Kroger Marketplace Announced
A Development Worthy <strong>of</strong> Support<br />
Within three business days after the announcement that a Kroger Marketplace will<br />
anchor a proposed $30 million shopping center on North Illinois Avenue, things<br />
started to happen. During that seventy-two hour period, two national restaurant<br />
chains, one national women’s apparel store and one local entrepreneur with startup<br />
aspirations were in contact with the <strong>Oak</strong> <strong>Ridge</strong> <strong>Chamber</strong>. All requested site<br />
plans and contact information about the new development, its outparcels, and the<br />
approximately 12,000 square feet <strong>of</strong> small shop space that will be situated adjacent<br />
to the anchor “superstore.” One restaurant’s real estate representative had “passed”<br />
on <strong>Oak</strong> <strong>Ridge</strong> two years ago; another had visited the community twice in two years,<br />
most recently about a week before the center was announced; the apparel store has<br />
considered <strong>Oak</strong> <strong>Ridge</strong> in the past, but has been unable to find a suitable building in close proximity<br />
to a “destination center.” These inquiries – whether they bear fruit or not – make significant<br />
statements about the demand strength in our retail/restaurant trade area and about <strong>Oak</strong> <strong>Ridge</strong>’s ability<br />
to attract consumers from beyond our city limits.<br />
The <strong>Chamber</strong> has worked with shopping center developer Blanchard & Calhoun since last November<br />
as the firm searched our inventory <strong>of</strong> available land and existing shopping centers. Some sites were<br />
not for sale, and others were eliminated because existing retailers had active leases and ringing cash<br />
registers. Some sites were simply too small to accommodate the Kroger Marketplace anchor, much<br />
less the rest <strong>of</strong> the proposed development. But we are grateful Blanchard & Calhoun and Kroger,<br />
faced with those obstacles, elected to persevere in what became an effort to acquire over fifty homes,<br />
three commercial buildings and, perhaps, a church.<br />
The impact <strong>of</strong> this development should be felt beyond the approximately 25 acres that is being<br />
assembled. Kroger has informed us <strong>of</strong> intentions to “aggressively market” their existing leased<br />
facility to other retailers interested in our market. And the new center’s proximity to <strong>Oak</strong> <strong>Ridge</strong> City<br />
Center is, I believe, complementary. The project should reinvigorate nearby Grove Center, as well,<br />
attracting new shoppers and generating greater attention to that important legacy shopping center.<br />
Clearly, all <strong>of</strong> this adds up to a real “net gain” for <strong>Oak</strong> <strong>Ridge</strong>rs.<br />
In May <strong>of</strong> this year the <strong>Chamber</strong> sent a retail recruitment team to RECon, the nation’s largest retail<br />
real estate convention. At that time, a Kroger real estate executive told us that expansion <strong>of</strong> the<br />
company’s <strong>Oak</strong> <strong>Ridge</strong> presence was their “number one priority in the Knoxville market.” Blanchard<br />
& Calhoun and Kroger are delivering on that promised priority. By the time this acorn reaches our<br />
<strong>Chamber</strong> members, the process <strong>of</strong> rezoning for this shopping center should be well under way. It is a<br />
rezoning that deserves widespread community support and unanimous approval from our municipal<br />
planning commission and our city council. It makes economic sense, it makes “quality-<strong>of</strong>-life”<br />
sense, and it represents an opportunity for <strong>Oak</strong> <strong>Ridge</strong> to take a very pro-business, pro-development<br />
stand.<br />

Leadership <strong>Oak</strong> <strong>Ridge</strong> Nominations Being Accepted<br />
Nominations are now being accepted<br />
for the 2013 Class <strong>of</strong> Leadership <strong>Oak</strong><br />
<strong>Ridge</strong>.<br />
Leadership <strong>Oak</strong> <strong>Ridge</strong> is an issuesbased<br />
community leadership<br />
development program. Included in<br />
the program are ten full-day programs<br />
focused on specific topics and issues,<br />
and two overnight<br />
meetings including<br />
<br />
a trip to Nashville<br />
while the Tennessee<br />
General Assembly is in session and a<br />
team building/leadership development<br />
focused retreat. In addition, class<br />
members determine and implement a<br />
class project to benefit the community,<br />
complete an individual project and<br />
coordination <strong>of</strong> program topics.<br />
The number <strong>of</strong> participants is<br />
limited. The deadline for application<br />
is December 1, <strong>2012</strong>. Nomination<br />
forms, along with a letter <strong>of</strong><br />
interest from the nominee and a<br />
recommendation letter from the<br />
nominator are to be included in<br />
the nomination submission. Class<br />
members will be chosen by a selection<br />
committee and notified <strong>of</strong> acceptance<br />
no later than January 15, 2013. The<br />
first session is in February 2013.<br />
Tuition for the program is $1200 per<br />
person and includes program costs,<br />
travel, meals and transportation. A<br />
limited number <strong>of</strong> scholarships valued<br />
at 50% <strong>of</strong> tuition are available.<br />

Members at Work<br />
<strong>Oak</strong> <strong>Ridge</strong> Associated Universities<br />
received the <strong>2012</strong> Award <strong>of</strong> Excellence<br />
from the Tennessee Division <strong>of</strong><br />
the International Association <strong>of</strong><br />
Administrative Pr<strong>of</strong>essionals.<br />
The award is presented annually to an<br />
organization that demonstrates quality<br />
support for secretaries, administrative<br />
or executive assistants and related <strong>of</strong>fice<br />
pr<strong>of</strong>essionals. Nominations were made<br />
by the 17 chapters across the Tennessee<br />
division. This is the second time ORAU<br />
has received this recognition from this<br />
organization; the first time was in 2008.<br />
In 2010 ORAU also won the Award for<br />
Excellence at IAAP’s international level.<br />
The award application was prepared and<br />
submitted by Brenda Lee-Longmire,<br />
an IAAP-certified administrative<br />
pr<strong>of</strong>essional-organizational management<br />
at ORAU. Lee-Longmire, a former IAAP<br />
<strong>Oak</strong> <strong>Ridge</strong> Chapter president, served as<br />
editor for the IAAP <strong>Oak</strong> <strong>Ridge</strong> Chapter<br />
newsletter, which also received top honors<br />
in the Tennessee division newsletter<br />
competition.<br />
ORAU has renewed a five-year agreement<br />
with the U.S. Nuclear Regulatory<br />
Commission to continue providing<br />
technical assistance in the areas <strong>of</strong><br />
radiological surveys and assessments. The<br />
agreement, which is worth $5.4 million,<br />
will last through 2017.<br />
Specifically under the agreement, ORAU<br />
will serve as the sole-source, independent<br />
contractor for addressing NRC regulatory<br />
activities related to the decommissioning<br />
<strong>of</strong> previously contaminated reactor and<br />
materials sites by performing laboratory<br />
analyses, document reviews, in-process<br />
inspections and verification surveys.<br />
ORAU will also participate in special<br />
projects related to nuclear facility<br />
operations, uranium recovery and other<br />
decommissioning activities.<br />

B&W Y-12 has announced that Joe<br />
Henry has been named<br />
Chief Operating<br />
Officer, a new position<br />
that has been created<br />
to assist the president<br />
and general manager in<br />
overall site management<br />
with a particular focus on<br />
operations.<br />
Joe Henry<br />
Henry currently is<br />
president <strong>of</strong> Nuclear Fuel Services, Inc.<br />
(NFS) in Erwin, Tenn., and is expected to<br />
temporarily serve in the COO position at<br />
B&W Y-12 for the next several months.<br />
He previously held the position <strong>of</strong> chief<br />
<strong>of</strong> nuclear safety operations at Y-12,<br />
where he oversaw the site’s nuclear safety<br />
program and conduct <strong>of</strong> operations. He<br />
also was Y-12’s chief interface with<br />
the Defense Nuclear Facilities Safety<br />
Board. Henry is a retired U.S. Navy<br />
Rear Admiral. He served as commanding<br />
<strong>of</strong>ficer for two nuclear submarines (USS<br />
Kentucky and USS Key West) and<br />
commander <strong>of</strong> Submarine Group Ten in<br />
Kings Bay, GA.<br />
B&W Y-12 recently donated $15,000 to<br />
the Children’s Museum <strong>of</strong> <strong>Oak</strong> <strong>Ridge</strong>. The<br />
money will be used to turn the museum’s<br />
current space exhibit into a “Rocket<br />
Room,” taking children on an imaginary<br />
trip to Mars.<br />
An existing model rocket at the museum<br />
will be refurbished, and new interactive<br />
activities will bring outer space to<br />
preschoolers and early grade schoolers.<br />
Thanks to Y-12’s involvement with the<br />
<strong>Oak</strong> <strong>Ridge</strong> Huntsville Partnership Office,<br />
a consortium including ORAU, Y-12,<br />
ORNL and the University <strong>of</strong> Alabama,<br />
Y-12 also arranged for the Marshall Space<br />
Flight Center in Huntsville, Alabama, to<br />
donate excess NASA equipment, such as<br />
control panels and satellites, to the Rocket<br />

Wayne Hope, recently<br />
celebrated 35 years <strong>of</strong><br />
service at the credit<br />
union. Wayne started<br />
Wayne Hope working for what was<br />
then K-25 Federal<br />
Credit Union in 1977 as a Loan Clerk.<br />
Over the years he served as Collection<br />
Manager, Office Manager and Assistant<br />
General Manager. In 1994, Hope was<br />
promoted to President/CEO. He is only<br />
the third CEO in the history <strong>of</strong> the credit<br />
union. Hope has also served on the board<br />

Robert Warther has been named deputy<br />

subsidiary responsible for running the<br />
RD&D program, approved Warther’s<br />
selection at its initial meeting on August<br />

A consortium led by Roane State<br />
Community College received a $12.6<br />
million federal grant to <strong>of</strong>fer more<br />
training for health care careers and help<br />
students finish their degrees, the U.S.<br />
Department <strong>of</strong> Labor announced recently.<br />
The announcement included $500 million<br />
in grants for community colleges and<br />
universities across the country. The Roane<br />
State consortium was one <strong>of</strong> 27 funded<br />
nationwide, former Roane State President<br />
Gary G<strong>of</strong>f said in a press release.<br />

The Appalachian Regional Commission<br />
recently announced approval <strong>of</strong> a grant<br />
in the amount <strong>of</strong> $500,000 to the Emory<br />
Valley Center for the Emory Valley Center<br />
New Facility, Phase 1 project. This project<br />
will construct a new facility that will<br />
continue services for East Tennesseans<br />
with intellectual and developmental<br />
disabilities. The project is expected to<br />
serve 451 pre-school students and 83<br />
workers/trainees, resulting in the retention<br />
<strong>of</strong> 83 existing jobs and the creation <strong>of</strong> 40<br />
new jobs.<br />

What brought you to <strong>Oak</strong> <strong>Ridge</strong>?<br />
Adria: <strong>Oak</strong> <strong>Ridge</strong> is very<br />
well respected not only<br />
in the state but also nationwide (globally<br />
actually). With the work that is done in<br />
the “Secret City” there’s some prestige<br />
and appeal that goes along with living<br />
and working here.<br />

Jimmy: I went to high<br />
school at ORHS and<br />
was an intern for my<br />
current employer (UT- Battelle) for three<br />
summers during college and love the<br />
area.<br />
What do you think are strengths<br />
Q. <strong>of</strong> <strong>Oak</strong> <strong>Ridge</strong>?<br />
Adria: This is a very tight<br />
A. group <strong>of</strong> community members.<br />
The majority <strong>of</strong> people I meet are very<br />
interested and vested in this area. It’s fun<br />
to go around town to the grocery store<br />
and see your friends and peers. There’s<br />
a lot <strong>of</strong> passion about what’s happening<br />
here and people are not afraid to have<br />
their voices heard.<br />
Jimmy: The l<strong>of</strong>ty aspirations <strong>of</strong> the city.<br />
The community strives for continued<br />
improvement and works not to become<br />
complacent even after past success.<br />
What 2-3 things would you change<br />
Q. about <strong>Oak</strong> <strong>Ridge</strong>?<br />
Adria: I would love to have more<br />
A. young people in the area and I<br />
think that’s one common goal in the<br />
community.<br />
Jimmy: I would push for greater<br />
development on the west end <strong>of</strong><br />
<strong>Oak</strong> <strong>Ridge</strong>. I know some residential,<br />
industrial, and mercantile developments<br />
have not been too successful (due in part<br />
to a downturn in the economy) but trying<br />
to redevelop the shopping space around<br />
Jefferson Circle would be very beneficial<br />
to residents on the west end.<br />
What type <strong>of</strong> potential do you see<br />
Q. in the city?<br />
Adria: I love that <strong>Oak</strong> <strong>Ridge</strong><br />
A. wants to be the best at everything<br />
whether that’s with education, national<br />
security, whatever it is we are always<br />
striving to be the best. I think with that<br />
as our goal we can move forward with<br />
anything we put our minds to.<br />
Jimmy: I see <strong>Oak</strong> <strong>Ridge</strong> having the<br />
potential to become the center <strong>of</strong><br />
commerce again for Anderson and Roane<br />
Counties similar to the Farragut/West<br />
Knox area has become for Knox and<br />
surrounding counties.<br />
What role/obligation does YPOR<br />
Q. have in the community?<br />
Adria: I think a really important<br />
A. mission we have is to promote<br />
<strong>Oak</strong> <strong>Ridge</strong>. We want to let others know<br />
in East Tennessee what fun and important<br />
things we are doing here. We have<br />
tried to do that by having a variety <strong>of</strong><br />
opportunities for people to participate in.<br />
We have casual meetings and social hours<br />
that help with networking, we participate<br />
in and organize service opportunities and<br />
we have really gotten a great amount <strong>of</strong><br />
media attention for the Cash Mobs we<br />
have initiated. The most fun thing to see<br />
is now there are other cities in the area<br />
that have “piggy backed” on that idea<br />
and we have something to be proud <strong>of</strong><br />
for helping create that positive chain.<br />
We look forward to other great ideas and<br />
seeing where else we can go.<br />
Jimmy: We have a responsibility to<br />
take advantage <strong>of</strong> the opportunity to<br />
reestablish <strong>Oak</strong> <strong>Ridge</strong> as a hub for<br />
the surrounding area and maintain the<br />
quality <strong>of</strong> the community <strong>Oak</strong> <strong>Ridge</strong> has<br />
established for the past several decades.<br />
