SMEs, acquiring and disseminating food/agroprocessing<br />
technologies, linking farms with<br />
industries through contract farming, and ensuring a<br />
specified off-take at defined prices, are some<br />
prerequisites 34 .<br />
• Promote vocational training. Continue<br />
enhancing worker skills through vocational training.<br />
• Promote agricultural productivity and<br />
growth. To promote growth and exports in<br />
agricultural products, key actions include expanding<br />
effective irrigation, using improved seed varieties<br />
and soil nutrients, intensifying land reforms,<br />
promoting marketing facilities and price information<br />
systems, disseminating weather forecast<br />
information to farmers, and strengthening<br />
extension systems. A similar approach could be<br />
followed in livestock and fisheries. Increase rice<br />
production.<br />
• Promote green economy. Strengthen the<br />
competitiveness of national SMEs exporting<br />
environmental goods and services from <strong>Cambodia</strong> 35<br />
and promote public-private partnerships in green<br />
technology.<br />
• Macro-economic indicators to measure<br />
inclusive growth. An additional variable proposed is<br />
‘inclusive growth’. An indicator needs to be<br />
generated to assess whether economic growth is<br />
accompanied by a distribution of gains and<br />
employment generation36.<br />
