<strong>New</strong> <strong>York</strong> St<strong>at</strong>e was well-represented <strong>at</strong> the annual <strong>House</strong> <strong>of</strong> Deleg<strong>at</strong>es (HOD) meeting <strong>of</strong> the American<br />
Osteop<strong>at</strong>hic Associ<strong>at</strong>ion held July 20-22 in Chicago.<br />
The purpose <strong>of</strong> the <strong>House</strong> <strong>of</strong> Deleg<strong>at</strong>es is to elect the AOA’s <strong>of</strong>ficers and trustees, approve the budget, consider<br />
changes to the constitution and bylaws, and vote on policy resolutions submitted by committees or<br />
divisional societies. Several <strong>NYSOMS</strong> members were appointed to <strong>House</strong> committees, which make the<br />
initial assessments on resolutions before they are brought before the full <strong>House</strong>:<br />

Currently, <strong>New</strong> <strong>York</strong> has the sixth largest deleg<strong>at</strong>ion in the AOA. In addition to <strong>House</strong> meetings, deleg<strong>at</strong>es<br />
particip<strong>at</strong>ed in two <strong>New</strong> <strong>York</strong> deleg<strong>at</strong>ion meetings and several caucus meetings to ensure th<strong>at</strong> all osteop<strong>at</strong>hic<br />
physicians in the st<strong>at</strong>e were well represented. Anyone wishing to particip<strong>at</strong>e in future deleg<strong>at</strong>ion<br />
meetings should send their curriculum vitae to Executive Director, Barbara Greenwald. It is important th<strong>at</strong><br />
deleg<strong>at</strong>es represent different specialties and geographic areas in the st<strong>at</strong>e. Deleg<strong>at</strong>es will be selected<br />
based on their particip<strong>at</strong>ion in <strong>NYSOMS</strong> on the st<strong>at</strong>e level.<br />
Dr. Broder, who chairs the <strong>New</strong> <strong>York</strong> deleg<strong>at</strong>ion, was also appointed as <strong>House</strong> Parliamentarian by AOA<br />
Speaker <strong>of</strong> the <strong>House</strong> Carl Pesta, DO. Dr. Broder is the President <strong>of</strong> NYCOMEC, <strong>New</strong> <strong>York</strong> St<strong>at</strong>e’s<br />
osteop<strong>at</strong>hic gradu<strong>at</strong>e medical educ<strong>at</strong>ion (GME) consortium.

In one <strong>of</strong> his final acts as AOA President, Martin S. Levine, DO, presented Sheldon Sirota, DO, <strong>of</strong><br />
Hewlett, NY, with a Presidential Cit<strong>at</strong>ion for his vision, leadership and longstanding service to osteop<strong>at</strong>hic<br />
medicine.<br />
Dr. Sirota has been involved in osteop<strong>at</strong>hic medicine for more than 50 years. He was the first osteop<strong>at</strong>hic<br />
thoracic cardiac heart surgeon in the st<strong>at</strong>e <strong>of</strong> <strong>New</strong> <strong>York</strong> and l<strong>at</strong>er helped found NYCOM. He was also instrumental<br />
in founding TouroCOM-NY, in Harlem, as well as Touro's colleges <strong>of</strong> osteop<strong>at</strong>hic medicine in<br />
Las Vegas and California. His most recent position was as Vice President for Osteop<strong>at</strong>hic Medicine, Touro<br />
College, and Director <strong>of</strong> Medical Educ<strong>at</strong>ion, Osteop<strong>at</strong>hic Residency Programs, St. John's Episcopal<br />
Hospital, in Far Rockaway. Dr. Sirota was the recipient <strong>of</strong> <strong>NYSOMS</strong>’ 2010 Educ<strong>at</strong>or <strong>of</strong> the Year award.<br />
During the awards ceremony, Dr. Levine commended Dr. Sirota for his "vision and leadership in helping<br />
establish four undergradu<strong>at</strong>e osteop<strong>at</strong>hic medical schools and countless osteop<strong>at</strong>hic gradu<strong>at</strong>e medical<br />
educ<strong>at</strong>ion programs."<br />
In his acceptance remarks, Dr. Sirota thanked President Levine, Executive Director John B. Crosby, JD,<br />
and the AOA Board <strong>of</strong> Trustees, and gave a moving tribute to his wife, Ruth. He also praised the <strong>House</strong> <strong>of</strong><br />
Deleg<strong>at</strong>es for serving as an example <strong>of</strong> "wh<strong>at</strong> can be accomplished when we set aside our differences and<br />
act together as one."<br />

<strong>House</strong> Resolution (HR) 201, Ensuring th<strong>at</strong> Gradu<strong>at</strong>e Medical Educ<strong>at</strong>ion Programs Continue to<br />
Select Residents Based on Merit, submitted by the <strong>New</strong> <strong>York</strong> deleg<strong>at</strong>ion (passed unanimously).<br />
HR 209, Increasing Postdoctoral Fellowships, directing the AOA to collect fellowship d<strong>at</strong>a and<br />
propose methods to increase AOA fellowships in areas <strong>of</strong> shortage.<br />
HR 203, Loan Deferment during Residency, which lends AOA support to legisl<strong>at</strong>ion th<strong>at</strong> would allow<br />
resident physicians to defer repayment <strong>of</strong> federal medical school loans until the completion <strong>of</strong><br />
residency training.<br />
HR 208, Study <strong>New</strong> Methods <strong>of</strong> Residency Funding, which directs the AOA to study, develop and<br />
promote additional funding methods for OGME.<br />
HR 211, MD Option <strong>at</strong> the Texas College <strong>of</strong> Osteop<strong>at</strong>hic Medicine, opposing all <strong>at</strong>tempts to<br />
establish an MD school on the TCOM campus.<br />
HR 212, Joining Forces Initi<strong>at</strong>ive, which supports the AOA and AACOM’s ongoing particip<strong>at</strong>ion in<br />
the Initi<strong>at</strong>ive and supports its aims <strong>of</strong> ensuring access to quality health care for veterans and their<br />
families.<br />
HR 300, AOA Reporting to the N<strong>at</strong>ional Practitioner D<strong>at</strong>a Bank, st<strong>at</strong>ing th<strong>at</strong> adverse membership<br />
actions based on a physician’s loss <strong>of</strong> license do not need to be reported to the NPDB as do adverse<br />
membership actions based on ethical or pr<strong>of</strong>essional misconduct.<br />

More than 500 deleg<strong>at</strong>es, representing osteop<strong>at</strong>hic st<strong>at</strong>e medical associ<strong>at</strong>ions, specialty societies, interns,<br />
residents and students, <strong>at</strong>tended this year’s meeting, held <strong>at</strong> the Fairmont Hotel in Chicago. Highlights<br />

<strong>Meeting</strong> <strong>of</strong> the AOA Bureau <strong>of</strong> St<strong>at</strong>e Government Affairs (BSGA), which included a discussion <strong>of</strong><br />
Consumer Oriented and Oper<strong>at</strong>ed Plans (CO-OP) by William Donohue <strong>of</strong> Gaen Healthcare Advisors,<br />
who helped <strong>NYSOMS</strong> in applying to form its own CO-OP, “P<strong>at</strong>ients First.”<br />

The year 2012 has been an exciting and successful one for the <strong>New</strong> <strong>York</strong> St<strong>at</strong>e Osteop<strong>at</strong>hic Medical Society (<strong>NYSOMS</strong>). On<br />
April 17, 2012, close to 100 NYCOM and TOUROCOM students, as well as <strong>NYSOMS</strong> members from across the st<strong>at</strong>e, convened<br />
in Albany to <strong>at</strong>tend the 2 nd annual “DO Day” <strong>at</strong> the <strong>New</strong> <strong>York</strong> St<strong>at</strong>e Capitol. It was a wonderful day! The <strong>New</strong> <strong>York</strong> St<strong>at</strong>e<br />
Legisl<strong>at</strong>ure and Governor Andrew Cuomo proclaimed April 15-21, 2012, as Osteop<strong>at</strong>hic Medicine Week in the St<strong>at</strong>e <strong>of</strong> <strong>New</strong><br />
<strong>York</strong> and <strong>NYSOMS</strong> was recognized on the floor <strong>of</strong> both the Sen<strong>at</strong>e and Assembly Chambers. <strong>NYSOMS</strong> acknowledges with<br />
special thanks, Assemblywoman Michelle Schimel and Sen<strong>at</strong>or Kenneth LaValle for sponsoring the 2012 advocacy day and<br />
Legisl<strong>at</strong>ive Resolution. Plans are underway now for next year’s event.<br />
<strong>New</strong> <strong>York</strong> St<strong>at</strong>e’s Legisl<strong>at</strong>ive Session ended in Albany on June 21, 2012. <strong>NYSOMS</strong> was very involved this session, advoc<strong>at</strong>ing<br />
about issues surrounding the st<strong>at</strong>e’s Medicaid Redesign. Last year, <strong>New</strong> <strong>York</strong> changed the process by which 4 million Medicaid<br />
recipients obtain prescription drug coverage. The pharmacy benefit was “carved in” to several managed care providers instead<br />
<strong>of</strong> remaining a fee-for-service program. This change resulted in p<strong>at</strong>ients losing many protections and has led to confusion, lack<br />
<strong>of</strong> uniformity in coverage and, in some cases, denial <strong>of</strong> critical medic<strong>at</strong>ions.<br />
Sonia Rivera-Martinez, DO, currently <strong>NYSOMS</strong>’ immedi<strong>at</strong>e past president, testified <strong>at</strong> the Assembly Health Hearing about how<br />
these denials have had detrimental effects on p<strong>at</strong>ients and how the confusing prior authoriz<strong>at</strong>ion processes have added a<br />
considerable administr<strong>at</strong>ive burden to many physicians’ <strong>of</strong>fices. <strong>NYSOMS</strong> supported A. 10248b (Rivera) / S. 7384a (Hannon),<br />
which would direct the Department <strong>of</strong> Health to develop a standard prior authoriz<strong>at</strong>ion form to be used by Medicaid managed<br />
care providers in determining coverage <strong>of</strong> prescription drug benefits. Due to strong advocacy efforts by our membership and<br />
other physician groups, this bill passed both the Sen<strong>at</strong>e and the Assembly and will be signed into law pending the Governor’s<br />
sign<strong>at</strong>ure.<br />
<strong>NYSOMS</strong> also focused on scope <strong>of</strong> practice issues, truth in advertising (requiring clinicians to clearly post their terminal<br />
degrees ), liability reform, quality public health policy, and important legisl<strong>at</strong>ion th<strong>at</strong> would enhance quality <strong>of</strong> care, access to<br />
care and p<strong>at</strong>ient safety. While there were some major “wins” in the scope-<strong>of</strong>-practice and public health arenas, there is still<br />
much to be done to ensure the establishment <strong>of</strong> meaningful liability reform and premium relief. As <strong>New</strong> <strong>York</strong> St<strong>at</strong>e continues<br />
adapting to current healthcare reforms, <strong>NYSOMS</strong> will make sure th<strong>at</strong> the voice <strong>of</strong> the osteop<strong>at</strong>hic physician is heard!<br />
