Message from the Country Director<br />

the diversity and richness of <strong>Nepal</strong> was reflected in the 601 seat<br />

In <strong>2008</strong>, Constituent Assembly (CA) elections through the election or<br />

nomination of 197 women and 50 Dalits. This led to the initiation of programs which<br />

provided opportunities for communities to challenge the structure, system and policies<br />

of the past. These programs have been utilizing new and innovative approaches based on<br />

an in-depth analysis of the root causes of poverty and social injustice. They have been<br />

mobilizing the poorest women and men in communities to demand access and control over<br />

resources to ensure a better quality of life. <strong>CARE</strong> <strong>Nepal</strong> has facilitated the engagement<br />

between women’s groups from 25 districts and CA members to assist them in collecting<br />

feedback from stakeholders on key issues which needed to be addressed in the constitution<br />

making process.<br />

<strong>CARE</strong> <strong>Nepal</strong> has identified three primary focus areas for its current programs:<br />

1. Empowering women by focusing on the economic, social, political and cultural aspects<br />

of their lives. It has been tracking achievements resulting from changes in access and<br />

control over resources and how this brings about behavioural changes in patriarchal<br />

norms and age old stereotypes.<br />

2. Securing access to natural resources and livelihoods for the poor and vulnerable<br />

including Dalits, landless people, women and those most frequently affected by natural<br />

disasters<br />

3. Addressing issues of justice and equity through engagement with civil society and state<br />

actors on issues of identity in cultural and ethnic terms<br />

<strong>CARE</strong> <strong>Nepal</strong> has been working in collaboration with around 80 partner NGOs and hundreds<br />

of community groups on 24 projects and initiatives in 42 districts in <strong>Nepal</strong>. Many of these<br />

programs have now focused on key aspects of governance, rights and equity. <strong>CARE</strong> <strong>Nepal</strong><br />

has identified and worked with the poorest people in the most marginalized communities<br />

while amplifying their voices and concerns around issues which affect their lives and<br />

opportunities for improvement and growth.<br />

During the year, <strong>CARE</strong> <strong>Nepal</strong> has been restructuring field operations to form three<br />

cluster offices in Janakpur, Bharatpur and Doti to serve their surrounding areas. This has<br />

granted greater authority, accountability and inclusion to all stakeholders in key decision<br />

making processes. The new structure highlights the strategic role and responsibilities<br />

of collaborating partners. The strategic function of the country office has also been<br />

restructured to separate program development and implementation from monitoring and<br />

impact measurement. The country office has been involved in networks like the Association<br />

of International NGOs (AIN) to create a more credible development space in <strong>Nepal</strong>. It<br />

has also been involved in various networks to prevent sexual and gender based violence<br />

(SGBV), violence against women, tracking rights violations through the Office of the High<br />

Commissioner for Human Rights (OHCHR), and implementing United Nations Security<br />

Council Resolution (UNSCR) 1325.<br />

<strong>CARE</strong> <strong>Nepal</strong> is committed to gender equity and diversity. This is best reflected in its own<br />

staff. Of the total staff hired in <strong>2008</strong>, 58% are men and 41% are women. The percentage<br />

of staff from the Terai and Dalits among the new recruits was 37% and 14% respectively.<br />

Further, after several years, there are now 13 women in managerial positions and above in<br />

<strong>CARE</strong> <strong>Nepal</strong>.<br />

The emerging social and political scenario in <strong>Nepal</strong> will pose further challenges for<br />

agencies like <strong>CARE</strong> <strong>Nepal</strong>. New developments in the state may lead to a different policy<br />

framework within which international and national development agencies will have to<br />

function. This change in structure will be further influenced by <strong>Nepal</strong> moving towards a<br />

federal system. However, there are significant opportunities for <strong>Nepal</strong> to benefit from<br />

decentralized and focused development initiatives.<br />

<strong>CARE</strong> <strong>Nepal</strong> continues to work according to <strong>CARE</strong>’s global focus and priorities by assisting the poorest women<br />

and girls, who live in situations of poverty and deprivation – to create a world where all people have the<br />

opportunity to realize their full potential and find their own voice. Because in the end that is the key to ending<br />

injustice and poverty.<br />

The <strong>CARE</strong> International Confederation of twelve member organizations has its Secretariat in Geneva. <strong>CARE</strong><br />

<strong>Nepal</strong> operations are coordinated by its “Lead Member” <strong>CARE</strong> USA.<br />

<strong>CARE</strong> <strong>Nepal</strong> has been working towards enhancing awareness<br />

among poor, vulnerable and socially excluded groups,<br />

particularly women, about the political development that<br />

is taking place in <strong>Nepal</strong>. This process has created space<br />

for women to engage with the political change. After the<br />

Constituent Assembly (CA) elections were announced, <strong>CARE</strong><br />

<strong>Nepal</strong> focused on increasing awareness on the CA process.<br />

During the CA elections, <strong>CARE</strong> <strong>Nepal</strong> mobilized women as<br />

both voters and candidates. Working with local stakeholders<br />

like women’s groups, community based organizations<br />

(CBOs) and the media; <strong>CARE</strong> <strong>Nepal</strong> has been carrying out<br />

activities at community, group, district and regional levels.<br />

These activities have involved raising awareness through<br />

discussions and dialogues and using women’s groups as<br />

forums for sharing information related to the political<br />

process and its ramifications<br />

After the formation of the CA, 14 constitutional committees were formed around core thematic<br />

and development priority areas. In collaboration with National Forum for Women’s Rights Concern<br />

(NFOWRC), Jagaran <strong>Nepal</strong>, and a range of other civil society organizations, <strong>CARE</strong> <strong>Nepal</strong> facilitated<br />

the submission of pertinent issues to these constitutional committees. These issues focused<br />

on critical development areas such as rights, health, education, access to services, and<br />

entitlements. They had been identified by various women’s constituencies from around 35<br />

districts in which <strong>CARE</strong> <strong>Nepal</strong> and Jagaran <strong>Nepal</strong> are involved.<br />

<strong>CARE</strong> <strong>Nepal</strong> has recently launched an initiative making the new constitution gender<br />

responsive. It has been working through NFOWRC to increase awareness on the political<br />

process among network members. It has also been seeking to establish a national platform<br />

for political discourse to consolidate critical issues for the development of women. The<br />

participation of different groups at national as well as local level has strengthened this<br />

engagement and has had an impact on common issues. For example, <strong>CARE</strong> <strong>Nepal</strong> worked<br />

with the NFOWRC, Women’s Commission, UN Agencies and other committees related<br />

to SGBV on the Domestic Violence Bill. Through UNSCR 1325 the roles of women in post<br />

conflict peace building programs have been strengthened. Further, the ability to address the<br />

psychosocial well being of women suffering from trauma in conflict situations was enhanced<br />

through organisational, staff and community capacity building.<br />

At another level, through <strong>CARE</strong> <strong>Nepal</strong>’s membership in the Association of International NGOs<br />

(AIN), it has been actively engaging with the larger development sector in <strong>Nepal</strong>. Recently,<br />

AIN has been facilitating meetings with various entities in a bid to create a more open and<br />

suitable environment for the work of INGOs in <strong>Nepal</strong> through interactions with – the Prime<br />

Minister, various Ministers, Secretaries at the Ministry, Ministry of Women, Children and<br />

Social Welfare, the National Planning Commission, Social Welfare Council (SWC), Donors<br />

forum etc. The key focus in many of these consultations has been around the need to<br />

strengthen the role of SWC to take necessary decisions in regard to the functioning of INGOs<br />

in the country. These consultations have made the development of the new Social Welfare<br />

Act participatory and open. They have helped to create workable regulatory mechanisms,<br />

establish greater legitimacy and recognition for INGO efforts in the country, harmonize<br />

the development efforts of INGOs with Government’s plans, and coordinate a regular<br />

forum between the major development players in <strong>Nepal</strong>. <strong>CARE</strong> <strong>Nepal</strong>’s involvement and<br />

contribution to several working groups within AIN has increased its credibility and image.<br />

<strong>CARE</strong> <strong>Nepal</strong> has identified several new avenues for action and learning - through<br />

project proposals, participation and learning and also through special initiatives. These<br />

avenues were identified after considering the space for civil society actors to play a role<br />

in the new and emerging political landscape. Based on these changes, <strong>CARE</strong> <strong>Nepal</strong> has<br />

identified new avenues for action, some of which are given below:<br />

• A possible call to strengthen the UN system in post conflict situations<br />

• Aid effectiveness and possible ways to engage on this in coalition with Action Aid <strong>Nepal</strong><br />

and <strong>CARE</strong> UK<br />

• Possible urban issues programming in collaboration with <strong>CARE</strong> UK<br />

• Food security issues through a linkage with ground level issues and National Regional<br />

• Bringing Dalit organizations on a common platform for action<br />

• Sector wide approach in Natural Resource, Environment (NRE) and Livelihoods<br />

• Federalism and role of civil society in the new state structure<br />

Moving towards a Coherent<br />

Programming Approach<br />

As part of its current strategic plan, <strong>CARE</strong> <strong>Nepal</strong><br />

has been seeking to develop and implement a<br />

comprehensive transformation strategy that aligns<br />

the organization with its programs while ensuring<br />

quality. This has logically concluded in the coherent<br />

programming approach which has seen <strong>CARE</strong> <strong>Nepal</strong><br />

undergo an organisational transformation along with<br />

the development of a more pertinent implementation<br />

mechanism. The coherent programming approach is<br />

currently an ongoing process that incorporates the<br />

following work streams:<br />

Deepening the underlying causes of<br />

poverty (UCP) analysis<br />

<strong>CARE</strong> <strong>Nepal</strong> has been carrying out UCP analysis in<br />

most sites within the program areas of its projects<br />

JIWAN, SAKCHAM, SAMANATA, SHAKTI and Village<br />

Loan and Saving Projects. Recently, it has also<br />

carried out UCP analysis follow ups to observe<br />

changes, identify obstacles/challenges and develop<br />

appropriate strategies to address these gaps. In<br />

the past six months, it has also organized four UCP<br />

analysis trainings to develop its human resources.<br />

<strong>CARE</strong> <strong>Nepal</strong> has initiated preliminary visits and UCP analysis in<br />

remote far-western areas in Doti and Achham as part of its remote<br />

area program strategy. Program strategies will be developed based<br />

on the findings of the UCP analysis. At present, the analysis shows<br />

some common themes among the poor including a lack of control<br />

over resources, inequity in gender and caste, lack of political<br />

affiliation leading to powerlessness and consequently, the tightly<br />

held power structures of the elite. <strong>CARE</strong> <strong>Nepal</strong> intends to carry<br />

out the UCP analysis at the cluster, region and national levels.<br />

The findings from these studies will be systematically applied to<br />

all of <strong>CARE</strong> <strong>Nepal</strong>’s future work and will be shared with the wider<br />

development community.<br />

Emerging program focus for <strong>CARE</strong> in <strong>Nepal</strong><br />

Some of the issues that have emerged from the UCP analysis are<br />

now being addressed by <strong>CARE</strong> <strong>Nepal</strong>’s programs. These include<br />

empowerment of the poor, vulnerable and socially excluded<br />

(PVSE) groups with a focus on women; pro-poor governance; aid<br />

effectiveness; fragile state engagement; cross border prevention<br />

of HIV/AIDS; and sector wide approach to natural resource<br />

management (NRM) to establish pro-poor forest policies. <strong>CARE</strong><br />

<strong>Nepal</strong> is actively working on these issues at both national and<br />

project levels. Through a series of workshops and consultations<br />

three core program areas have been identified - Women’s<br />

empowerment; Justice and Equity; and Natural Resource<br />

Environment and livelihoods. These core areas are linked to <strong>CARE</strong><br />

Impact measurement system<br />

To gauge the link between project and national level priorities,<br />

<strong>CARE</strong> has worked the entire year to systematically link projects<br />

to mission level indicators as determined by the current strategic<br />

plan. To this end, a new Project Information Management System<br />

(PIMS) is currently being implemented to facilitate the analysis and<br />

measurement of data based on project and mission level indicators.<br />

An Indicator guideline with well defined mechanisms to develop<br />

and use them has also been developed. Baseline and household<br />

surveys are also being standardized in projects to ensure quality data<br />

analysis is linked to higher-level indicators.<br />

Organisational Realignment<br />

Organisational realignment is the process of aligning <strong>CARE</strong> <strong>Nepal</strong>’s<br />

system, structure, policies and process towards its strategic focus.<br />

The objective of this process was to carry out a thorough review of<br />

policies, work practices and structure to establish a decentralized<br />

decision making process through the devolution of authority at<br />

different level. The realignment process has addressed three<br />

major components. The first was to make HR management and the<br />

development process effective through policy revisions and the<br />

implementation of Leadership Development Program at various<br />

levels. The second aspect was to facilitate the decentralization<br />

process through a structural review process. The third aspect was<br />

to approach programs in a more coherent way to ensure the quality of<br />

<strong>CARE</strong> programs for the betterment of the impact groups.<br />

A structural review was carried out as a major component of the<br />

organisational realignment process. This has led to the reorganization<br />

and redefining of several units in Kathmandu and the establishment<br />

of three cluster offices around the nation. The clusters were created<br />

to facilitate decision making to ensure programs are target oriented<br />

and effective. The Roles and responsibilities of different positions/<br />

at the Central Office (CO) to facilitate decentralization towards<br />

the cluster approach. One major distinction is the separation of<br />

program implementation and impact measurement into two separate<br />

and distinct units which are mutually independent. The quality assurance process is facilitated through the<br />

Program Quality Assurance Unit, whereas the Policy Advocacy Unit oversees the impact measurement.<br />

<strong>CARE</strong> <strong>Nepal</strong> has established three cluster offices in Janakpur for the central terai, Bharatpur for the central<br />

hills, and Doti for the mid and far-west. Each of these clusters supports at least 5 projects. Although each<br />

program may have a different focus and approach, they have been working with the same population group.<br />

As they are now working from the same cluster office, programs are now better able to work together, develop<br />

linkages and create synergy. This approach has allowed for better understanding from ground level action<br />

to regional and national advocacy focusing on critical issues influencing poverty like discriminatory laws,<br />

practices, and systems.<br />

Cost implications<br />

The first few years will require considerable resources to help fill funding gaps that result from moving<br />

toward coherent programming. The gap is primarily a result of investing in the retention of talented staff<br />

as well as to continue ongoing analysis, research and development. A five year budget analysis has been<br />

prepared from FY <strong>2008</strong>-12 based on the current program portfolio and the projected pipeline funding. The<br />

level of increase observed, compared to the past 3 years (2006-<strong>2008</strong>) in the core functioning areas including<br />

the Shared Program Cost and required technical staff is estimated at around 40%. If the CO succeeds in<br />

maintaining restricted funding of around US$ 9 million, the trends observed from this five year budget<br />

projection shows a smooth and continued decline in the gap level following the third year. We are hopeful<br />

that over the long term, programmatic work will be less costly than project-based work.<br />

This section presents <strong>CARE</strong> <strong>Nepal</strong>’s project<br />

achievements grouped according to clusters. However,<br />

there are several projects that have their area of work<br />

dispersed among two or three clusters. For example,<br />

the overall management of CHUNAUTI and CORE Polio<br />

projects falls under the Janakpur Cluster, but both of<br />

them also work in areas that are under the management<br />

of the Bharatpur Cluster (Rupendehi for CHUNAUTI and<br />

Nawalparasi for CORE Polio). Similarly, though SAKCHAM<br />

is managed by the Bharatpur Cluster, two of its working<br />

districts, Mahottari and Sarlahi, fall under the Janakpur<br />

cluster. The SAGUN project is dispersed throughout<br />

the country while being managed by the Doti Cluster.<br />

In such cases, the overall achievement of projects is<br />

presented under the cluster which has the responsibility<br />

of managing them. Similarly, the Monitoring of Pro<br />

Policy of Ministry of Health and Population, a project<br />

conducted by <strong>CARE</strong> <strong>Nepal</strong>, with the assistance of<br />

Research Triangle Institute (RTI) has carried out surveys<br />

in 13 districts to measure the impact of the free<br />

health care policy on services provided by the <strong>Nepal</strong><br />

government in a phase wise manner.<br />

Meeting the Millennium Development Goals (MDGs) is<br />

a primary focus for all of <strong>CARE</strong> <strong>Nepal</strong>’s program. The<br />

MDGs were developed out of the eight chapters of<br />

the United Nations Millennium Declaration, signed in<br />

September 2000. The achievement of projects from<br />

each cluster is shown as projects’ contribution to<br />

meeting the eight MDG goals:<br />

JIWAN II has been carrying out livelihood<br />

development activities that focus on skill<br />

development, resource management and enterprise<br />

development. This has resulted in:<br />

• 30 poor household have been involved in green<br />

bank establishment and leasehold forestry<br />

through which they gained access to forest land<br />

for 40 years. Additionally, they also received<br />

safe drinking water by digging wells and<br />

received seedlings for replanting the trees.<br />

• Around 150 families have benefited through<br />

fish production in commonly maintained ponds.<br />

They also received the added value from the<br />

plantation of fruit trees and grass production on<br />

the banks of the ponds.<br />

• 100 Households belonging to rural workers and<br />

craft people benefited from skill development<br />

trainings like bicycle repairing, carpentry, Binditika,<br />

and animal health workers<br />

• 50 Households have benefited from enterprise<br />

development skills such as compressed stabilized<br />

earth block production, micro-concrete tiles<br />

production, bamboo treatment and production<br />

of truss learnt at Life School Centres (LSC)<br />

through which they received employment.<br />

• 200 Households have benefited from river bank<br />

vegetable farming and goat husbandry organized<br />

through the development of local groups and<br />

cooperatives.<br />

JANSEEP strives to empower three highly<br />

marginalized Janjati groups (Thami, Surel and<br />

Dhanuk) by integrating rights based advocacy<br />

with livelihood security. The project has initiated<br />

economic development activities such as micro<br />

finance, technological innovation, linkages with<br />

market through 20 Savings and Credit groups<br />

reaching a total of 3,280 households in Dolakha and<br />

Dhanusha districts.<br />

MDG 2: Universal primary education<br />

Through JIWAN, 290 Dalit and Janajati girls received school kits to enroll and continue their<br />

education.<br />

MDG 3: Promote gender equality and empower women<br />

The primary focus of CHULI, JIWAN, JANSEEP and CHUNAUTI has been to work on the gender<br />

equity and empowerment issues. CHULI and CHUNAUTI are still in an inception phase so their<br />

achievements are yet to materialize.<br />

• JIWAN has been operating 32 Lokpathsalas (open village schools) in nine VDCs of Dhanusha<br />

where gender related issues are discussed and plans of action were made<br />

• JIWAN has carried out a campaign against carcass disposal by the Chamar caste in the<br />

Laxmipur-Bagewa, Gopalpur and Tarapatti-Sirsiya VDCs. The Chamar caste is no longer<br />

compelled to do the job and villagers have started disposing the carcasses in hand cart.<br />

• JIWAN successfully spearheaded a campaign for equal wages for women in Gopalpur and<br />

Tarapatti-Sirsiya.<br />

• JANSEEP is also working on women’s empowerment issues through 27 advocacy centres.<br />

MDG 4, 5 & 6: Reduce Child Mortality, Improve Maternal Health and Combat HIV/AIDS and other diseases<br />

The CORE Polio program has been striving to ensure that all the children in its working districts are<br />

• The cluster approach has allowed projects an integrated approach to development. For instance,<br />

Federation of Community Forestry Users (FECOFUN), a partner of both JIWAN and CHULI, now<br />

has one coordinator to handle both programs. Additionally, CHULI and SAKCHAM, that fall under<br />

different Clusters but share common districts, have developed coordinated plans in the overlapping<br />

VDCs<br />

• The cluster approach has allowed for a stronger presence for <strong>CARE</strong> at the local level allowing for<br />

higher visibility for <strong>CARE</strong> <strong>Nepal</strong> and partner programs, collective advocacy on common issues,<br />

resource sharing, cross learning, wider program coverage and a common feeling of ownership.<br />

• The approach has contributed to setting up a single door system for support services and resources<br />

• The primary challenge remains streamlining operations from a project based to a cluster based<br />

approach. The presence of projects in multiple clusters, like SAKCHAM, complicates this process.<br />

Better documentation procedures are required at the cluster level taking into account the project<br />

level reporting that is presently practiced. Finally, political instability and the security threats that<br />

the Janakpur office faced have made it difficult to work as effectively as desired.<br />

During an advocacy class on the issues<br />

related to common resource management<br />

and ownership in Kapilbastu, Dalit<br />

women raised concerns over the villagers’<br />

collective rights to a pond in the local<br />

area. The pond was spread over a 0.75<br />

hectare area and was currently being<br />

contracted out to some individuals who<br />

were not properly managing it. Because of<br />

this prior agreement, the locals had been<br />

unable to take advantage of the pond. To<br />

resolve the issue most effectively, <strong>CARE</strong><br />

<strong>Nepal</strong> organized an interaction, led by<br />

local change agent Shivraj Dhobi, between<br />

local stakeholders, representatives of<br />

political parties and VDC representatives.<br />

During the interaction, handing over the<br />

ownership, management and maintenance<br />

responsibilities of the pond to the<br />

local women’s group was discussed and<br />

approved.<br />

Since then, the women have invested in 20<br />

kg of fingerlings and have been raising fish<br />

in the pond. They are optimistic of getting<br />

a good return through the sale of fish.<br />

This initiative in Kapilbastu encouraged<br />

the Musahar women of Nawalparasi to<br />

undertake a similar initiative. They have<br />

started managing a public pond as well.<br />

SHAKTI, SAMANATA, and SAKCHAM have been working on improving the condition of the poor,<br />

vulnerable and socially excluded groups and some of the highlights of their achievement are<br />

presented below:<br />

• Approximately 600 PVSE people have received vocational, skill based and entrepreneurship<br />

trainings through SHAKTI, SAKCHAM and SAMANATA projects. SAMANATA has successfully<br />

established 200 Savings and Credit (SC) Groups with approximately 5,000 women members. It<br />

had originally planned for only 60 SC Groups. Their saving comprises of savings from the group<br />

members and seed money (Rs. 60,000) provided by the project. The SC Groups are providing<br />

loans at an interest rate as minimal as 1% and so far 975 women have received loans.<br />

• Excluding the initial seed capital, the SC Groups in three districts were able to save the<br />

following amounts and food grains (for conducting campaigns and during food scarce period):<br />

• Under SAKCHAM, around 109 popular education groups have been engaging in group income<br />

generating activities including bee keeping, group farming and fishing<br />

• SAMANATA has provided vocational training to 240 Dalits, including 72 women, especially on<br />

embroidery, mason, house wiring, motorcycle and cycle repairing. Of them, approximately 130<br />

trainees are now self-employed (54% of trainees) and 16 are working abroad.<br />

• Approximately 40 people (32 women and 8 men) have been generating additional income after<br />

SAMANATA project has been working on increasing educational access for Dalits to increase their<br />

awareness of rights, enhance their confidence and improve their economic position. Under its Girl<br />

Reflections on the<br />

Cluster Approach<br />

• The primary operational advantages have been better resource sharing, sharing<br />

of expertise, sharing of experiences, sharing of benefits and risk mitigation. This<br />

has allowed for better value addition and synergy between projects which in<br />

turn has translated into more substantive impacts. For example, the projects<br />

that didn’t earlier focus on Dalits have now also mainstreamed Dalit issues<br />

significantly.<br />

• The key challenges remain further enhancing programmatic and operational<br />

synergy among the projects and the dependency of partners on the projects<br />

which leads to unrealistic expectations. Limited financial and administrative<br />

regulations among partners along with weak human and financial resources have<br />

also posed difficulties.<br />

MDG 3: Promote gender equality and empower women<br />

SHAKTI, SAMANATA, WYPSP and SAKCHAM have collectively addressed issues relating to women<br />

empowerment.<br />

• SAMANATA worked through 182 Women Advocacy Literacy Centres in the community creating awareness<br />

on women’s rights which has resulted in decline in gender based violence and discrimination such<br />

as veiling (ghunghat), child marriage and the dowry system. The consistent effort of the project has<br />

resulted in, to a certain extent, women receiving ‘equal wages for equal work’ in some parts of the<br />

project area.<br />

• WYPSP had initiated and participated in national level events which have helped place women and girl<br />

issues on the policy agenda. One such event was a youth visioning exercise organized by WYPSP which<br />

resulted in a youth declaration which shall be presented to different political parties and Constituent<br />

Assembly members.<br />

• WYPSP has trained 62 Peace Ambassadors (PAs). These PAs will mobilize around 500 women and youth<br />

groups through popular education centres as its key model for building community capacity for peace in<br />

four districts.<br />

• A visible improvement has been observed in the psychosocial well being of people due to the<br />

mobilization of community based psychosocial care workers and traditional healers under WYPSP.<br />

• There is evidence that suggests women have been able to tap into local resources.<br />

• Approximately 200 gender based violence cases have been managed by women’s groups at the<br />

community level.<br />

• Projects have contributed to an increase, primarily among women, in awareness on local and national<br />

policies along with human rights instruments.<br />

• SAKCHAM project has carried out several activities to empower women enabling them to implement UN<br />

resolution 1325. 60 PVSE women now hold decision making positions in community forest users’ groups<br />

(CFUGs), school management committees, health posts etc.<br />

• The cluster office in collaboration with all its projects, conducted an international meeting on women<br />

empowerment under the theme, “claiming rights, creating peace.”<br />

“I have been aware of the violation of<br />

women’s rights in Tharu communities<br />

but I thought it was just the way things<br />

are. The age old tradition of chhutiya<br />

in particular is extremely danger and<br />

harmful for women. This tradition<br />

dictates that new mothers fast and pray<br />

for 24 hours after giving birth. This can<br />

seriously endanger the life and health of<br />

the new mother,” - Syani Chaudhary.<br />

Syani Chaudhary from Kailali district<br />

attended a Governance and Literacy<br />

Class organized by SAGUN with the<br />

District Women Advocacy Forum (DWAF).<br />

Through the workshop she came to<br />

realize that it is her responsibility to<br />

secure women’s rights. She advocated<br />

against the chhutiya practice and<br />

started a campaign. She and her friends<br />

went to visit pregnant women and their<br />

families and discouraged this dangerous<br />

tradition. As a result, throughout the<br />

village, Syani and her friends have<br />

successfully abolished the chhutiya<br />

tradition and have given women the<br />

opportunity to remain healthy and well<br />

nourished after birth.<br />

The cluster’s projects have generated short term employment, provided vocational training and<br />

decreased seasonal migration among PVSE groups<br />

• 776,394 people have received employment opportunities through construction work. They<br />

bulk of their earnings was spent on children’s education, emergency health care and daily<br />

accommodations.<br />

• Approximately 251 poor, excluded and conflict affected families have been supported through<br />

livelihood improvement programs.<br />

• Approximately 594 people have received skill and vocational training, of which 14% were able to<br />

secure jobs in a related field.<br />

• 1,712 households have benefited from various income generating activities.<br />

Throughout <strong>2008</strong>, the cluster’s projects have been undertaking a campaign for the emancipation of<br />

Haliyas and the abolition of the Haliya system.<br />

• 18,000 Haliyas have been emancipated in the far west<br />

MDG 3: Promote gender equality and empower women<br />

Through REFLECT centers (also known as Peace Promotion Centers), places where women groups for<br />

community social mobilization meet every week, projects worked on women’s empowerment.<br />

• 109 women including people from excluded groups have received training as local resource<br />

persons for advocacy and other relevant issues<br />

• Dalit and women leadership has visibly increased in local decision making, such as in School<br />

Management Committees and User Committees<br />

• Women representation in leadership positions also visibly increased in Users Groups<br />

• 6,266 people including 5,541 PVSE women have been oriented on the constituent assembly<br />

process and their roles in the CA process.<br />

• 461 people (417 women) have been trained on gender, rights, UNSCR 1325, media, community<br />

mediation, conflict transformation and the peace building processes. They are now working as a<br />

local resource person in their respective communities.<br />

• 68 advocacy centers and 170 Peace Promotion centers are now actively working in the cluster<br />

areas.<br />

• Women’s forums from the mid and far western districts have built linkages with National Forum<br />

for Women Rights Concern (NFOWRC) and have been working on issues like ensuring a gender<br />

responsive constitution.<br />

• One day-workshops were conducted in each of the 15 districts of mid and far western regions<br />

to collect recommendations for the new constitution. The collected recommendations were<br />

submitted to the 11 constitutional committees of the CA which will look into specific issues that<br />

need to be addressed in the constitution.<br />

Recommendations/suggestions on the draft bill on domestic violence that was collected throughout<br />

the SAHABHAGITA and ASHA’s working districts in <strong>2008</strong> were submitted to the committee working on<br />

Domestic Violence bill within the CA and was endorsed by the Parliament.<br />

SAGUN has successfully promoted women and traditionally marginalized ethnic minorities (Dalits and<br />

Janajati) into leadership positions in community forest user groups.<br />

MDG 7: Ensuring Environmental Sustainability<br />

• The cluster’s projects have been promoting community level sanitation by adopting a community led total<br />

sanitation approach by mobilizing Peace Promotion Centers (PPC), user group participants, and advocating with<br />

district level stakeholders. This has resulted in the construction of 9,899 toilets through the ASHA and WATSAN<br />

projects.<br />

• Till date 11 VDC and 14 village clusters in Achham, Kalikot, Darchula, Gorkha, Pyuthan and Bajhang have been<br />

declared No Open Defecation (NOD) areas.<br />

• SHAGUN assisted the Ministry of Forest and soil conservation to revise the existing community Forestry<br />

Guideline.<br />

Khinta Devi’s transformation into a social leader<br />

Khinta Devi Saud has been the victim of poverty, child marriage, and<br />

discrimination because of her gender, caste and ethnicity. She is illiterate<br />

and has never had the opportunity to improve her lot in life. When<br />

<strong>CARE</strong> <strong>Nepal</strong>’s WATSAN program approached her community a year back,<br />

Khinta started to participate in many of the program’s activities which<br />

encouraged the community to take a leading role in planning, designing<br />

and implementing the program. After attending various orientations,<br />

meetings and trainings organized by the WATSAN program, she was<br />

transformed from a simple and ignorant housewife to a dynamic and selfconfident<br />

leader of the community.<br />

Khinta Devi’s potential didn’t go unnoticed and she was voted in as the<br />

treasurer of the Drinking water and Sanitation Management Committee<br />

in Harikot VDC in Achham. The committee is taking a leading role in the<br />

area’s sanitation movement. She is also a member of Women Rights Group<br />

and is an active campaigner. Her family is one of the first few to build a<br />

toilet and has played an instrumental role in ensuring that Harikot became<br />

the first VDC in Achham to be declared a No Open-Defecation Zone.<br />

Khinta Devi knows that there is still much to do and is now advocating for<br />

the abolishment of Chaupadi, the culture of keeping women in seclusion<br />

during their monthly cycles. Women are forbidden to use the same toilet,<br />

taps and premises being used by other household members, especially<br />

males, since people believe they would pollute things and anger the<br />

gods. She hopes to successfully abolish Chaupadi as early as next year and<br />

declare her VDC as a No Chupadi zone too.<br />

Khinta Devi has proven to be an unlikely leader but is an example of the<br />

WATSAN program’s objective of making an empowered, equitable and<br />

capable society.<br />

Reflections on the Cluster Approach<br />

• The cluster approach has developed greater synergy among projects through authority<br />

delegation, decentralized program management and an integrated program approach which in<br />

turn has increased the impact of its programs. Some successfully synergetic programs during<br />

<strong>2008</strong> were:<br />

• Establishment of a Drop-In-Center (SAMADHAN and Safe Passage)<br />

• Support to livelihood improvement plans for freed Haliyas (DPRP and CSP/ASHA)<br />

• Support to livelihood improvement plans for HIV/AIDS affected people (SAFE PASSAGE<br />

and CSP/ASHA)<br />

• Implementation of 40 PPCs in four remote districts of Doti Cluster through joint resource<br />

sharing of ASHA-SAHABHAGITA<br />

• Resource sharing in different events has increased (Financial and expertise) leading to cost<br />

effectiveness and efficiency<br />

• A single <strong>CARE</strong> <strong>Nepal</strong> identity and presence has been established. This has allowed for better<br />

advocacy and communication.<br />

• Joint monitoring and uniform guideline to the partners has become possible.<br />
