induction training for Indian Statistical Service, reserving certain percentage of slots for<br />
Afghans in the foreign training programmes and support for development of legal<br />
framework for strengthening provincial statistical system.<br />
Another twinning MOU, signed on 16th June <strong>2011</strong> during the reporting period, was between<br />
Ministry of Transport and Civil Aviation (MoTCA) of GIRA and Ministry of Civil Aviation<br />
(MoCA) of GOI for cooperation in the field of civil aviation to address critical capacity needs<br />
in <strong>Afghanistan</strong>. H. E. Dr. Daoud Ali Najafi, Acting Minister of Transport and Civil Aviation<br />
signed the MOU on behalf of GIRA. Mr. Vayalar Ravi, Hon‟ble Minister of Civil Aviation signed<br />
the MOU on behalf of GOI. The Afghan Delegation led by H. E. Dr. Najafi also underwent an<br />
exposure visit to Airport Authority of India (AAI); Directorate General of Civil Aviation (DGCA),<br />
India; Bureau of Civil Aviation Security (BCAS), India; facilities at Delhi International Airport;<br />
and facilities of TATA Motors (for road transport – Millie Buses) at Delhi and Pune. The visits<br />
resulted in strengthened partnership related to civil aviation management and aviation<br />
security. The Afghan delegation in particular was exposed to public-private partnership in<br />
airport management resulting in better understanding of MoTCA senior management about<br />
a good regulatory framework for civil aviation sector.<br />

Under the existing twinning arrangement with Korea International Cooperation Agency<br />
(KOICA), called the „Joint Technical Cooperation Programme‟ for capacity development of<br />
Afghan civil servants, 3 training programmes of two weeks each were organized during the<br />
reporting period. The first course was on “Gender Equality Policy Development”, the results<br />
of which are reported for indicator 1.3. The other two courses were on “Statistical Training”<br />
and “Labour Relations and Coordination”, the results of which are presented below:<br />
