Message from the Country Director
the diversity and richness of Nepal was reflected in the 601 seat
In 2008, Constituent Assembly (CA) elections through the election or
nomination of 197 women and 50 Dalits. This led to the initiation of programs which
provided opportunities for communities to challenge the structure, system and policies
of the past. These programs have been utilizing new and innovative approaches based on
an in-depth analysis of the root causes of poverty and social injustice. They have been
mobilizing the poorest women and men in communities to demand access and control over
resources to ensure a better quality of life. CARE Nepal has facilitated the engagement
between women’s groups from 25 districts and CA members to assist them in collecting
feedback from stakeholders on key issues which needed to be addressed in the constitution
making process.
CARE Nepal has identified three primary focus areas for its current programs:
1. Empowering women by focusing on the economic, social, political and cultural aspects
of their lives. It has been tracking achievements resulting from changes in access and
control over resources and how this brings about behavioural changes in patriarchal
norms and age old stereotypes.
2. Securing access to natural resources and livelihoods for the poor and vulnerable
including Dalits, landless people, women and those most frequently affected by natural
disasters
3. Addressing issues of justice and equity through engagement with civil society and state
actors on issues of identity in cultural and ethnic terms
CARE Nepal has been working in collaboration with around 80 partner NGOs and hundreds
of community groups on 24 projects and initiatives in 42 districts in Nepal. Many of these
programs have now focused on key aspects of governance, rights and equity. CARE Nepal
has identified and worked with the poorest people in the most marginalized communities
while amplifying their voices and concerns around issues which affect their lives and
opportunities for improvement and growth.
During the year, CARE Nepal has been restructuring field operations to form three
cluster offices in Janakpur, Bharatpur and Doti to serve their surrounding areas. This has
granted greater authority, accountability and inclusion to all stakeholders in key decision
making processes. The new structure highlights the strategic role and responsibilities
of collaborating partners. The strategic function of the country office has also been
restructured to separate program development and implementation from monitoring and
impact measurement. The country office has been involved in networks like the Association
of International NGOs (AIN) to create a more credible development space in Nepal. It
has also been involved in various networks to prevent sexual and gender based violence
(SGBV), violence against women, tracking rights violations through the Office of the High
Commissioner for Human Rights (OHCHR), and implementing United Nations Security
Council Resolution (UNSCR) 1325.
CARE Nepal is committed to gender equity and diversity. This is best reflected in its own
staff. Of the total staff hired in 2008, 58% are men and 41% are women. The percentage
of staff from the Terai and Dalits among the new recruits was 37% and 14% respectively.
Further, after several years, there are now 13 women in managerial positions and above in
CARE Nepal.
The emerging social and political scenario in Nepal will pose further challenges for
agencies like CARE Nepal. New developments in the state may lead to a different policy
framework within which international and national development agencies will have to
function. This change in structure will be further influenced by Nepal moving towards a
federal system. However, there are significant opportunities for Nepal to benefit from
decentralized and focused development initiatives.
Alka Pathak
CARE Nepal continues to work according to CARE’s global focus and priorities by assisting the poorest women
and girls, who live in situations of poverty and deprivation – to create a world where all people have the
opportunity to realize their full potential and find their own voice. Because in the end that is the key to ending
injustice and poverty.
The CARE International Confederation of twelve member organizations has its Secretariat in Geneva. CARE
Nepal operations are coordinated by its “Lead Member” CARE USA.
The Political Scenario:
Emerging priorities and CARE Nepal’s role
Quote on Rickshaw: Let us respect women to create a virtous society
CARE Nepal has been working towards enhancing awareness
among poor, vulnerable and socially excluded groups,
particularly women, about the political development that
is taking place in Nepal. This process has created space
for women to engage with the political change. After the
Constituent Assembly (CA) elections were announced, CARE
Nepal focused on increasing awareness on the CA process.
During the CA elections, CARE Nepal mobilized women as
both voters and candidates. Working with local stakeholders
like women’s groups, community based organizations
(CBOs) and the media; CARE Nepal has been carrying out
activities at community, group, district and regional levels.
These activities have involved raising awareness through
discussions and dialogues and using women’s groups as
forums for sharing information related to the political
process and its ramifications
“CARE Nepal has
also been seeking to
establish a national
platform for
political discourse
to consolidate
critical issues for
the development of
women”
After the formation of the CA, 14 constitutional committees were formed around core thematic
and development priority areas. In collaboration with National Forum for Women’s Rights Concern
(NFOWRC), Jagaran Nepal, and a range of other civil society organizations, CARE Nepal facilitated
the submission of pertinent issues to these constitutional committees. These issues focused
on critical development areas such as rights, health, education, access to services, and
entitlements. They had been identified by various women’s constituencies from around 35
districts in which CARE Nepal and Jagaran Nepal are involved.
CARE Nepal has recently launched an initiative making the new constitution gender
responsive. It has been working through NFOWRC to increase awareness on the political
process among network members. It has also been seeking to establish a national platform
for political discourse to consolidate critical issues for the development of women. The
participation of different groups at national as well as local level has strengthened this
engagement and has had an impact on common issues. For example, CARE Nepal worked
with the NFOWRC, Women’s Commission, UN Agencies and other committees related
to SGBV on the Domestic Violence Bill. Through UNSCR 1325 the roles of women in post
conflict peace building programs have been strengthened. Further, the ability to address the
psychosocial well being of women suffering from trauma in conflict situations was enhanced
through organisational, staff and community capacity building.
At another level, through CARE Nepal’s membership in the Association of International NGOs
(AIN), it has been actively engaging with the larger development sector in Nepal. Recently,
AIN has been facilitating meetings with various entities in a bid to create a more open and
suitable environment for the work of INGOs in Nepal through interactions with – the Prime
Minister, various Ministers, Secretaries at the Ministry, Ministry of Women, Children and
Social Welfare, the National Planning Commission, Social Welfare Council (SWC), Donors
forum etc. The key focus in many of these consultations has been around the need to
strengthen the role of SWC to take necessary decisions in regard to the functioning of INGOs
in the country. These consultations have made the development of the new Social Welfare
Act participatory and open. They have helped to create workable regulatory mechanisms,
establish greater legitimacy and recognition for INGO efforts in the country, harmonize
the development efforts of INGOs with Government’s plans, and coordinate a regular
forum between the major development players in Nepal. CARE Nepal’s involvement and
contribution to several working groups within AIN has increased its credibility and image.
CARE Nepal has identified several new avenues for action and learning - through
project proposals, participation and learning and also through special initiatives. These
avenues were identified after considering the space for civil society actors to play a role
in the new and emerging political landscape. Based on these changes, CARE Nepal has
identified new avenues for action, some of which are given below:
• A possible call to strengthen the UN system in post conflict situations
• Aid effectiveness and possible ways to engage on this in coalition with Action Aid Nepal
and CARE UK
• Constitution Assembly and women - in collaboration with CARE UK
• Possible urban issues programming in collaboration with CARE UK
• Food security issues through a linkage with ground level issues and National Regional
and International global dialogue and action
• Bringing Dalit organizations on a common platform for action
• Sector wide approach in Natural Resource, Environment (NRE) and Livelihoods
• Federalism and role of civil society in the new state structure
CARE Nepal is also exploring modalities for forming a larger coalition for action in the
following areas:
• Land rights coalition at the ground level as well as the national level through a coalition
of 4 INGOs, 2 bilateral aid agencies and a national NGO
• Supporting the Haliya movement
• Supporting several women’s issues through networks such as the women human rights
defenders, single women network, etc
• Working collaboratively on issues of Disaster Risk Reduction and response
Moving towards a Coherent
Programming Approach
As part of its current strategic plan, CARE Nepal
has been seeking to develop and implement a
comprehensive transformation strategy that aligns
the organization with its programs while ensuring
quality. This has logically concluded in the coherent
programming approach which has seen CARE Nepal
undergo an organisational transformation along with
the development of a more pertinent implementation
mechanism. The coherent programming approach is
currently an ongoing process that incorporates the
following work streams:
Deepening the underlying causes of
poverty (UCP) analysis
CARE Nepal has been carrying out UCP analysis in
most sites within the program areas of its projects
JIWAN, SAKCHAM, SAMANATA, SHAKTI and Village
Loan and Saving Projects. Recently, it has also
carried out UCP analysis follow ups to observe
changes, identify obstacles/challenges and develop
appropriate strategies to address these gaps. In
the past six months, it has also organized four UCP
analysis trainings to develop its human resources.
CARE Nepal has initiated preliminary visits and UCP analysis in
remote far-western areas in Doti and Achham as part of its remote
area program strategy. Program strategies will be developed based
on the findings of the UCP analysis. At present, the analysis shows
some common themes among the poor including a lack of control
over resources, inequity in gender and caste, lack of political
affiliation leading to powerlessness and consequently, the tightly
held power structures of the elite. CARE Nepal intends to carry
out the UCP analysis at the cluster, region and national levels.
The findings from these studies will be systematically applied to
all of CARE Nepal’s future work and will be shared with the wider
development community.
Emerging program focus for CARE in Nepal
Some of the issues that have emerged from the UCP analysis are
now being addressed by CARE Nepal’s programs. These include
empowerment of the poor, vulnerable and socially excluded
(PVSE) groups with a focus on women; pro-poor governance; aid
effectiveness; fragile state engagement; cross border prevention
of HIV/AIDS; and sector wide approach to natural resource
management (NRM) to establish pro-poor forest policies. CARE
Nepal is actively working on these issues at both national and
project levels. Through a series of workshops and consultations
three core program areas have been identified - Women’s
empowerment; Justice and Equity; and Natural Resource
Environment and livelihoods. These core areas are linked to CARE
Nepal’s overall strategic framework and its current vision and
mission.
Impact measurement system
To gauge the link between project and national level priorities,
CARE has worked the entire year to systematically link projects
to mission level indicators as determined by the current strategic
plan. To this end, a new Project Information Management System
(PIMS) is currently being implemented to facilitate the analysis and
measurement of data based on project and mission level indicators.
An Indicator guideline with well defined mechanisms to develop
and use them has also been developed. Baseline and household
surveys are also being standardized in projects to ensure quality data
analysis is linked to higher-level indicators.
Organisational Realignment
Organisational realignment is the process of aligning CARE Nepal’s
system, structure, policies and process towards its strategic focus.
The objective of this process was to carry out a thorough review of
policies, work practices and structure to establish a decentralized
decision making process through the devolution of authority at
different level. The realignment process has addressed three
major components. The first was to make HR management and the
development process effective through policy revisions and the
implementation of Leadership Development Program at various
levels. The second aspect was to facilitate the decentralization
process through a structural review process. The third aspect was
to approach programs in a more coherent way to ensure the quality of
CARE programs for the betterment of the impact groups.
A structural review was carried out as a major component of the
organisational realignment process. This has led to the reorganization
and redefining of several units in Kathmandu and the establishment
of three cluster offices around the nation. The clusters were created
to facilitate decision making to ensure programs are target oriented
and effective. The Roles and responsibilities of different positions/
units have been redefined for existing, revised and new positions
at the Central Office (CO) to facilitate decentralization towards
the cluster approach. One major distinction is the separation of
program implementation and impact measurement into two separate
and distinct units which are mutually independent. The quality assurance process is facilitated through the
Program Quality Assurance Unit, whereas the Policy Advocacy Unit oversees the impact measurement.
CARE Nepal has established three cluster offices in Janakpur for the central terai, Bharatpur for the central
hills, and Doti for the mid and far-west. Each of these clusters supports at least 5 projects. Although each
program may have a different focus and approach, they have been working with the same population group.
As they are now working from the same cluster office, programs are now better able to work together, develop
linkages and create synergy. This approach has allowed for better understanding from ground level action
to regional and national advocacy focusing on critical issues influencing poverty like discriminatory laws,
practices, and systems.
The cluster approach is based on the following principles:
“This approach has
allowed for better
understanding from
ground level action
to regional and
national advocacy”
• Decentralized decision making as close to the field/action as possible
• More synergy, learning and coordination between projects in same or nearby geographic areas
• Greater collaboration in projects which have similar targets and outcomes
• Working together on issues either geographically or on critical development issues to achieve the maximum
measurable impact
• Ensuring partnership principles are adhered to and institutional strengthening is facilitated for
sustainable future action
• Transparent, open, and locally determined systems and processes open to scrutiny
• Strong alliances at multiple levels for advocacy and action for the rights of the PVSEs
• Strong technical support in key areas such as gender equity, livelihoods strengthening, Disaster Risk
Reduction, Underlying causes of poverty analysis and action. Further areas would be elaborated as per
evolving needs and interests
• Beginning of a basis for the development of “coherent programs”
Harmonization of cluster level programming approach
After organisational realignment in the different clusters, CARE Nepal’s programs are harmonized to better
deal with:
• Targeting of PVSEs
• Non-formal education (also known as popular education centres)
• Local resource persons
• Partnership management
• Development of strategies documents/guidelines/frameworks
• Building synergy between ongoing and new projects for greater impact
• Joint strategy for engagement with external stakeholders
• Better networking
• Greater possibilities for pro-actively engaging partner NGOs in issue/focus identification
• Moving to a stronger CARE identity
Cost implications
The first few years will require considerable resources to help fill funding gaps that result from moving
toward coherent programming. The gap is primarily a result of investing in the retention of talented staff
as well as to continue ongoing analysis, research and development. A five year budget analysis has been
prepared from FY 2008-12 based on the current program portfolio and the projected pipeline funding. The
level of increase observed, compared to the past 3 years (2006-2008) in the core functioning areas including
the Shared Program Cost and required technical staff is estimated at around 40%. If the CO succeeds in
maintaining restricted funding of around US$ 9 million, the trends observed from this five year budget
projection shows a smooth and continued decline in the gap level following the third year. We are hopeful
that over the long term, programmatic work will be less costly than project-based work.
This section presents CARE Nepal’s project
achievements grouped according to clusters. However,
there are several projects that have their area of work
dispersed among two or three clusters. For example,
the overall management of CHUNAUTI and CORE Polio
projects falls under the Janakpur Cluster, but both of
them also work in areas that are under the management
of the Bharatpur Cluster (Rupendehi for CHUNAUTI and
Nawalparasi for CORE Polio). Similarly, though SAKCHAM
is managed by the Bharatpur Cluster, two of its working
districts, Mahottari and Sarlahi, fall under the Janakpur
cluster. The SAGUN project is dispersed throughout
the country while being managed by the Doti Cluster.
In such cases, the overall achievement of projects is
presented under the cluster which has the responsibility
of managing them. Similarly, the Monitoring of Pro
Policy of Ministry of Health and Population, a project
conducted by CARE Nepal, with the assistance of
Research Triangle Institute (RTI) has carried out surveys
in 13 districts to measure the impact of the free
health care policy on services provided by the Nepal
government in a phase wise manner.
Meeting the Millennium Development Goals (MDGs) is
a primary focus for all of CARE Nepal’s program. The
MDGs were developed out of the eight chapters of
the United Nations Millennium Declaration, signed in
September 2000. The achievement of projects from
each cluster is shown as projects’ contribution to
meeting the eight MDG goals:
1. Eradicate extreme poverty and hunger
2. Achieve universal primary education
3. Promote gender equality and empower women
4. Reduce child mortality
5. Improve maternal health
6. Combat HIV/AIDS, malaria, and other diseases
7. Ensure environmental sustainability
8. Develop a global partnership for development
“There was a patch of land
near our vicinity, around
which 114 Households lived.
The Janaki Women Awareness
Society (JWAS) suggested that
we should protect the public
land and carry out income
generating activities on it.
However, it was clear that
the small patch of land was
not enough to support 114
households so JWAS suggested
targeting the poorest
households and leasing it out
to them. After the poorest 10
were identified we went to
the District forest office and
were able to secure the land
as a leasehold forest for forty
years. We have not planted
more than vegetables, 500
fruit trees, more than 1000
tree saplings, and more than
100 bamboos. We are now
earning more than Rs. 10,000
form vegetables and more
than Rs. 5000 from grasses.
The project has had a very
beneficial impact on the
JIWAN II has been carrying out livelihood
development activities that focus on skill
development, resource management and enterprise
development. This has resulted in:
• 30 poor household have been involved in green
bank establishment and leasehold forestry
through which they gained access to forest land
for 40 years. Additionally, they also received
safe drinking water by digging wells and
received seedlings for replanting the trees.
• Around 150 families have benefited through
fish production in commonly maintained ponds.
They also received the added value from the
plantation of fruit trees and grass production on
the banks of the ponds.
• 100 Households belonging to rural workers and
craft people benefited from skill development
trainings like bicycle repairing, carpentry, Binditika,
and animal health workers
• 50 Households have benefited from enterprise
development skills such as compressed stabilized
earth block production, micro-concrete tiles
production, bamboo treatment and production
of truss learnt at Life School Centres (LSC)
through which they received employment.
• 200 Households have benefited from river bank
vegetable farming and goat husbandry organized
through the development of local groups and
cooperatives.
JANSEEP strives to empower three highly
marginalized Janjati groups (Thami, Surel and
Dhanuk) by integrating rights based advocacy
with livelihood security. The project has initiated
economic development activities such as micro
finance, technological innovation, linkages with
market through 20 Savings and Credit groups
reaching a total of 3,280 households in Dolakha and
Dhanusha districts.
MDG 2: Universal primary education
Through JIWAN, 290 Dalit and Janajati girls received school kits to enroll and continue their
education.
MDG 3: Promote gender equality and empower women
The primary focus of CHULI, JIWAN, JANSEEP and CHUNAUTI has been to work on the gender
equity and empowerment issues. CHULI and CHUNAUTI are still in an inception phase so their
achievements are yet to materialize.
• JIWAN has been operating 32 Lokpathsalas (open village schools) in nine VDCs of Dhanusha
where gender related issues are discussed and plans of action were made
• JIWAN has carried out a campaign against carcass disposal by the Chamar caste in the
Laxmipur-Bagewa, Gopalpur and Tarapatti-Sirsiya VDCs. The Chamar caste is no longer
compelled to do the job and villagers have started disposing the carcasses in hand cart.
• JIWAN successfully spearheaded a campaign for equal wages for women in Gopalpur and
Pd=l8=hL=& jftfj/0fLo lbuf]kgfsf] lglZrttf
JIWAN has been working on natural resource
management at household, community and
watershed level encouraging sustainable
management of upstream and downstream
communities. This has led to:
• The establishment of 30 hectares of
green banks
• Completion of one Micro watershed
management plan
• Plantation of forest and fruit trees on
private land
• Around 10 to 12 hectares of public lands
have been rehabilitated; however the
benefits are yet to be realized.
• The cluster approach has allowed projects an integrated approach to development. For instance,
Federation of Community Forestry Users (FECOFUN), a partner of both JIWAN and CHULI, now
has one coordinator to handle both programs. Additionally, CHULI and SAKCHAM, that fall under
different Clusters but share common districts, have developed coordinated plans in the overlapping
VDCs
• The cluster approach has allowed for a stronger presence for CARE at the local level allowing for
higher visibility for CARE Nepal and partner programs, collective advocacy on common issues,
resource sharing, cross learning, wider program coverage and a common feeling of ownership.
• The approach has contributed to setting up a single door system for support services and resources
• The primary challenge remains streamlining operations from a project based to a cluster based
approach. The presence of projects in multiple clusters, like SAKCHAM, complicates this process.
Better documentation procedures are required at the cluster level taking into account the project
level reporting that is presently practiced. Finally, political instability and the security threats that
the Janakpur office faced have made it difficult to work as effectively as desired.
Fish ponds handed over to
dalit communities
During an advocacy class on the issues
related to common resource management
and ownership in Kapilbastu, Dalit
women raised concerns over the villagers’
collective rights to a pond in the local
area. The pond was spread over a 0.75
hectare area and was currently being
contracted out to some individuals who
were not properly managing it. Because of
this prior agreement, the locals had been
unable to take advantage of the pond. To
resolve the issue most effectively, CARE
Nepal organized an interaction, led by
local change agent Shivraj Dhobi, between
local stakeholders, representatives of
political parties and VDC representatives.
During the interaction, handing over the
ownership, management and maintenance
responsibilities of the pond to the
local women’s group was discussed and
approved.
Since then, the women have invested in 20
kg of fingerlings and have been raising fish
in the pond. They are optimistic of getting
a good return through the sale of fish.
This initiative in Kapilbastu encouraged
the Musahar women of Nawalparasi to
undertake a similar initiative. They have
started managing a public pond as well.
MDG 1: Eradication of extreme poverty and hunger
SHAKTI, SAMANATA, and SAKCHAM have been working on improving the condition of the poor,
vulnerable and socially excluded groups and some of the highlights of their achievement are
presented below:
• Approximately 600 PVSE people have received vocational, skill based and entrepreneurship
trainings through SHAKTI, SAKCHAM and SAMANATA projects. SAMANATA has successfully
established 200 Savings and Credit (SC) Groups with approximately 5,000 women members. It
had originally planned for only 60 SC Groups. Their saving comprises of savings from the group
members and seed money (Rs. 60,000) provided by the project. The SC Groups are providing
loans at an interest rate as minimal as 1% and so far 975 women have received loans.
• Excluding the initial seed capital, the SC Groups in three districts were able to save the
following amounts and food grains (for conducting campaigns and during food scarce period):
District Money saved Rice saved
(excl. seed money)
Rupandehi NRs. 318,323.00 500 kg.
Nawalparasi NRs. 265,500.00 300 kg.
Kapilvastu NRs. 708,913.00 700 kg.
• Under SAKCHAM, around 109 popular education groups have been engaging in group income
generating activities including bee keeping, group farming and fishing
• SAMANATA has provided vocational training to 240 Dalits, including 72 women, especially on
embroidery, mason, house wiring, motorcycle and cycle repairing. Of them, approximately 130
trainees are now self-employed (54% of trainees) and 16 are working abroad.
• Approximately 40 people (32 women and 8 men) have been generating additional income after
receiving skills development training from SHAKTI and SAKCHAM.
MDG 2: Universal primary education
SAMANATA project has been working on increasing educational access for Dalits to increase their
awareness of rights, enhance their confidence and improve their economic position. Under its Girl
Education for Madhesi dalit (GEM) program, SAMANATA awarded scholarships to around 1,620 girls.
Reflections on the
Cluster Approach
• The primary operational advantages have been better resource sharing, sharing
of expertise, sharing of experiences, sharing of benefits and risk mitigation. This
has allowed for better value addition and synergy between projects which in
turn has translated into more substantive impacts. For example, the projects
that didn’t earlier focus on Dalits have now also mainstreamed Dalit issues
significantly.
• The key challenges remain further enhancing programmatic and operational
synergy among the projects and the dependency of partners on the projects
which leads to unrealistic expectations. Limited financial and administrative
regulations among partners along with weak human and financial resources have
also posed difficulties.
MDG 3: Promote gender equality and empower women
SHAKTI, SAMANATA, WYPSP and SAKCHAM have collectively addressed issues relating to women
empowerment.
• SAMANATA worked through 182 Women Advocacy Literacy Centres in the community creating awareness
on women’s rights which has resulted in decline in gender based violence and discrimination such
as veiling (ghunghat), child marriage and the dowry system. The consistent effort of the project has
resulted in, to a certain extent, women receiving ‘equal wages for equal work’ in some parts of the
project area.
• WYPSP had initiated and participated in national level events which have helped place women and girl
issues on the policy agenda. One such event was a youth visioning exercise organized by WYPSP which
resulted in a youth declaration which shall be presented to different political parties and Constituent
Assembly members.
• WYPSP has trained 62 Peace Ambassadors (PAs). These PAs will mobilize around 500 women and youth
groups through popular education centres as its key model for building community capacity for peace in
four districts.
• A visible improvement has been observed in the psychosocial well being of people due to the
mobilization of community based psychosocial care workers and traditional healers under WYPSP.
• There is evidence that suggests women have been able to tap into local resources.
• Approximately 200 gender based violence cases have been managed by women’s groups at the
community level.
• Projects have contributed to an increase, primarily among women, in awareness on local and national
policies along with human rights instruments.
• SAKCHAM project has carried out several activities to empower women enabling them to implement UN
resolution 1325. 60 PVSE women now hold decision making positions in community forest users’ groups
(CFUGs), school management committees, health posts etc.
• The cluster office in collaboration with all its projects, conducted an international meeting on women
empowerment under the theme, “claiming rights, creating peace.”
Improving maternal health in
Tharu communities
“I have been aware of the violation of
women’s rights in Tharu communities
but I thought it was just the way things
are. The age old tradition of chhutiya
in particular is extremely danger and
harmful for women. This tradition
dictates that new mothers fast and pray
for 24 hours after giving birth. This can
seriously endanger the life and health of
the new mother,” - Syani Chaudhary.
Syani Chaudhary from Kailali district
attended a Governance and Literacy
Class organized by SAGUN with the
District Women Advocacy Forum (DWAF).
Through the workshop she came to
realize that it is her responsibility to
secure women’s rights. She advocated
against the chhutiya practice and
started a campaign. She and her friends
went to visit pregnant women and their
families and discouraged this dangerous
tradition. As a result, throughout the
village, Syani and her friends have
successfully abolished the chhutiya
tradition and have given women the
opportunity to remain healthy and well
nourished after birth.
MDG 3: Promote gender equality and empower women
Through REFLECT centers (also known as Peace Promotion Centers), places where women groups for
community social mobilization meet every week, projects worked on women’s empowerment.
• 109 women including people from excluded groups have received training as local resource
persons for advocacy and other relevant issues
• Dalit and women leadership has visibly increased in local decision making, such as in School
Management Committees and User Committees
• Women representation in leadership positions also visibly increased in Users Groups
• 6,266 people including 5,541 PVSE women have been oriented on the constituent assembly
process and their roles in the CA process.
• 461 people (417 women) have been trained on gender, rights, UNSCR 1325, media, community
mediation, conflict transformation and the peace building processes. They are now working as a
local resource person in their respective communities.
• 68 advocacy centers and 170 Peace Promotion centers are now actively working in the cluster
areas.
• Women’s forums from the mid and far western districts have built linkages with National Forum
for Women Rights Concern (NFOWRC) and have been working on issues like ensuring a gender
responsive constitution.
• One day-workshops were conducted in each of the 15 districts of mid and far western regions
to collect recommendations for the new constitution. The collected recommendations were
submitted to the 11 constitutional committees of the CA which will look into specific issues that
need to be addressed in the constitution.
Recommendations/suggestions on the draft bill on domestic violence that was collected throughout
the SAHABHAGITA and ASHA’s working districts in 2008 were submitted to the committee working on
Domestic Violence bill within the CA and was endorsed by the Parliament.
SAGUN has successfully promoted women and traditionally marginalized ethnic minorities (Dalits and
Janajati) into leadership positions in community forest user groups.
MDG 7: Ensuring Environmental Sustainability
• The cluster’s projects have been promoting community level sanitation by adopting a community led total
sanitation approach by mobilizing Peace Promotion Centers (PPC), user group participants, and advocating with
district level stakeholders. This has resulted in the construction of 9,899 toilets through the ASHA and WATSAN
projects.
• Till date 11 VDC and 14 village clusters in Achham, Kalikot, Darchula, Gorkha, Pyuthan and Bajhang have been
declared No Open Defecation (NOD) areas.
• SHAGUN assisted the Ministry of Forest and soil conservation to revise the existing community Forestry
Guideline.
Khinta Devi’s transformation into a social leader
Khinta Devi Saud has been the victim of poverty, child marriage, and
discrimination because of her gender, caste and ethnicity. She is illiterate
and has never had the opportunity to improve her lot in life. When
CARE Nepal’s WATSAN program approached her community a year back,
Khinta started to participate in many of the program’s activities which
encouraged the community to take a leading role in planning, designing
and implementing the program. After attending various orientations,
meetings and trainings organized by the WATSAN program, she was
transformed from a simple and ignorant housewife to a dynamic and selfconfident
leader of the community.
Khinta Devi’s potential didn’t go unnoticed and she was voted in as the
treasurer of the Drinking water and Sanitation Management Committee
in Harikot VDC in Achham. The committee is taking a leading role in the
area’s sanitation movement. She is also a member of Women Rights Group
and is an active campaigner. Her family is one of the first few to build a
toilet and has played an instrumental role in ensuring that Harikot became
the first VDC in Achham to be declared a No Open-Defecation Zone.
Khinta Devi knows that there is still much to do and is now advocating for
the abolishment of Chaupadi, the culture of keeping women in seclusion
during their monthly cycles. Women are forbidden to use the same toilet,
taps and premises being used by other household members, especially
males, since people believe they would pollute things and anger the
gods. She hopes to successfully abolish Chaupadi as early as next year and
declare her VDC as a No Chupadi zone too.
Khinta Devi has proven to be an unlikely leader but is an example of the
WATSAN program’s objective of making an empowered, equitable and
capable society.
Reflections on the Cluster Approach
• The cluster approach has developed greater synergy among projects through authority
delegation, decentralized program management and an integrated program approach which in
turn has increased the impact of its programs. Some successfully synergetic programs during
2008 were:
• Establishment of a Drop-In-Center (SAMADHAN and Safe Passage)
• Support to livelihood improvement plans for freed Haliyas (DPRP and CSP/ASHA)
• Support to livelihood improvement plans for HIV/AIDS affected people (SAFE PASSAGE
and CSP/ASHA)
• Implementation of 40 PPCs in four remote districts of Doti Cluster through joint resource
sharing of ASHA-SAHABHAGITA
• Resource sharing in different events has increased (Financial and expertise) leading to cost
effectiveness and efficiency
• A single CARE Nepal identity and presence has been established. This has allowed for better
advocacy and communication.
• Joint monitoring and uniform guideline to the partners has become possible.
