The <strong>European</strong> Uni<strong>on</strong> at a glance<br />

The aim of <strong>the</strong>se fact sheets is to provide those new to <strong>the</strong> subject with an overview of <strong>the</strong> process of<br />

<strong>European</strong> integrati<strong>on</strong> and <strong>the</strong> <strong>European</strong> Parliament’s role in this development.<br />

New fact sheets <strong>on</strong> topical issues and <strong>the</strong> developments of <strong>the</strong> last few years have recently appeared<br />

<strong>on</strong>line, for example: <strong>the</strong> instituti<strong>on</strong>al reforms undertaken in preparati<strong>on</strong> for <strong>the</strong> accessi<strong>on</strong> of Bulgaria and<br />

Romania; <strong>the</strong> new financial perspective; gender equality; asylum, and immigrati<strong>on</strong> policy; management<br />

of external borders; judicial cooperati<strong>on</strong> in civil and criminal matters; sports policy; <strong>the</strong> Lisb<strong>on</strong> strategy;<br />

<strong>the</strong> <strong>European</strong> neighbourhood policy (ENP); <strong>the</strong> South Caucasus (Armenia, Azerbaijan and Georgia) and<br />

central Asia.<br />

With access to around 165 fact sheets, readers will find that this is <strong>on</strong>e of <strong>the</strong> best sources of<br />

informati<strong>on</strong> about <strong>the</strong> Uni<strong>on</strong>’s instituti<strong>on</strong>s and policies.<br />

The c<strong>on</strong>tent of <strong>the</strong>se fact sheets covers six main areas: how <strong>the</strong> <strong>EU</strong> works, citizens’ Europe, <strong>the</strong> internal<br />

market, comm<strong>on</strong> policies, ec<strong>on</strong>omic and m<strong>on</strong>etary uni<strong>on</strong> and <strong>the</strong> <strong>EU</strong>’s external relati<strong>on</strong>s.<br />

How <strong>the</strong> <strong>European</strong> Uni<strong>on</strong> works<br />

The <strong>European</strong> Uni<strong>on</strong> (<strong>EU</strong>) has its own<br />

legislature and executive and an<br />

independent judiciary, which are supported<br />

and complemented by an additi<strong>on</strong>al set of<br />

instituti<strong>on</strong>s and bodies. The <strong>EU</strong>’s rules and<br />

decisi<strong>on</strong>-making procedures are laid down in<br />

<strong>the</strong> Treaties. In order to achieve its objectives,<br />

<strong>the</strong> Uni<strong>on</strong> has its own budget.<br />

Citizens’ Europe<br />

For <strong>EU</strong> citizens, <strong>the</strong> right to travel, live and<br />

work throughout <strong>the</strong> Uni<strong>on</strong> can easily be<br />

taken for granted. However, in order for <strong>the</strong>m<br />

to be able to enjoy this right fully, an<br />

effective system to protect fundamental<br />

rights within <strong>the</strong> <strong>EU</strong> needs to be put in place<br />

and maintained.<br />

The internal market<br />

Following <strong>the</strong> dismantling of previous<br />

barriers, goods, services and capital move as<br />

freely throughout Europe as inside a Member<br />

State. The removal of obstacles and <strong>the</strong><br />

opening up of nati<strong>on</strong>al markets means that<br />

more companies can compete with <strong>on</strong>e<br />

ano<strong>the</strong>r.<br />

Comm<strong>on</strong> policies<br />

In order to speak with <strong>on</strong>e voice, <strong>the</strong> <strong>EU</strong> has<br />

developed several policies and measures<br />

that all Member States endeavour to apply.<br />

These ‘comm<strong>on</strong> policies’ c<strong>on</strong>cern <strong>the</strong> entire<br />

Uni<strong>on</strong> and are designed to achieve comm<strong>on</strong><br />

objectives.<br />

Ec<strong>on</strong>omic and m<strong>on</strong>etary uni<strong>on</strong><br />

Ec<strong>on</strong>omic and m<strong>on</strong>etary uni<strong>on</strong> (EMU) is <strong>the</strong><br />

result of a l<strong>on</strong>g process aimed at<br />

harm<strong>on</strong>ising <strong>the</strong> ec<strong>on</strong>omic and m<strong>on</strong>etary<br />

policies of <strong>the</strong> <strong>European</strong> Uni<strong>on</strong> Member<br />

States and introducing a single currency: <strong>the</strong><br />

euro. So far, 16 Member States have adopted<br />

<strong>the</strong> euro, which is used <strong>on</strong> a daily basis by<br />

over half <strong>the</strong> <strong>EU</strong>’s populati<strong>on</strong>.<br />

The <strong>EU</strong>’s external relati<strong>on</strong>s<br />

The <strong>EU</strong>’s ec<strong>on</strong>omic, commercial and financial<br />

weight makes it a leading player <strong>on</strong> <strong>the</strong><br />

internati<strong>on</strong>al scene. It has signed a series of<br />

bilateral and multilateral agreements with<br />

most countries and regi<strong>on</strong>s of <strong>the</strong> world. The<br />

comm<strong>on</strong> foreign and security policy (CFSP) is<br />

<strong>on</strong>e of <strong>the</strong> instruments of <strong>the</strong> <strong>European</strong><br />

Uni<strong>on</strong>’s external relati<strong>on</strong>s.<br />
