JOB SUMMARY
The Infrastructure Development Officer (IDO) will be responsible for the survey, design,
estimating, implementation, monitoring and evaluation of all engineering activities in the
designated project sites. This position is project office based. The IDO should be guided in
planning, implementation and evaluation process by a community participatory approach.
Major Responsibilities and Tasks:
R1. Plan and schedule engineering activities in consultation with the project staff and
community for community need identification and program implementation to address the
identified community needs.
Work closely with Team Leader and other sectoral heads in project site selection and
need identification. Assist Team Leader while preparing Project Plan.
Guide the Overseer in preliminary and detailed surveys for all engineering activities.
Prepare Annual Implementation Plans and activity budgeting.
Prepare design and estimate of the engineering activities.
Obtain approval of estimates from local counterparts.
Prepare annual and monthly requirement lists of Inventory Items for each engineering
activity.
Coordinate to procure the required materials ensuring good quality at local level.
R2. Implement the planned activities and ensure that norms are properly followed and quality
is maintained as per specifications and activities are timely completed.
Supervise allocated project sites frequently and provide feedback to Site Overseers to
ensure high quality and timely completion.

Guide the overseers in maintaining labor attendance books of Users Groups,
measurement books and store ledger books of site store.
Ensure that project activities are timely completed as scheduled in the Annual
Implementation Plan.
Prepare logistical details for logistics management.
Make sure that CARE field equipment are properly used and maintained and project
supplied materials are properly stored at the sites.
Make sure that all infrastructure projects disaster resilient and DRR mainstreaming with
project’s activities such as UC’s management training.
R3. Strengthen communities, CBOs, and NGOs to make them capable to implement and
manage their infrastructure activities on their own.
Access capacities of the existing UGs, CBOs and NGOs.
Identify technical training need or other support needed to UGs, CBOs and NGOs.
Design curriculum and develop technical training materials including involvement in
training management.
R4. Coordinate and liaise with, counterparts, government line agencies and Sectoral Heads
for smooth/effective program operation.
Liaise with counterparts for smooth program implementation.
Liaise with other line agencies to avoid duplication of activities.
Coordinate with Sectoral Heads, Users’ Groups and Overseers for timely and smooth
implementation of activities.
R5. Monitor and evaluate the program activities.
Follow up regularly the project handed over to the communities.
Conduct case studies.
Develop monitoring methodologies.
R6. Documentation and reporting
Prepare and submit regular reports (PIR, CIK, AOP, LF achievements).
Update and manage database, AIP, PIMS, GPA, Training database.
Encourage and guide Overseers for explicit report writing.
R7. Perform other official/program related duties as advised by Project Manager and Project
Coordinator to ensure the effectiveness of the project activities.

Bachelor's degree in Engineering Working as an Engineer for 3 years including 5 years of work
experience in the field of civil engineering.
