and Determination of Tariff for FY 2012-13<br />
Objection: Details of Quantum of Power purchased from GSECL units and other<br />
than GSECL units, through GUVNL.<br />
Response of the Licensee: The licensee has furnished the station wise details of<br />
power purchased through GSECL and other than GSECL through GUVNL. UGVCL<br />
has also submitted that GUVNL trades power on behalf of the Distribution <strong>Company</strong>.<br />
Therefore, if total power purchased by Discom is considered, it matches with the total<br />
power purchased by GUVNL.<br />
Commission’s View: The objection and the response are noted.<br />
16. Legal Status of GUVNL for procurement of power<br />
Objection: Some of the stakeholders have sought the clarification regarding the<br />
legal status of GUVNL. It is also mentioned that GUVNL buys power and sells to<br />
DISCOMs after adding profit.<br />
Response of the Licensee: The licensee has stated that GUVNL has been<br />
incorporated as a successor entity to the erstwhile <strong>Gujarat</strong> Electricity Board (GEB)<br />
pursuant to a transfer scheme notification issued under the provisions of the <strong>Gujarat</strong><br />
Electricity Industry (Re-organization and Regulation) Act, 2003 and the Electricity<br />
Act, 2003. It is mentioned by the licensee that GUVNL has been given authority to<br />
buy power and sell it as bulk to DISCOMs without adding any profit.<br />
Commission’s View: The status of GUVNL has been examined by the Commission<br />
in its order dated 30 th January, 2012 in the case of GUVNL vs. PTC in petition<br />
no.1076 of 2011.<br />
17. Uniform applicability of Transmission losses across Discoms<br />
Objection: Some stakeholders have pointed out that the same level (4.12%) of the<br />
transmission loss should not be imposed in all the four DISCOMs.<br />
Response of the Licensee: The licensee has stated that intra state transmission<br />
loss is being applied as per Postage Stamp Method. Therefore, it is same for all the<br />
Distribution Companies.<br />
