4.2 Distribution losses<br />
Licensee’s submission<br />
The licensee has submitted that the actual distribution losses for FY 2010-11 are<br />
6.91%, as against the approved level of 15.00% in the Tariff Order for FY 2010-11<br />
and 14.00% in the MYT Order for FY 2010-11. It is submitted by the licensee that the<br />
decrease in losses compared to earlier year was due to very good monsoon and<br />
regular rainfall which resulted in the average power supply utilisation going down as<br />
more than 50% of energy consumption of UGVCL is to the agriculture category. The<br />
average 3-phase power supply given to the agriculture consumer was 8.05 hours for<br />
FY 2010-11 which was underutilised.<br />
The licensee also submitted that for calculation of the unmetered agriculture<br />
consumption, norm of 1700/HP/Anum is considered and based on that the sale of<br />
unmetered agriculture consumption is considered irrespective of the actual<br />
consumption. As norm is fixed for for calculation of consumption it has resulted in<br />
lower distribution losses, as there is no other mechanism to account for exact<br />
utilisation of power supply in agriculture sector. It is further submitted by the licensee<br />
that as per MYT Regulations, the distribution losses need to be treated as<br />
controllable and any gain or loss has to be dealt accordingly as per provisions of<br />
MYT Regulations.<br />
Commission’s Analysis<br />
UGVCL has submitted that the actual distribution losses are 6.91% for FY 2010-11<br />
against 15.00% considered in Tariff Order for FY 2010-11 in the order dated 31 st<br />
March 2010 and 14.00% approved in MYT Order dated 17 th January, 2009. The<br />
