This report would not have been possible without the expertise, support and perseverance of many<br />
people at both the University of Kentucky and Georgetown Law School. I am grateful to Susan<br />
Westneat, MA, epidemiologist at the University of Kentucky, who conducted the analysis <strong>for</strong> this<br />
report and was always willing to run another set of analyses, even when last minute requests hit<br />
her email box during early morning hours. Abbie Latimer, research assistant at iwin, kept track of<br />
the multiple data runs, created tables <strong>for</strong> all the analysis results — even those that never made it<br />
into this report — and fact-checked multiple drafts of the report to ensure accurate reporting of the<br />
data. Laura Flowers, graphic designer, made the data come alive by creating reader-friendly tables<br />
