The ESCAP-WCO UNNExT (United Nations Network of Experts for <strong>Paperless</strong> <strong>Trade</strong> in Asia <strong>and</strong> the<br />
Pacific) Masterclass is an intensive two-week capacity building programme intended to build the<br />
capacity of Governments to simplify trade procedures <strong>and</strong> implement paperless trade systems,<br />
including single window facilities. It is delivered by experts <strong>and</strong> practitioners with extensive<br />
experience on trade facilitation <strong>and</strong> paperless trade in English.<br />
Jointly organized by the United Nations Economic <strong>and</strong> Social Commission for Asia <strong>and</strong> the Pacific<br />
(ESCAP) <strong>and</strong> the World Customs Organization (WCO), in collaboration with the Korea Customs<br />
Service, the Masterclass combines lectures with group discussions, h<strong>and</strong>s-on use of paperless trade<br />
applications <strong>and</strong> field studies to maximize learning <strong>and</strong> interactions among course participants.<br />
Training will be delivered by a team of carefully selected senior UNNExT/WCO/KCS experts with<br />
practical experience in each relevant area. Upon successful completion of the course, UNNExT<br />
certificates will be issued to the participants.<br />

PARTICIPANTS<br />
Participants to the Masterclass are expected to be around 25 managerial-level government officials<br />
from developing countries in the Asia-Pacific region, whose responsibilities are related to trade<br />
facilitation. Though not only limited to them, this year’s Masterclass is primarily targeted to Customs<br />
officials. Applications for the Masterclass will be carefully screened <strong>and</strong> selected by the organizers to<br />
promote cross-learning between participants because of space limitations.<br />
FOCUS OF THE CLASS<br />
The Masterclass intends to provide a high-level complete picture on how to move towards <strong>Single</strong><br />
<strong>Window</strong> environment by implementing a series of inter-related trade facilitation measures. The<br />
trade facilitation measures covered in the Masterclass include Business Process Analysis <strong>and</strong><br />
Modeling, simplification <strong>and</strong> harmonization of trade data, creation of national legal framework for<br />
paperless trade <strong>and</strong> <strong>Single</strong> <strong>Window</strong> planning. While these measures can be also used individually,<br />
when used in parallel or in combination one another, they help Governments to better design a<br />
practical <strong>Single</strong> <strong>Window</strong> implementation planning.
