<strong>2011</strong> and 27 th May <strong>2011</strong> respectively. His Excellency Dr. Sayed Makhdoom Raheen, Minister<br />
of Information and Culture GIRA signed the MOU on behalf of GIRA. On behalf of GOI, the<br />
two MOUs were signed by Mrs. Ambika Soni, Hon‟ble Minister for Information and<br />
Broadcasting and Ms. Kumari Shelja, Hon‟ble Minister for Culture respectively. The MOUs lay<br />
the foundations of a CD support to MoIC in the field of Information and Culture. A work plan<br />
has been prepared to operationalize the twinning MOU and for undertaking CD activities<br />
under the MOU.<br />

The Afghan Delegation, led by H. E. Dr. Raheen, Minister for Information & Culture also<br />
underwent an exposure visit in Delhi to (a) Press Information Bureau (PIB), (b) Headquarters<br />
of DD News, (c) National Archives, and (d) National Gallery of Modern Art. The exposure visit<br />
resulted in better appreciation of emerging challenges in information dissemination to<br />
media, and how to channelize the government‟s perspective without distorting facts. The<br />
delegation witnessed and learnt about the working of 24 hour news channel on a full<br />
automation mode, reducing human intervention at various stages of production, postproduction<br />
and on-air broadcast. The delegation was exposed to the techniques of<br />
integration of news text, news graphics and news video at one point and switching for<br />
simultaneous telecast of several channels including gathering of news from world over. The<br />
exposure visit also resulted in transfer of knowledge related to preservation of art and<br />
culture. The delegation learnt about the latest paper preservation techniques, lamination and<br />
fumigation of the documents to remove any pests residing in the documents, microfilming<br />
and digitization. In particular, the delegation witnessed that over 7,300 Persian documents,<br />
which refer to the Afghan history, are preserved, microfilmed and digitized by National<br />
Archives in India.<br />
