JIWAN has been working on natural resource
management at household, community and
watershed level encouraging sustainable
management of upstream and downstream
communities. This has led to:
• The establishment of 30 hectares of
green banks
• Completion of one Micro watershed
management plan
• Plantation of forest and fruit trees on
private land
• Around 10 to 12 hectares of public lands
have been rehabilitated; however the
benefits are yet to be realized.

• The cluster approach has allowed projects an integrated approach to development. For instance,
Federation of Community Forestry Users (FECOFUN), a partner of both JIWAN and CHULI, now
has one coordinator to handle both programs. Additionally, CHULI and SAKCHAM, that fall under
different Clusters but share common districts, have developed coordinated plans in the overlapping
VDCs
• The cluster approach has allowed for a stronger presence for CARE at the local level allowing for
higher visibility for CARE Nepal and partner programs, collective advocacy on common issues,
resource sharing, cross learning, wider program coverage and a common feeling of ownership.
• The approach has contributed to setting up a single door system for support services and resources
• The primary challenge remains streamlining operations from a project based to a cluster based
approach. The presence of projects in multiple clusters, like SAKCHAM, complicates this process.
Better documentation procedures are required at the cluster level taking into account the project
level reporting that is presently practiced. Finally, political instability and the security threats that
the Janakpur office faced have made it difficult to work as effectively as desired.
