Jewish Child and Family Service • Annual Report 2012-2013 3
A Message From Our Executive Director
We have much to be thankful for at Jewish Child and Family
Service. Why? Because year after year, hundreds of JCFS
volunteers, staff, donors and friends reach out to those in the
community who are in need of support.
Who are those in need? They are our neighbours, our relatives, our
co-workers and our children’s classmates. They are the family
struggling to make its way back to self-sufficiency after facing
unemployment; the isolated senior who can no longer prepare his
own meals; the newly arrived immigrant couple looking for jobs and
a place to live; the exhausted parents of a special needs child; the
frightened youngster caught in the web of his mother’s addictions;
and the university student juggling the stress of classes, work and
living on his own.
No matter their needs, these individuals and families learn that when
they walk through our door, they are treated with compassion and
respect. They learn that they will quickly be put in touch with
community resources, and that their concerns will be listened to and
dealt with in a timely manner. They learn that they are no longer
alone.
JCFS is a ‘womb to tomb’ agency, offering myriad programs and
services for every age and every stage of life. Yet even though we do
so much for so many, we are aware that there are many gaps left to
fill and new needs, challenges and concerns arising every day.
We are deeply grateful to our volunteers, board members, funding
partners, donors, and staff for their dedication, passion and
generosity. They make it possible for JCFS to offer support, services and solutions, and to continue the vital work that it has
been doing for more than 60 years.
Jewish Child and Family Service • Annual Report 2012-2013
A Message From Our President
Welcome everyone. This has been a very exciting year at JCFS. Our
new Act of Incorporation was passed almost a year ago, on June 14 th ,
2012 – an accomplishment that could not have been achieved without
the generosity of our donors and the initiative of Sharon Blady and
Heather Stefanson, who graciously introduced and seconded the Bill
in the Manitoba Legislature. Those of you, who, like me, had the
pleasure of attending the reading of the Bill, will recall that it was
truly a very moving and memorable experience.
That success, importantly, was accompanied by the launch of our
Century of Caring Campaign. Thanks to the tremendous efforts of
past president Heather Leonoff, the results of the campaign have
made a significant difference to the balance in our capital fund. We
have not yet reached our fundraising goal, so don’t be surprised if
you get a call in the future and please donate generously.
JCFS has accomplished a great deal over the past year, including the
completion of our survey that was designed to help gauge the needs
of community members. Now that we have that information, we face
the challenge of trying to better align both our funding and our
services to those needs. In order to do that, we must first review our
strategic plan. We recently began that process, and although it is a
formidable task, we are aware that it is critical to the successful
ongoing operation of the agency and perhaps the single most
important project that we are currently working on. We need to
ensure that our vision is clear and that we are doing the most that we
can possibly do in the community.
At this time, we also are working on creating Terms of Reference for
all the committees, which have, as usual, been working diligently throughout the year. Although this too is a significant
undertaking, it will help define the role of, and provide direction for, each committee.
Social media continues to become more prevalent and is helping us get our various messages out to a wider audience. For
example, we recently sent out an email blast indicating that our food pantry was running low, and the size and speed of the
response from our donors and community members was overwhelming.
Jewish Child and Family Service • Annual Report 2012-2013 5
JCFS would not be able to continue its important work without the support of our major funders and included in that group
are the Province of Manitoba, the United Way, the Jewish Federation of Winnipeg, and the Jewish Foundation of
Manitoba. To them and all of our funders, Thank You. It is the JCFS staff, however, that really makes it possible for us to do
what we do. As I said many months ago at a staff appreciation event, the members of our staff are the unsung heroes of our
community. They are a top notch group of professionals who truly care, in all senses of the word, for their clients, and for this
they deserve and have our gratitude. Chief among them is Emily Shane, our capable executive director, whose extraordinary
efforts have been instrumental in our agency’s success.
I encourage you to peruse our Annual Report, and, in particular, to pay careful attention to the Service Area Highlights to get
a real overview of JCFS’s many programs, initiatives and achievements. It is vital that we all continue to understand and
appreciate the scope and urgency of our community’s needs, and to be aware that the requests for help are ever increasing as
our Jewish population grows and our population ages.
The year has been both challenging and rewarding. I know that work remains to be done in many areas and I remain
committed to moving JCFS forward. I know too that I have a great group of people on the board and executive who share my
vision and passion, and I look forward to working with them in the months to come, and updating you on our progress at this
same time next year.
Service Area Highlights
The goals of services provided by JCFS are to enhance quality of life, promote independence, ensure stability, and improve
capacity of adjustment and adaptability to ongoing life changes and to support social connections to the Jewish community.
In the past year, JCFS supported and assisted 1891 cases (individuals and or families) across all program areas. This is an
8.4% increase of 146 cases across all program areas from 2011.
COUNSELLING
This year was highly productive in helping many families and/or individuals through counselling supports. The program area
assisted clients with a variety of challenging issues including depression, parent–teen conflict and other parenting issues,
marital or relationship issues, self-esteem, personal growth, resolving traumatic experiences and bereavement. The
Counselling program assisted 160 families and/or individuals. Nineteen of those were newcomer families who received
language specific counselling in English, Spanish or Hebrew.
JCFS continues to offer supportive groups. In partnership with Hospice and Palliative Care Manitoba, Congregation Etz,
Chayim & Congregation Shaarey Zedek, JCFS ran the Taking Steps: Bereavement Group. In addition, the agency
continues to be actively involved in the Winnipeg Suicide Prevention Network.
COMMUNAL MENTAL HEALTH
The Mental Health Program serves to meet the needs of marginalized Jewish individuals living with chronic and persistent
psychiatric illnesses. This year the Mental Health Program supported and assisted 122 Jewish individuals living with
psychiatric differences. Supports were also provided to their families. In combination with the Older Adult Services
program, JCFS also successfully responded to the needs of approximately 60 seniors in our community living with mental
illness.
The “Chaverim: Building Wellness Drop-in Group” has continued to meet over this past year. This holistic mental health
wellness group now meets on a weekly basis and continues to offer social, educational, cultural, spiritual and physical
recovery programming goals of clients. A fitness component continues with the Rose and Max Rady Jewish Community
Centre. Again this past year, Wellness Group members proudly beautified the Asper Campus by planting and maintaining
the summer planters.
The Mental Program is partially funded by the Winnipeg Regional Health Authority (WRHA) to support our mental health
employment initiatives.
SETTLEMENT-INTEGRATION
The Settlement and Integration programs at JCFS assist and support families in their settlement process to Canada and to the
Winnipeg Jewish community.
The community continues to see a consistent level of immigration over the last several years. We welcomed 115 new
families consisting of 362 people. A total of 532 newcomer cases, including new arrivals and others who arrived in previous
years, were assisted by the JCFS settlement program. Staff also assisted 116 families with their pre-migration exploratory
visits to pursue their future immigration to Winnipeg. These are individuals or families who either visited Canada to pursue
immigration, or received consultative support in their countries of origin while awaiting immigration approval. Most of these
families were initially welcomed to the community through the Jewish Federation of Winnipeg’s Grow Winnipeg initiative.
Our agency has also seen a rise in the number of immigrant seniors who arrive in our community to reunite with their
children and grandchildren who have previously settled here. Newcomer Seniors, over the age of 65, constitute one of the
fastest growing client demographics. This year, JCFS assisted 72 newcomer seniors with social & integration services and
English language education. This year 60-65 newcomer seniors participated in English as an Additional Language classes. In
addition JCFS continued to offer a musical choral program for 11 newcomer seniors.
JCFS Integration staff continues to assist families in becoming part of Canadian, Winnipeg and Jewish community life by
connecting families to various community organizations or services and by offering many social, cultural, educational and
instructional programs. This year, workshop topics have included: English as an Additional Language (EAL) classes for
Russian seniors, conversational English, income tax information, money management seminars, weekly employment
seminars, as well as holiday programs, Jewish lifecycle events (e.g. bar/bat mitzvahs), partnership in Yom Hazikaron (Israel
Memorial Day) commemorations and Yom Ha’Atzmaut (Israel Independence Day), family activities, a new moms’ program
for mothers with newborns and a senior performing arts choir.
The Integration Program also reached out to newcomers who had immigrated to Canada several years ago. In December
2012, a Meet & Greet social gathering took place, in which newcomers who arrived in 2011-2012, had the opportunity to
share an enjoyable afternoon of socializing with long-time Jewish Community members. Due to the positive response of this
new initiative we plan to organize future events to help ensure that newcomer families continue to feel welcomed by, and part
of, the Jewish community.
The JCFS Employment Support Services is rapidly expanding as a core integration service for newcomers. This service
area focuses specifically on supporting newcomers to our community by assisting them in becoming familiar with the labour
market and becoming job ready. Weekly group orientation and information workshops are offered as an introduction to the
employment resources available to newcomers. One hundred and eighty-one cases were served by the Employment
Support Services counsellor.
OLDER ADULT SERVICES
This past year has been a productive one in providing supports and services to frail seniors in our community. These services
promote functional independence, safety, emotional support and access to community services and resources. We provided
support to 425 elderly individuals and /or couples this year through several program areas, including: Holocaust Supports,
Newcomer Seniors, Aging Mental Health, and the Older Adult Services (OAS) program seniors living with mental illness.
Older Adult Services workers and our case-aide were actively involved in a wide range of situations, as the needs of seniors
in our community continue to grow. Whether the issues are related to changes in physical or mental health, housing,
emotional support, or assistance to family, workers are readily available to be involved through assessments and regular
home visits. We supported 170 frail seniors through the OAS program, 134 in Holocaust supports, 60-65 seniors living with
mental health issues, and approximately 60 newcomer seniors.
Support Services to Holocaust Survivors - This service offers specialized support, counselling and information to
individuals, couples and families. Assistance with applications for Holocaust Claims continues to be provided on a regular
basis. This includes various reparation applications, as well as a more recent home care application for Holocaust Survivors.
The agency continues to offer a biweekly social group, Reaching Out, for survivors. This drop-in group consists of 30-40
core attendees and offers entertainment and ongoing socialization.
In addition to the one-to-one involvement provided to aging seniors, we offer groups and additional services which continue
to be a strong source of support.
Chevrah - Circle of Friends is an interactive discussion group for individuals who are isolated and experiencing early stage
memory loss. Using current events and reminiscence, the purpose is to provide social contact and intellectual stimulation for
clients. The group meets on a weekly basis, and also allows much needed respite for family caregivers.
The Tallman Fund continues to provide funds that help enhance our ability to offer transportation for clients. Through this
fund we are able to ensure our clients transportation to all of our group programs. On an individual basis, clients have been
assisted with transportation to meet their individual needs for accompaniment to appointments on a much broader scale.
Social work students gain valuable learning, while enhancing our ability to support the needs of aging seniors. Their field
placements are a fundamental part of their training in conjunction with the University of Manitoba School of Social Work.
Pan-Canadian Elder Abuse Awareness and Education Program for Ethno-cultural Communities
Through a New Horizons for Seniors grant, JCFS has joined with Jewish Family Service agencies in Calgary, Edmonton and
Ottawa in a two-year project for elder abuse prevention. An outreach coordinator, with the assistance of a group of JCFS
community volunteers, is developing culturally and linguistically relevant materials, programs and activities for our Russian
speaking senior population that will help raise awareness on the topic of elder abuse.
VOLUNTEER SERVICES
Through JCFS, clients are matched with volunteers of all ages and varying backgrounds. Students, retired individuals,
professionals and people from all walks of life contribute their time, talent and energy as JCFS volunteers.
Jewish Child and Family Service • Annual Report 2012-2013 9
150 volunteers provided support to clients as friendly visitors, accompanying isolated seniors for coffee or a ride in the park.
Grocery shoppers and van drivers took clients to purchase their groceries or do the shopping for them. ‘Daily-Shalom’ phone
callers provided ongoing social check-ins, which gave isolated seniors a connection with a person looking out for their
security and well-being. Big brothers/sisters were positive role models for young children. Proctors advocated for our clients
with mental health issues. Tutors and host families helped newcomers to acclimatize to their new life in Winnipeg.
Administrative volunteers provided assistance in our office in a variety of areas.
Please see our complete list of volunteers in this report.
ADDICTION SUPPORTS
Addictions are evident as a debilitating social and health problem in our community that has impacted virtually all agency
service areas. This year the agency assisted 75 clients in all program areas, struggling with various addiction issues. JCFS
continues to support the needs and efforts of Jews in our community seeking culturally specific appropriate addiction
recovery services and guidance. JCFS supports the Winnipeg chapter of JACS (Jewish Alcoholics, Chemically Dependent
Persons and Significant Others). JACS Winnipeg has been running 12-step meetings with Jewish content once per week at
the Asper Campus since August 2007, and now meet off-Campus, at a more neutral location. Between 10-15 Jewish
individuals, ranging from 20 to 80 years, have sought support from JACS. Through the support of various grants and
donations, JACS Winnipeg members again attended the JACS Toronto Retreat, as part of their continuing education and
outreach to local community members dealing with issues of addiction.
The JCFS Addictions Support Worker has helped organize a new advisory group that is finding new ways to reach out to
those who are dealing with addictions in the Jewish community. Guest Rabbis working in the area of addiction recovery have
been featured speakers at both our June 2012 AGM with Rabbi Borovitz of Beit T’suvah in Los Angeles, and a lecture in
February 2013 on Emotional Sobriety by Rabbi Shais Taub of Pittsburg.
DOMESTIC VIOLENCE SUPPORTS
Domestic abuse is a pervasive societal issue that affects Jewish families with equal incidence as in the general community.
JCFS assists and supports Jewish individuals facing intimate partner violence and abuse. This year JCFS supported 10 Jewish
women with concerns of spousal abuse and violence. Approximately 35-40 additional cases were reported across all program
areas involving other situations of varying degrees of inappropriate treatment by intimate partners.
CHILD WELFARE
Jewish Child and Family Service is fully mandated under the Child and Family Services Act of Manitoba to provide child
welfare and protection services for Jewish children and families in the province. The Child Welfare program assisted 88
families and/or children in the areas of Protection, Voluntary Services, Foster Care, Adoption and Post Adoption.
The Adoption program continued to actively work with Jewish families at various stages in the adoption process. Post-
Adoption Supports provided adult adoptees with assistance in receiving information about their birth families.
10
Jewish Child and Family Service • Annual Report 2012-2013
In 2012, JCFS cared for a total of 27 foster children. Two-thirds of these children are between the ages of 12 and 18, many
in care since childhood. JCFS has observed a rise in complex issues facing parents in our community which impact their
ability to parent their teens. This issues directly affect those children coming into care, and include: parental mental health
issues, addictions, family violence, abuse, neglect, poverty & isolation, family stress leading to inappropriate discipline,
defiant and out-of-control teen behaviour, trouble with the law, youth gang involvement, truancy, teen drug and alcohol
abuse, etc. In 2012, five foster children remained in care beyond age 18, and with supported funding from the provincial child
welfare system. This is part of a system-wide effort to extend supports and further maximize the long term positive outcomes
and potential of these youth, as they launch into adulthood.
The agency continues to strive to maximize the development of a strong Jewish identity in our foster children through
partnership with various community organizations to enhance exposure of Jewish foster children to their Jewish culture. This
year 6 of our foster children attended Gray Academy of Jewish Education and others attended Hebrew-Bilingual programs.
The Jewish day and residential camps have also been strong partners in accepting and meeting the needs of Jewish foster
children, as part of our collective communal responsibility for raising these children and instilling Jewish identity. Grant
funding from the Jewish Foundation of Manitoba also made it possible for JCFS to offer foster families opportunities to
celebrate Jewish holidays such as: Passover and Chanukah, and to celebrate Bar and Bat Mitzvahs of foster children. We are
grateful for the support and generosity received from the community in ensuring that children in care participate fully in
various aspects of Jewish life.
Community Partnerships In Caring
• Machon Madrichim – A Jewish youth leadership program which focuses on developing young leaders with a deep sense
of commitment to the Winnipeg community, the State of Israel, and core Jewish values and traditions. This five year old
initiative is generously funded by the Winnipeg Jewish Federation. The planning committee is represented by JCFS, The
Jewish Federation of Winnipeg - Grow Winnipeg, as well as a number of community volunteers.
• In partnership with Chabad’s Jewish Learning Institute, JCFS AND JACS co-sponsored ”Kosher Night Out” on
February 12. The evening featured guest speaker Rabbi Shais Taub, who spoke on “Emotional Sobriety”. He is an
author (God of Our Understanding: Jewish Spirituality and Recovery from Addiction) and works in the field of addiction
recovery. Approximately 100 people attended this program.
• JCFS has organized the Strategic Group on Addictions - an advisory group comprised of Jewish people in recovery,
family members, local Jewish professionals in the addictions field, interested community members, representatives from
the Gray Academy of Jewish Education, the Jewish Federation of Winnipeg and the University of Manitoba.
• In partnership with Hospice and Palliative Care Manitoba, Congregation Etz Chayim & Congregation Shaarey Zedek,
JCFS conducted the Taking Steps: Bereavement Group , an eight week support group, two times this year. The groups
were facilitated by JCFS Counsellor Shelley Levit.. Twenty people registered to participate in these groups.
Jewish Child and Family Service • Annual Report 2012-2013 11
• JCFS Volunteer Services Manager, Einat Paz-Keynan, helped plan and facilitate the community-wide celebrations for
Yom Ha’zikaron and Yom Ha’atzmaut. This helps ensure that volunteers have opportunities to develop new skills and
participate more fully in community activities.
CHAPLAINCY
The Jewish Community Chaplain is an ordained Rabbi, who serves as a vital spiritual link for Jewish persons in hospitals,
personal care homes or other institutional settings. The Chaplain provides spiritual guidance and peace of mind to those who
are confined. The Chaplain also advocates on behalf of Jews, living in institutions (e.g., for kosher food requirements and
special holiday needs). The Chaplaincy program provided 2,036 visits to hospital patients, nursing home residents, residents
in correctional centers and other residential facilities. In addition, the Rabbi conducted group programs for Shabbat and
holidays such as Succoth, Chanukah, Purim, Passover, etc.
The program continues to be challenged by stricter adherence to privacy legislation within health care facilities. This has
impacted the Community Chaplain’s ability to access Jewish patients in those facilities.
FINANCIAL AID
This year 705 individuals and families received short-term emergency financial assistance with $117,480. distributed as
financial aid.
The Asper Helping Hand Initiative
The Asper Helping Hand Initiative (TAHHI), an interest free loan program, is now in its tenth year of assisting members of
the Jewish community of Manitoba who are experiencing temporary financial hardship. Ongoing funding for this program is
supported generously by The Asper Foundation and the David and Ruth Asper Fund at the Jewish Foundation of Manitoba.
In 2012, the TAHHI Program distributed $65,000 in loans to 13 families. To date, TAHHI has advanced $514,950 assisting
143 individuals and/or families in need. These loans have assisted students with paying for their educational expenses,
newcomers with various resettlement expenses, families with catching up bill payments or consolidating debts, families
celebrating life-cycle events, individuals needing reliable cars for work and first-time homebuyers with covering expenses
related to their home purchase.
The Eve and Harry Vickar Community Assistance Program
The Eve and Harry Vickar Community Assistance Program (VCAP) was launched in January 2006. This program is
designed to support Jewish individuals and families facing significant financial challenges. It has been established with the
generous support of the L. Kerry Vickar Charitable Foundation as a designated gift through the Jewish Federation of
Winnipeg. This program is designed to make a significant difference in the lives of Jewish individuals whose daily struggles
due to financial constraints impedes their full participation in Jewish community life and in society generally.
In 2012, the VCAP assisted 31 individuals and/or families with a total of $51,490. To date, the VCAP has distributed
$422,767 assisting 122 individuals and/or families faced with major financial challenges.
Shelley Garfield, Program Manager of The Asper Helping Hand Initiative and The Eve and Harry Vickar Community
Financial Assistance Program, participated in various workshops throughout the year presented to immigrant newcomers.
Shelley has also been partaking in the Winnipeg Poverty Reduction Council’s Asset Building Group.
Tzedakah Fund
Through the Jewish Foundation of Manitoba 25 individuals and families were provided with an interest free loan to help with
basic needs. $16,430. was distributed through the Tzedakah Fund this year.
MA’OT CHITIM
This year 248 Jewish individuals and families received assistance through a community-wide campaign which solicits
contributions to help those who find it a challenge to meet the extra costs of Passover. One hundred and eighteen Passover
food hampers were distributed this year with the help of the Gwen Secter Creative Living Centre and J-PEG (the young adult
leadership division of the Jewish Federation) who delivered the hampers. 496 individuals/families contributed to Passover
Assistance this year. A complete list of contributors can be found in this report.
STUDENT TRAINING
Jewish Child and Family Service provides field instruction for the University of Manitoba Faculty of Social Work. JCFS
offers students a unique opportunity to work in a family-based agency. Because of its cultural orientation, the Agency has
gained a reputation as an interesting field placement. This past year we offered field instruction to two University of
Manitoba students who had an interest in learning about the multi-faceted approach to social services offered by JCFS.
INFORMATION & REFERRAL
Every year we receive hundreds of requests for information on available social service resources and programs in the
community. The Agency also distributes the names of homemakers and keeps a registry of available homes for emergency
placement.
Long Time Service Awards
Five Years of Service
Fred Switzer
For the past five years, Fred has been a companion and a friend to a number of our clients. As a friendly
visitor, Fred spends time with one of our clients on a weekly basis. Fred’s encouragement and reassurance are
a great support to those who are challenged with difficult times in their lives. Fred was a great help to a client
who was moving into a nursing home. By reaching out with a helping hand, he has been a great support to
those who have had the privilege of having the involvement of Fred Switzer in their lives. Thank you Fred!
Ten Years of Service
Avrom Charach
We are very fortunate as an agency and as a community to have had the involvement of Avrom over the past
ten years. As a Host Family, Avrom and his wife Fayanne were a wonderful welcoming family when
immigrant newcomers arrived in Winnipeg. Avrom later became involved in providing workshops on money
management and income tax preparation for newcomers. This essential seminar is offered by Avrom several
times throughout the year. Avrom’s tremendous devotion to the Winnipeg Jewish community in so many
different capacities is greatly appreciated.
Soody Kleiman
Over the past ten years Soody, has been a source of comfort and support to a number of our frail elderly
clients. He has escorted and assisted many elderly people to doctors’ appointments as well as to the hospital.
One of our clients emailed us to let us know how much she appreciated his help in responding to her
emergency call for help during a health crisis. His caring attention and assistance in getting in and out of his
vehicle, his consideration after her difficult surgery were all examples of the exceptionally compassionate and
caring individual Soody Kleiman is. Soody, thank you for being the super mensch you are!
