<strong>JOB</strong> SUMMARY<br />

The <strong>In</strong>frastructure Development Officer (IDO) will be responsible for the survey, design,<br />

estimating, implementation, monitoring and evaluation of all engineering activities in the<br />

designated project sites. This position is project office based. The IDO should be guided in<br />

planning, implementation and evaluation process by a community participatory approach.<br />

Major Responsibilities and Tasks:<br />

R1. Plan and schedule engineering activities in consultation with the project staff and<br />

community for community need identification and program implementation to address the<br />

identified community needs.<br />

Work closely with Team Leader and other sectoral heads in project site selection and<br />

need identification. Assist Team Leader while preparing Project Plan.<br />

Guide the Overseer in preliminary and detailed surveys for all engineering activities.<br />

Prepare Annual Implementation Plans and activity budgeting.<br />

Prepare design and estimate of the engineering activities.<br />

Obtain approval of estimates from local counterparts.<br />

Prepare annual and monthly requirement lists of <strong>In</strong>ventory Items for each engineering<br />

activity.<br />

Coordinate to procure the required materials ensuring good quality at local level.<br />

R2. Implement the planned activities and ensure that norms are properly followed and quality<br />

is maintained as per specifications and activities are timely completed.<br />

Supervise allocated project sites frequently and provide feedback to Site Overseers to<br />

ensure high quality and timely completion.

Guide the overseers in maintaining labor attendance books of Users Groups,<br />

measurement books and store ledger books of site store.<br />

Ensure that project activities are timely completed as scheduled in the Annual<br />

Implementation Plan.<br />

Prepare logistical details for logistics management.<br />

Make sure that CARE field equipment are properly used and maintained and project<br />

supplied materials are properly stored at the sites.<br />

Make sure that all infrastructure projects disaster resilient and DRR mainstreaming with<br />

project’s activities such as UC’s management training.<br />

R3. Strengthen communities, CBOs, and NGOs to make them capable to implement and<br />

manage their infrastructure activities on their own.<br />

Access capacities of the existing UGs, CBOs and NGOs.<br />

Identify technical training need or other support needed to UGs, CBOs and NGOs.<br />

Design curriculum and develop technical training materials including involvement in<br />

training management.<br />

R4. Coordinate and liaise with, counterparts, government line agencies and Sectoral Heads<br />

for smooth/effective program operation.<br />

Liaise with other line agencies to avoid duplication of activities.<br />

Coordinate with Sectoral Heads, Users’ Groups and Overseers for timely and smooth<br />

implementation of activities.<br />

R5. Monitor and evaluate the program activities.<br />

Follow up regularly the project handed over to the communities.<br />

Conduct case studies.<br />

Develop monitoring methodologies.<br />

R6. Documentation and reporting<br />

Prepare and submit regular reports (PIR, CIK, AOP, LF achievements).<br />

Update and manage database, AIP, PIMS, GPA, Training database.<br />

Encourage and guide Overseers for explicit report writing.<br />

R7. Perform other official/program related duties as advised by Project Manager and Project<br />

Coordinator to ensure the effectiveness of the project activities.<br />

Bachelor's degree in Engineering Working as an Engineer for 3 years including 5 years of work<br />

experience in the field of civil engineering.<br />
