Selection of Transport Planner<br />

"<strong>Naya</strong> <strong>Raipur</strong>"- a green field city; is being developed by <strong>Naya</strong> <strong>Raipur</strong> Development Authority (NRDA) constituted<br />

by Government of Chhattisgarh, to serve as the administrative capital of the State. <strong>Naya</strong> <strong>Raipur</strong> has been<br />

selected for development of Bus Rapid Transit System (BRTS) Phase -I at a tentative project cost of INR 179 cr.<br />

(US$ 37.4 million) under the GEF/World Bank assisted Sustainable Urban Transport Program (SUTP) by<br />

Government of India.<br />

Background<br />

To encourage application of the National Urban Transport Policy in India’s urban transport systems in favour of<br />

sustainable development, the Ministry of Urban Development (MoUD), GoI has applied to the Global<br />

Environmental Facility (GEF) to implement GEF’s Sustainable Urban Transport Project (SUTP) in India. The<br />

project is to be implemented in 9 cities, namely Ajmer, Ahmedabad, Hyderabad, Indore, Jalandhar, Mysore, <strong>Naya</strong><br />

<strong>Raipur</strong>, Pune and Trivandrum. The GEF grant (of USD 25million) will be complemented with a grant of USD 150<br />

million from GoI, State Governments and implementing agencies at the city level, along with USD 200 million cofinancing<br />

from the World Bank. The project shall be co-financed under JnNURM for the mission cities.<br />

Appointment of a Transport Planner on contract<br />

Given the specialized nature of the project, NRDA requires a Transport Planner/Engineer, preferably with<br />

experience of developing BRTS/ Urban Bus Transport System. Applications in the specified Application Form<br />

with updated CVs and compensation expected (lump sum amount per man month in Indian Rupees in the<br />

specified format for Financial Proposal), are invited from interested and eligible individuals so as to reach this<br />

office hard copies by 27 th Jan 2011 duly signed by the applicant in each page of the Application Form, Financial<br />

Proposal and the CV in blue inedible ink. Minimum qualification and experience, etc. are given below:<br />

i. Minimum Experience in Transport Planning: Work experience is not mandatory, however, a candidate with<br />

relevant work experience will get preference<br />

ii. Location: <strong>Raipur</strong> / <strong>Naya</strong> <strong>Raipur</strong>, Chhattisgarh<br />

iii. Education:<br />

a) UG - B. Tech / B.E. in Civil Engineering / B. Arch.<br />

b) PG: Masters Degree in Transport Planning from any recognized university<br />

iv. Experience: Work experience is not mandatory, however, a candidate with relevant work experience will get<br />

preference.<br />

v. Duration: Initial contract period for 2 years, renewable there after annually up to 5 years upon<br />

satisfactory performance<br />

vi. Last date of receipt of application with updated CV: 27 th Jan 2011<br />

envelops. Both the envelops shall be put in a third envelop which should also be sealed and marked as follows on<br />

the selection process<br />

Job Responsibility<br />

A Project Implementation Unit (PIU) has been setup for the implementation of the BRTS project at <strong>Naya</strong> <strong>Raipur</strong>.<br />

The candidate will work in the PIU and report to the Project Manager (PM).<br />

Job responsibility of the Transport Planner / Engineer shall include but not limited to the following:<br />

1. Supervision in collection primary survey data and interpretation of results for various surveys like Origin<br />

Designation, Traffic Volume Count, Willingness of Pay / Shift etc<br />

2. Review of Comprehensive Mobility Plans, Traffic and Transportation etc<br />

3. Conduct of traffic studies and analysis in terms of capacity analysis and forecasting, intersection analysis,<br />

impact analysis, traffic simulation, transportation planning/engineering, traffic management studies and<br />

improvement plans, intersections design<br />

4. Travel demand modeling / forecasting and alternative analyses<br />

5. Planning / Operations of Public Transportation Systems<br />

6. Work independently and should be able to prepare technical reports and presentations.<br />

7. Assist in planning, preparation, monitoring and evaluation of all components being implemented under SUTP<br />

for NRDA.<br />

8. Assist in the evaluation and appraisal of project documents received from consultants.<br />

9. Assist the PIU in preparing materials and presentations as and when required for the project.<br />

10. Assist the Project Manager in dealing with urban transport related issues and problems as and when these<br />

surface during the project implementation period.<br />

11. Generally assist the Project Manager in all aspects of project management<br />

Desired Candidate Profile<br />

abroad and<br />

PG: Masters Degree in Transport Planning from any recognized and reputed university in India or<br />

abroad<br />

• Experience - Work experience is not mandatory, however, a candidate with relevant work experience will get<br />

preference. The candidate should be conversant with principles, practices and techniques of planning and<br />

implementing urban transportation projects. The candidate should have experience in traffic studies and<br />

analysis in terms of capacity analysis and forecasting, intersection analysis, impact analysis, traffic<br />

simulation, transportation planning/engineering, traffic management studies and improvement plans, signaling<br />

of intersections and design and modeling. The candidate should also have experience of field survey.<br />

• Candidates having experience of planning / developing BRT projects in India or abroad will be<br />

preferred.<br />

• The candidate should be computer literate and proficient in the use of relevant computer programs.<br />

Candidate should have good speaking and writing skills in English language.<br />
