The ESCAP-WCO UNNExT (United Nations Network of Experts for Paperless Trade in Asia and the
Pacific) Masterclass is an intensive two-week capacity building programme intended to build the
capacity of Governments to simplify trade procedures and implement paperless trade systems,
including single window facilities. It is delivered by experts and practitioners with extensive
experience on trade facilitation and paperless trade in English.
Jointly organized by the United Nations Economic and Social Commission for Asia and the Pacific
(ESCAP) and the World Customs Organization (WCO), in collaboration with the Korea Customs
Service, the Masterclass combines lectures with group discussions, hands-on use of paperless trade
applications and field studies to maximize learning and interactions among course participants.
Training will be delivered by a team of carefully selected senior UNNExT/WCO/KCS experts with
practical experience in each relevant area. Upon successful completion of the course, UNNExT
certificates will be issued to the participants.

PARTICIPANTS
Participants to the Masterclass are expected to be around 25 managerial-level government officials
from developing countries in the Asia-Pacific region, whose responsibilities are related to trade
facilitation. Though not only limited to them, this year’s Masterclass is primarily targeted to Customs
officials. Applications for the Masterclass will be carefully screened and selected by the organizers to
promote cross-learning between participants because of space limitations.
FOCUS OF THE CLASS
The Masterclass intends to provide a high-level complete picture on how to move towards Single
Window environment by implementing a series of inter-related trade facilitation measures. The
trade facilitation measures covered in the Masterclass include Business Process Analysis and
Modeling, simplification and harmonization of trade data, creation of national legal framework for
paperless trade and Single Window planning. While these measures can be also used individually,
when used in parallel or in combination one another, they help Governments to better design a
practical Single Window implementation planning.

The Masterclass will be based on the UNNExT Single Window Implementation Toolkit, relevant WCO
tools and instruments and simulated Single Window system. In addition, participants will have an
opportunity to practice and witness actual operation of paperless trade and Single Window through
Korea’s Simulated Single Window Learning system and field study visits. Other relevant material will
also be used to enrich the programme and ensure that participants are provided with the latest
concept and most up-to-date knowledge.
WHO SHOULD APPLY
Customs officials from developing countries in the Asia Pacific Region are invited to apply for this
Masterclass. The organizers will cover all local logistical costs, including local transportation,
accommodation and meal, from landing at the Incheon Airport until departure from the Incheon
Airport. The applicant is responsible for arranging his/her air-ticket.

Any interested candidate may complete the application form available at

20 August 2013 (lim6@un.org). Acceptance of application will be notified to applicant individually
by 30 August 2013.
※ Development partners are also invited to nominate official(s) of their recipient countries
and provide air-ticket support to help them to develop capacity in trade facilitation.
