A Message From The Mayor And Chief Executive Officer Together we welcome you to the City of Stirling Annual Report for the 2011/12 financial year and hope you find it an enjoyable and informative read. As in past years, we have looked carefully at the City’s recent achievements and highlighted some of those that we believe will have the most significant and positive impacts on the City’s residents, businesses and stakeholders. The revised Scarborough Beach Urban Design Master Plan has been adopted by council and detailed design work is underway. The revised plan will maintain and improve access to the beach foreshore and retain the Clock Tower and Scarborough Surf Life Saving Club in their current locations. 2014 will officially see the return of the Australian Surf Life Saving Championships, known as the Aussies, to Scarborough Beach and the City of Stirling is excited about this prospect and what it will mean for the local and broader Western Australian economy. We are both delighted and thankful that Tourism WA, Surf Life Saving WA and Life Saving Australia are bringing the championships back to WA in order to showcase the prestigious sport of surf lifesaving. The Stirling City Centre has significantly progressed this year with a scheme amendment to Local Planning Scheme 3 (LPS3) being prepared in order to create a development zone for Stirling City Centre. In recent years the City has focused on protecting and restoring the habitats of four threatened species - black cockatoos, the graceful sun moth, the rainbow bee-eater and native orchids. Habitat sites identified are being restored through tree and shrub planting, with the aim of promoting foraging and roosting habitats for these fauna species. It is anticipated that this program will address pressures on these threatened species and their habitats by encouraging restoration and the protection of biological systems. The City was awarded the ‘Biodiversity Conservation’ Category Award at the 2011 Western Australian Environment Awards for this project. Once again the City received a generous amount of funding from both the state and federal governments. A federal government grant of $250,000 towards the prevention of domestic violence within the City community has been received from the federal government as part of their commitment to the National Plan to Reduce Violence Against Women and Their Children 2010-2022. A funding boost of $858,568 from the state government’s Community Sporting and Recreation Facilities Fund (CSRFF) will help refurbish and expand the pavilion facilities at Carine Open Space. Carine Regional Open Space covers 87 hectares and is one of the most popular reserves in the City of Stirling. The reserve hosts a mix of sports including Australian Rules Football, soccer, cricket, baseball, athletics and more. We both recognise the fact that this funding represents a terrific show of support to upgrade an extremely popular open space area. A cheque for $235,083 was received from Lotterywest towards the redevelopment of the City’s Inclusive Playground at Yokine Reserve. The ‘Service Accommodation and Community Facility Grant’ from Lotterywest will contribute towards the $3 million project. We were both very proud when the City’s efforts to conserve the heritage of our heritage protection areas of Mt Lawley, Menora and Inglewood were recognised with a win in the West Australia Heritage Awards. The City took out the ‘outstanding heritage practices by a local government’ category after being nominated by the Mt Lawley Society.
