(CDTF) being set up by NSGP for the office of Administrative Affairs (OAA) in the office of<br />

President. NIBP also provided inputs to the Capacity Development Review Mission of the<br />

World Food Programme (WFP) on CD initiatives of <strong>UNDP</strong> <strong>Afghanistan</strong> and also on the<br />

linkages between the various key capacity development programmes currently being<br />

implemented in <strong>Afghanistan</strong>.<br />

As part of CD Cluster activities, NIBP supported capacity development in Independent<br />

Directorate of Local Governance (IDLG). Important results / outputs / activities included:<br />

Training material for Procurement and Financial Management trainings for PGOs<br />

(Provincial Governor Offices) & DGOs (District Governor Offices) were standardized<br />

and completed for the purpose of enhancing capacities of PGO & DGO staff in these<br />

areas.<br />

A learning session was conducted for the trainers of the Capacity Development Unit<br />

(CDU) of IDLG to develop amongst them a comprehensive understanding of<br />

processes related to Capacity Development such as how to conduct a structured and<br />

relevant (to the organization) capacity assessment. This resulted in enhanced capacity<br />

of CDU trainers to conduct capacity assessment of PGOs.<br />

An analysis of the past training programmes conducted by the training unit, CDU was<br />

completed.<br />

A Training Plan for the staff at sub-national level in Eastern, Northern and Central<br />

regions was finalized.<br />

A concept paper on developing training coordination mechanisms was prepared for<br />

use by IDLG to better manage training programmes in the provinces. Strategic goals<br />

of the learning and training unit in alignment with the national priority programme<br />

goals for IDLG were developed.<br />

Policy Analysis and Development (PAD)<br />

The <strong>UNDP</strong> <strong>Afghanistan</strong> has been supporting the ministries / agencies of GIRA in setting up<br />

units for policy analysis and development. Such capacity development strengthens the<br />

enabling environment. Given the nature of the activities that strengthens the institutions,<br />

effective 1st April <strong>2011</strong>, the activities of PAD were merged with NIBP and the residual<br />

activities of PAD were taken over by NIBP in the following ministries / agencies:<br />

1) Ministry of Agriculture, Irrigation and Livestock<br />

2) Da <strong>Afghanistan</strong> Bank (DAB)<br />

3) Ministry of Mines (MoM)<br />

4) Ministry of Labour and Social Affairs (MoLSA)<br />

The funds available with these ministries / agencies for implementation of PAD were also<br />

transferred to NIBP which were included in the NIBP Annual Work Plan (AWP) as a separate<br />

activity 5.<br />

III.<br />

Implementation Arrangements<br />

The Project is implemented through the Direct Implementation Modality (DIM) of <strong>UNDP</strong>. The<br />

IARCSC is the Government Cooperating Agency for the Project. The IARCSC is the<br />

governmental unit directly responsible for the government‟s participation in the Project. A<br />

Letter of Agreement (LoA) between the IARCSC and <strong>UNDP</strong> as per <strong>UNDP</strong> programming<br />
