, JCFS ran<br />
the Taking Steps: Bereavement Walking Group twice this past year. The agency also offered a new bereavement group,<br />
Taking Steps: Survivors Of Suicide Bereavement Walking Group.<br />
COMMUNAL MENTAL HEALTH<br />
The Communal Mental Health Program supported and assisted 152 <strong>Jewish</strong> individuals living with psychiatric differences<br />
and/or their families. The program welcomed an additional staff as a new mental health worker. For most of the year, the<br />
program maintained a 6-8 week waiting list, with more stabilized cases receiving less service than did more urgent situations.<br />
In combination with the Older Adult <strong>Service</strong>s program, JCFS will begin to focus on the unique needs of seniors in our<br />
community also living with mental illness.<br />
The “Chaverim: Building Wellness for Mental Health” group has continued to grow over this past year. This holistic<br />
mental health wellness group now meets on a weekly basis and continues to offer social, cultural, spiritual and physical<br />
recovery programming goals of clients. A fitness component has been added in partnership with the Rose and Max Rady<br />
<strong>Jewish</strong> Community Centre.<br />
RESETTLEMENT/INTEGRATION<br />
JCFS acts as the regional arm of <strong>Jewish</strong> Immigrant Aid <strong>Service</strong>s of Canada (JIAS), a nationally based organization whose<br />
mandate is to serve <strong>Jewish</strong> immigrants and refugees to Canada. JCFS Resettlement staff assisted 323 families with their<br />
immigration needs and 95 families with their pre-migration needs. Many of these families were initially welcomed to the<br />
community through the <strong>Jewish</strong> Federation of Winnipeg’s Grow Winnipeg initiative.<br />
The community continues to see a consistent level of immigration for the last several years. We welcomed 127 new families<br />
with 416 people to Winnipeg. This year 94% of the families received were from Israel, and the majority of those originated<br />
from the former Soviet Union.<br />
JCFS Integration staff continue to assist families in becoming part of Canadian community life by connecting families to<br />
various community organizations or services and by offering many social, cultural, educational and instructional programs.<br />

This year, workshop topics have included: English as an Additional Language (EAL) classes for Russian seniors, EAL for<br />
young women, income tax information, first time homebuyer information, money management seminars, a series of<br />
employment seminars, as well as holiday programs, brit milahs, bar/bat mitzvahs, and an empowerment group for newcomer<br />
women.<br />
This year JCFS added a Newcomer Integration Employment <strong>Service</strong>s position. Alongside Integration, the work area focuses<br />
specifically on supporting the employment needs of newcomers to our community by assisting them in becoming job ready.<br />
This includes both direct supports and referral to other employment service agencies.<br />
OLDER ADULT SERVICES<br />
This past year has been a productive one for the Older Adult <strong>Service</strong>s program, assisting 427 individuals and/or families. In<br />
addition to the one-to-one involvement we provide, our group programs continue to be a strong source of support to seniors.<br />
Social Connections is an ongoing group for individuals with early stage memory loss. 10 to 12 individuals regularly attend<br />
this group. The purpose is to provide social contact and intellectual stimulation for clients on a weekly basis and provide<br />
respite for family caregivers. This spring we held a woman’s support group entitled Taking Charge in which 9 women<br />
participated. Here issues were addressed concerning life changes, self esteem, and forming new goals and social networks.<br />
This year, through a grant provided by the New Horizons for Seniors Program, we are developing programming in<br />
partnership with the Congregation Etz Chayim. The project, Generations Together: Enhancing Mind, Body & Spirit brings<br />
isolated seniors back into community activities and community life. This year-long project offers a series of intergenerational<br />
programs which are social, cultural and educational in nature.<br />
The Tallman Fund has enabled us to extend transportation for clients in a number of ways. It has ensured all of our clients’<br />
transportation to all of our group programs. On an individual basis, clients have been assisted with transportation to meet<br />
their individual needs for accompanied errands and appointments on a much broader scale.<br />
Older Adult <strong>Service</strong>s workers and our case-aide have been actively involved in a wide range of situations as the needs of<br />
seniors in our community continue to grow. Whether the issues are related to changes in physical or mental health, housing,<br />
emotional support or assistance to family, workers are readily available to be involved through regular home visits, etc.<br />
Social work students enhance the program through their involvement in our field placement program in conjunction with the<br />
University of Manitoba.<br />
Support <strong>Service</strong>s To Holocaust Survivors<br />
This specialized service offers support, counselling and information to individuals, couples and families. Assistance with<br />
applications for Holocaust Claims for reparation and related issues continue to be provided on a regular basis to a large<br />
number of individuals and/or families.<br />
“Reaching Out”, a drop-in group, is held every other week. Consisting of 26-30 regular members, this program offers<br />
discussion, entertainment and ongoing socialization. A highlight, again this year, was having the grade 10 students of Gray<br />
Academy of <strong>Jewish</strong> Education return to participate in some interactive programming with the seniors.<br />

VOLUNTEER SERVICES<br />
Through JCFS, clients are matched with volunteers of all ages and varying backgrounds. Students, retired individuals,<br />
professionals and people from all walks of life contribute their time, talent and energy as JCFS volunteers.<br />
Volunteers provide support to clients as friendly visitors, accompanying isolated seniors for coffee or a ride in the park.<br />
Grocery shoppers and van drivers take clients to purchase their groceries or do the shopping for them. Daily “shalomers”<br />
provide an ongoing friendly contact, which gives isolated seniors a connection with a person who is looking out for their<br />
security and well-being. Big brothers/sisters are positive role models for young children. Proctors are advocates for our<br />
clients with mental health issues. Tutors and host families help newcomers to acclimatize to their new life in Winnipeg.<br />
Administrative volunteers provide assistance in our office in a variety of areas.<br />

Partnerships In Caring<br />
• Machon Madrichim – A <strong>Jewish</strong> youth leadership program which focuses on developing young leaders with a deep<br />
sense of commitment to the Winnipeg community, the State of Israel, and core <strong>Jewish</strong> values and traditions. This new<br />
initiative is generously funded by the Winnipeg <strong>Jewish</strong> Federation and the Dorothea Gould Foundation. With planning<br />
and organizing completed, this program for students in grades 10 and 11 started in September 2008. The organizing<br />
committee is represented by JCFS, the Gray Academy of <strong>Jewish</strong> Education, Rose and Max Rady JCC, The <strong>Jewish</strong><br />
Federation of Winnipeg - Grow Winnipeg, the Shaarey Zedek and Etz Chayim Synagogues, and a number of interested<br />
community volunteers.<br />
• In cooperation with BBYO, the agency provided home visits and safety checks for seniors in helping them complete the<br />
ERIK (Emergency Response Information Kit) forms. This valuable initiative is designed to insure the safety and well<br />
being of seniors.<br />
• Friendship Circle is a cooperative program with Chabad-Lubavitch in which volunteers are paired with foster children<br />
in an effort to ensure that the children will have exposure to Judaism. Ten volunteers are involved in this program.<br />
• Fighting Against Domestic Violence and Abuse<br />
Domestic abuse is a pervasive societal issue that affects the <strong>Jewish</strong> community with equal incidence rates as in the<br />
general community. This year the agency reached out to support ten <strong>Jewish</strong> women facing domestic violence and abuse<br />
in their homes. As a result half of these women left their homes.<br />
In partnership with <strong>Jewish</strong> Women International the agency enlisted the support of community organizations by starting<br />
the <strong>Jewish</strong> Community Task Force for Ending Violence against Women. This task force is made up of various<br />
organizations including: local synagogues, Gray Academy of <strong>Jewish</strong> Education, Gwen Secter Creative Living Centre,<br />
Chabad Lubavitch, National Council of <strong>Jewish</strong> Women, the Rady JCC, BBYO, and the <strong>Jewish</strong> Federation of Winnipeg<br />
(including J-Peg, JSA/Hillel, Machon Madrichim).<br />

In November 2008, Penny Krowitz, Executive Director of <strong>Jewish</strong> Women International Canada, visited Winnipeg to<br />
facilitate meetings and provide educational sessions for community professionals and lay leaders. The task force will<br />
continue to work at increasing awareness and sensitivity in our community about domestic abuse in the <strong>Jewish</strong><br />
community.<br />
• JACS (<strong>Jewish</strong> Alcoholics, Chemically Dependent Persons and Significant Others)<br />
In response to rising trends of more Jews in our community willing to accept addiction recovery services and requests<br />
from community members for culturally specific recovery opportunities, JCFS supports the newly formed Winnipeg<br />
chapter of JACS (<strong>Jewish</strong> Alcoholics, Chemically Dependent Persons and Significant Others). JACS Winnipeg has<br />
been running <strong>Jewish</strong> 12-step meetings once per week at JCFS since August 2007. Through the support of grants and<br />
donations, 5 JACS Winnipeg members attended JACS Retreats in New York and Toronto as part of their continuing<br />
education and development to better outreach to and assist local community members dealing with issues of addiction.<br />
CHILD WELFARE<br />
<strong>Jewish</strong> <strong>Child</strong> and <strong>Family</strong> <strong>Service</strong> is fully mandated under the <strong>Child</strong> and <strong>Family</strong> <strong>Service</strong>s Act of Manitoba to provide child<br />
welfare and protection services for <strong>Jewish</strong> children and families in the province. The <strong>Child</strong> Welfare program worked with 81<br />
families on either a voluntary or involuntary basis.<br />
This past year the agency cared for 22 foster children from our community. Seventeen of these children were cared for<br />
within the 6 foster homes licensed by JCFS. Three resided in group homes and 2 continue to be supported as young adults in<br />
independent living.<br />
The agency continues to strive to maximize the development of strong <strong>Jewish</strong> identity in our foster children through activities<br />
such as Friendship Circle, a partnership program with Chabad-Lubavitch of Winnipeg where young <strong>Jewish</strong> volunteers<br />
mentor our foster children in the area of <strong>Jewish</strong> culture. Four of our foster children attended Gray Academy of <strong>Jewish</strong><br />
Education. Gray Academy has been very supportive in meeting the educational, social, cultural and special needs of these<br />
children. The <strong>Jewish</strong> day and residential camps have also been strong partners in accepting and meeting the needs of <strong>Jewish</strong><br />
wards, as part of the collective communal responsibility for raising these children.<br />
The <strong>Child</strong> Welfare program faces challenges in identifying <strong>Jewish</strong> families requiring child welfare supports. This also<br />
impacts the ability of our community to identify <strong>Jewish</strong> children in the general CFS system who are in foster care or in need<br />
of foster care, and to ensure that their cultural needs are met. Restructuring of the provincial child welfare system created a<br />
single centralized intake agency serving all of Winnipeg, including JCFS. JCFS staff continue to work diligently to sensitize<br />
and educate this general system as to the unique needs of <strong>Jewish</strong> families and the resources available in the <strong>Jewish</strong><br />
community. The goal is to ensure that <strong>Jewish</strong> children feel a strong connection to their community.<br />
The JCFS Adoption program was actively involved this year working with 9 families. The agency was successful in placing<br />
two beautiful newborns from the United States.<br />

Post Adoption <strong>Service</strong>s<br />
In an attempt to reconnect with their birth families, the Agency provided 9 adult adoptees with information about their birth<br />
family histories and also provided access to the Manitoba Post Adoption Registry.<br />
CHAPLAINCY<br />
This year, the Chaplaincy program provided 2220 visits to hospital patients, nursing home residents, residents in correctional<br />
centres and other residential facilities. In addition, 170 hours were spent conducting group programs for Shabbat and holidays<br />
such as Succoth, Chanukah, Purim, Passover, etc.<br />
The program has been challenged by stricter adherence to privacy legislation within health care facilities. This has impacted<br />
the community chaplain’s ability to access <strong>Jewish</strong> patients in those facilities. There has also been an increase in the number<br />
of <strong>Jewish</strong> residents in non-<strong>Jewish</strong> personal care homes. The community chaplain has spent increasing amounts of time<br />
meeting the pastoral care needs of those <strong>Jewish</strong> residents.<br />
FINANCIAL AID<br />
This year 495 individuals and families received short-term emergency financial assistance with $56,750 distributed as<br />
financial aid.<br />
JIAS Canada provided $36,715 in financial assistance for <strong>Jewish</strong> newcomers to our community. Seventy-eight (78) families<br />
benefited from this assistance.<br />
The Asper Helping Hand Initiative<br />
The Asper Helping Hand Initiative (TAHHI), an interest free loan program, is now in its sixth year of assisting members of<br />
the <strong>Jewish</strong> community of Manitoba who are experiencing temporary financial hardship. Funding for this program is<br />
supported generously by The Asper Foundation.<br />
To date, TAHHI has advanced over $249,000 assisting 83 individuals and/or families in need. These loans have assisted<br />
students with paying for their university tuition, newcomers with various resettlement expenses, single parents with<br />
catching up bill payments and first-time homebuyers with covering expenses related to their home purchase.<br />

The Eve And Harry Vickar Community Assistance Program<br />
The Eve and Harry Vickar Community Assistance Program (VCAP) was launched in January 2006. This program is<br />
designed to support <strong>Jewish</strong> individuals and families facing significant financial challenges. It has been established with the<br />
generous support of the L. Kerry Vickar Charitable Foundation as a designated gift through the <strong>Jewish</strong> Federation of<br />
Winnipeg. This program is designed to make a significant difference in the lives of <strong>Jewish</strong> individuals whose daily struggles<br />
due to financial constraints impedes their full participation in <strong>Jewish</strong> community life and in society generally.<br />
To date (to March 31, <strong>2009</strong>), The Eve and Harry Vickar Community Assistance Program has distributed over $197,000<br />
assisting 74 individuals and/or families faced with major financial challenges.<br />
Tzedakah Fund<br />
Through the <strong>Jewish</strong> Foundation of Manitoba 23 individuals and families were provided with an interest free loan to help with<br />
basic needs. $18,480 was distributed through the Tzedakah Fund this year.<br />
MOIS CHITIM<br />
This year 252 <strong>Jewish</strong> individuals and families received assistance through a community-wide campaign which solicits<br />
funding to help those who find it a hardship to meet the extra costs of Passover. One Hundred, twenty-nine Passover food<br />
hampers were distributed with the help of Gwen Secter Creative Living Centre, the Manitoba Transit Heritage Association<br />
and J-Peg (<strong>Jewish</strong> Federation of Winnipeg’s 25-45 year olds). 532 individuals contributed to Passover Assistance this year.<br />

STUDENT TRAINING<br />
<strong>Jewish</strong> <strong>Child</strong> and <strong>Family</strong> <strong>Service</strong> provides field instruction for the University of Manitoba Faculty of Social Work and the<br />
Wurzweiler School of Social Work, Yeshiva University. JCFS offers students a unique opportunity to work in a family-based<br />
agency. Because of its cultural orientation, the Agency has gained a reputation as an interesting field placement. This past<br />
year we offered field instruction to two University of Manitoba students who had an interest in learning about the multifaceted<br />
approach to social services offered by JCFS.<br />
INFORMATION & REFERRAL<br />
Every year we receive hundreds of requests for information on available social service resources and programs in the<br />
community. The Agency also distributes the names of homemakers and keeps a registry of available homes for emergency<br />
placement.<br />

Five Years of <strong>Service</strong><br />
David Silverman<br />
Mr. Nice Guy - David Silverman began helping isolated seniors do their grocery shopping five years ago.<br />
His wonderful smile and easy going sense of humour give the seniors he works with a great lift in their<br />
spirits - which goes a long way. By grocery shopping several times a week, David has contributed a great<br />
deal to the quality of life of three of our clients. David is very modest about the work he is doing as a<br />
volunteer but we appreciate his involvement and steadfast commitment to assisting those who need a<br />
helping hand.<br />
Alexandra Skouratova<br />
Alexandra immigrated to Canada from the Former Soviet Union in 1990. Five years ago she decided she<br />
wanted to reciprocate in appreciation for the assistance she received as a newcomer. She has become<br />
involved in the community by helping seniors with their grocery shopping. Alexandra has been a<br />
wonderful friend, companion and helper to many seniors in our community. Throughout the years she<br />
has built a number of strong, trusting relationships with the elderly clients she has met. Her new friends<br />
have been very appreciative of her help and assistance.<br />
Sari Yakubovich<br />
When Sari contacted the agency to inquire about volunteer work she expressed her interest in - “giving<br />
something back to the community and also helping children by brightening their days.” Sari was<br />
initially matched as a big sister for a youngster whose family had recently immigrated to Winnipeg. Her<br />
second placement was with a girl whose father had passed away. In both cases Sari did brighten their<br />
lives by spending time enjoying movies, recreational activities, dining out and having lots of fun<br />
together. Sari is the kind of person that people love to be with. Her ability to accept others as they are, to<br />
relate sensitively to a wide range of individuals and to thoroughly delight in the essence of each person<br />
makes Sari the special person that she is. Thank you for making a difference in the lives of the<br />
youngsters you have been involved with.<br />

Ten Years of <strong>Service</strong><br />
Sofya Paradny<br />
Sofya has contributed to our Immigration program and has assisted our EAL (English as an Additional<br />
Language) classes for newcomers who are seniors. Twice a week for the past ten years, she volunteers<br />
helping the seniors improve their speaking, pronunciation and listening skills. Sofya’s warm and<br />
supportive presence creates a welcoming environment for new immigrants who are resettling in our<br />
community.<br />
Claire Peltz<br />
For the past 10 years Claire has been involved with a number of agency service areas. Her<br />
participation with the Mental Health program, assisting seniors as well as helping the elderly with<br />
transportation and escorting clients to doctors’ appointments and other errands has been invaluable.<br />
Claire considers volunteering in the community as a way of enriching her own life. We are deeply<br />
appreciative of her dedication and commitment to helping others.<br />
Twenty Years of <strong>Service</strong><br />
Frank White<br />
It is not every year that we have an opportunity to thank an individual for twenty years of<br />
involvement in the JCFS volunteer program. Frank has been a dedicated supporter of the agency and<br />
a positive asset to our community. We will remember his assistance after the 1997 Flood of the<br />
Century. His talented hands built the mobile menorahs which have been used over the years to bring<br />
the miraculous light of Chanukah to patients in the hospital. Frank has also been available to escort<br />
seniors to doctors’ appointments or to deliver groceries to the elderly. For two decades, Frank White<br />
has been a committed and generous volunteer. We are very thankful for his devotion and willingness<br />
to help in so many special ways.<br />
